    Representation of Lesbian and Gay Men in Federal, State, and Local Bureaucracies

    Americans increasingly view lesbians and gay men as a legitimate minority, entitled to equal employment opportunities and perhaps to adequate representation in government. Scholars of public administration have extensively studied whether women and racial minorities receive fair representation and pay in the public sector, but we have generally ignored lesbians and gay men, largely because we lack data on the sexual orientation of government employees. Using a 5 percent sample of the 2000 Census, this paper provides new insights into one group of lesbian and gay employees: full-time workers with same-sex unmarried partners. It first determines whether they are as likely to hold jobs in the public and nonprofit sectors as workers who are married, have different-sex unmarried partners, or have never been married. Second, it explores whether lesbians' and gay men's representation is concentrated in particular occupations. It then examines whether workers with same-sex partners earn as much as other workers, and whether any disparities can be explained by race, gender, education, age, occupation, and location.     Constrained Dynamics of Universally Coupled Massive Spin 2-spin 0 Gravities

    The 2-parameter family of massive variants of Einstein's gravity (on a Minkowski background) found by Ogievetsky and Polubarinov by excluding lower spins can also be derived using universal coupling. A Dirac-Bergmann constrained dynamics analysis seems not to have been presented for these theories, the Freund-Maheshwari-Schonberg special case, or any other massive gravity beyond the linear level treated by Marzban, Whiting and van Dam. Here the Dirac-Bergmann apparatus is applied to these theories. A few remarks are made on the question of positive energy.     A Semi-Blind Source Separation Method for Differential Optical Absorption Spectroscopy of Atmospheric Gas Mixtures

    Differential optical absorption spectroscopy (DOAS) is a powerful tool for detecting and quantifying trace gases in atmospheric chemistry \cite{Platt_Stutz08}. DOAS spectra consist of a linear combination of complex multi-peak multi-scale structures. Most DOAS analysis routines in use today are based on least squares techniques, for example, the approach developed in the 1970s uses polynomial fits to remove a slowly varying background, and known reference spectra to retrieve the identity and concentrations of reference gases. An open problem is to identify unknown gases in the fitting residuals for complex atmospheric mixtures. In this work, we develop a novel three step semi-blind source separation method. The first step uses a multi-resolution analysis to remove the slow-varying and fast-varying components in the DOAS spectral data matrix XX. The second step decomposes the preprocessed data X^\hat{X} in the first step into a linear combination of the reference spectra plus a remainder, or X^=AS+R\hat{X} = A\,S + R, where columns of matrix AA are known reference spectra, and the matrix SS contains the unknown non-negative coefficients that are proportional to concentration. The second step is realized by a convex minimization problem S=argminnorm(X^AS)S = \mathrm{arg} \min \mathrm{norm}\,(\hat{X} - A\,S), where the norm is a hybrid 1/2\ell_1/\ell_2 norm (Huber estimator) that helps to maintain the non-negativity of SS. The third step performs a blind independent component analysis of the remainder matrix RR to extract remnant gas components. We first illustrate the proposed method in processing a set of DOAS experimental data by a satisfactory blind extraction of an a-priori unknown trace gas (ozone) from the remainder matrix.     Offsetting the cost of Community Support Agriculture (CSA) for low-income families: Perceptions and experiences of CSA farmers and members

Although CSA has the potential to improve access to fresh produce, certain features of CSA membership may prohibit low-income families from participating. A ‘cost-offset’ CSA (CO-CSA) model provides low-income families with purchasing support with the goal of making CSA more affordable. As a first step toward understanding the potential of CO-CSA to improve access to healthy foods among low-income households, we interviewed 24 CSA farmers and 20 full-pay CSA members about their experiences and perceptions of the cost-offset model and specific mechanisms for offsetting the cost of CSA. Audio recordings were transcribed verbatim and coded using a thematic approach. Ensuring that healthy food was accessible to everyone, regardless of income level, was a major theme expressed by both farmers and members. In general, CSA farmers and CSA members favored member donations over other mechanisms for funding the CO-CSA. The potential time burden that could affect CSA farmers when administering a cost-offset was a commonly-mentioned barrier.     Effect of induced hindlimb length difference on bodymounted inertial sensor measures of hindlimb lameness in horses

    This study has investigated the effect of induced hindlimb length difference on differences in minimum and maximum pelvic heights in horses trotting in a straight line and lungeing on both hard and soft surfaces. The horses were trotted in a straight line and lunged in both directions on both hard and soft surfaces. Wilcoxon ranked sum tests were used to determine the effect of hindlimb length difference on differences in minimum (Pmin) and maximum (Pmax) pelvic height values. Difference in Pmin, indicating an impacttype lameness, in the limb with the elevation, was consistently measured in both the straight line and while