The Impact of Directly Mailed Family Planning Materials to AFDC Welfare Mothers

Communications research has repeatedly documented the fact that people are affected by the various forms of mass media, and so family planning programs have begun to use television (Hutchinson, 1970), radio, movies, posters, telephones (Dabbs and Neiger, 1970), newspapers, and various combinations of these media (Clark and Morris, 1972; Chase, 1972; Balakrishnan, 1967; Takeshita, 1966; Cernada and Lu, 1972) in transmitting the message of family planning. Our present media focus, however, involves direct mailing, which in contrast to other media, often has the advantages of being sent by an authoritative or prestigious source, is relatively inexpensive, can be directed to specific individuals, and may be passed along to others by the recipient.
Direct mailings have typically not met with much success in family planning programs where the intention of the direct mailing was the immediate recruitment of family planning acceptors. Freedman and Takeshita (1969) report that in Taiwan the family planning acceptance rate in neighborhoods where mailings were sent was no higher than in neighborhoods where no program effort was made. A similar outcome was observed in Seoul, Korea, where mailings specifically keyed to the IUD failed to produce any significant effect (Kwon et. al., 1966). However, Schramm (1971) reports that more recent efforts in Taiwan with direct mailings to new mothers have brought a 4% acceptance rate, and Cernada (1970) reports that 1-2% acceptance rates have been obtained with direct mailings to women in towns without field workers, to government employees, and to teachers. Udry\u27s 6 month, $330,000 multimedia advertising campaign had no effect on the sale of contraceptives in drug stores (Levy, 1972), but did have a very slight effect on patient recruitment to clinics (Clark and Morris, 1972; Udry, 1972). On the other hand, a Chicago direct mail experiment apparently doubled the expected number of clinic patients for a time (Rosa and Bogue, 1966). Thus, while the results of direct mailings have been variable, they have typically had very limited impact on patient recruitment
Rhetorical Judgments: Using Holistic Assessment to Improve the Quality of Administrative Decisions
Federal, state, and local governments issue hundreds of thousands of administrative decisions annually. Considering the number of encounters the public has with administrative appeal agencies, administrative decisions may be the largest category of legal writing and reading interaction the public has with the legal system. Many of these agencies have identified writing quality - however they define it - as a priority in their strategic plans, but the overwhelming number of hearings and decisions, coupled with regulatory guidelines for timeliness, may subordinate this goal to other management priorities. Improving the quality of administrative decisions at these agencies presents a practical legal business challenge as well as the theoretical challenges embedded in the nuances of legal writing pedagogy. Amidst the pressure of issuing a large volume of decisions, agencies must contend with improving the varying skills of writers; delivering well-reasoned, clear, and reader-friendly decisions to the public; and measuring organizational performance based upon the quality of its written products. This article proposes that a formal holistic assessment program can be an effective tool for confronting these challenges
A Survey of the Czechoslovak Follow-up of Lung Cancer Mortality in Uranium Miners
The major Czechoslovak cohort of uranium miners (S-cohort) is surveyed in terms of diagrams illustrating dependences on calendar year, age, and exposure to radon and radon progeny. An analysis of the dose dependence of lung cancer mortality is performed by nonparametric and, subsequently, by parametric methods. In the first step, two-dimensional isotonic regression is employed to derive the lung cancer mortality rate and the relative excess risk as functions of age attained and of lagged cumulated exposure. In a second step, analytical fits in terms of relative risk models are derived. The treatment is largely analogous to the methods applied by the BEIR IV Committee to other major cohorts of uranium miners. There is a marked dependence of the excess risk on age attained and on time since exposure. A specific characteristic of the Czechoslovak data is the nonlinearity of the dependence of the lung cancer excess risk on the cumulated exposure; exposures on the order of 100 working level months or less appear to be more effective per working level month than larger exposures but, in the absence of an internal control group, this cannot be excluded to be due to confounders such as smoking or environmental exposures. A further notable observation is the association of larger excess risks with longer protraction of the exposures
Exoplanet Research with the Stratospheric Observatory for Infrared Astronomy (SOFIA)
When the Stratospheric Observatory for Infrared Astronomy (SOFIA) was
conceived and its first science cases defined, exoplanets had not been
detected. Later studies, however, showed that optical and near-infrared
photometric and spectrophotometric follow-up observations during planetary
transits and eclipses are feasible with SOFIA's instrumentation, in particular
with the HIPO-FLITECAM and FPI+ optical and near infrared (NIR) instruments.
Additionally, the airborne-based platform SOFIA has a number of unique
advantages when compared to other ground- and space-based observatories in this
field of research. Here we will outline these theoretical advantages, present
some sample science cases and the results of two observations from SOFIA's
first five observation cycles -- an observation of the Hot Jupiter HD 189733b
with HIPO and an observation of the Super-Earth GJ 1214b with FLIPO and FPI+.
Based on these early products available to this science case, we evaluate
SOFIA's potential and future perspectives in the field of optical and infrared

Cortico-brainstem mechanisms of biased perceptual decision-making in the context of pain
Perceptual decision-making is commonly studied using stimuli with different physical properties but of comparable affective value. Here, we investigate neural processes underlying human perceptual decisions in the affectively rich domain of pain using a drift-diffusion model in combination with a probabilistic cueing paradigm. This allowed us to characterize a novel role for the dorsolateral prefrontal cortex (DLPFC), whose anticipatory responses reflecting a decision bias were dependent on the affective value of the stimulus. During intense noxious stimulation, these model-based anticipatory DLPFC responses were linked to an engagement of the periaqueductal gray (PAG), a midbrain region implicated in defensive responses including analgesia. Complementing these findings on biased decision-making, the model parameter reflecting sensory processing predicted subcortical responses (in amygdala and PAG) when expectations were violated. Our findings highlight the importance of taking a broader perspective on perceptual decisions and link decisions about pain with subcortical circuitry implicated in endogenous pain modulation

Relating Ion Release and PH to in Vitro Cell Viability for Gallium-Inclusive Bioactive Glasses
A bioactive glass (BG) in which Ga was substituted for Zn was formulated to investigate whether the ionic form of Ga can elicit effects similar to gallium nitrate. The ion release and pH of BG extracts were evaluated, as well as the in vitro cytocompatibility of extracts in contact with mouse fibroblasts and human osteoblasts. After incubation times of 1 year, the glass (TGa-1) containing the smaller Ga-addition (8 mol%) released the most sodium (Na) (1420 mg/L), silicon (Si) (221 mg/L), and Ga (1295 mg/L), while the glass (TGa-2) containing the larger Ga-addition (16 mol%), exhibited release levels between TGa-1, and the 0 mol% Ga (Control) glass. The pH of all 3 glass extracts steadily increased over time, with maximums observed after 365 days for Control (10.0), TGa-1 (12.2), and TGa-2 (9.7). Cell viability analysis suggested that Ga-release produced toxic effects in L-929 fibroblasts, with less than 3 % viability for both TGa-1 and TGa-2 extracts after 90, 180, and 365 days; however, no significant decrease in MC-3T3 osteoblast viability was observed for TGa-1 extracts after any time period, despite the higher ion release and pH values, and a significant decrease to 51 % viability was only observed for TGa-2 extracts after 365 days. These results suggest that tailoring the release of Ga from BG is not only possible, but also beneficial to the host, thus rendering such glasses useful in bone void-filling applications
Characterization of Silica-Based and Borate-Based, Titanium-Containing Bioactive Glasses for Coating Metallic Implants
Bioactive glasses have found applications in diverse fields, including orthopedics and dentistry, where they have been utilized for the fixation of bone and teeth and as scaffolds for drug delivery. The present work outlines the characterization of two novel titanium-containing glass series, one silica-based and one borate-based. For the silica-based series, titanium is added at the expense of silicon dioxide whereas for the borate-based series, it is added at the expense of boron oxide as confirmed by Energy Dispersive Spectroscopy. Amorphous structures are obtained for silica-based glass at 15 mol% TiO2 and for borate-based glasses at 0 mol% and 5 mol%, with low crystal peak intensities exhibited within the remaining glasses. MAS-NMR proves the role of P2O5 as a network modifier for both glass series by evidencing only Q0 structures (and Q1 structures for the silica-based glasses with crystal structures), whereas FTIR proves that Ti acted as a network modifier in the glass as there was an absence of peaks assignable to titanium bonding. This implies that the two glass series will degrade in-situ and release ions at the site of implantation. Additionally, thermal data sourced from these glasses indicate processing windows which make them suitable for enameling onto implants, with the borate-based series exhibiting greater processing windows over the silica-based series, hence making the borate glasses more suitable for coating metallic implants compared to their silica-based counterparts
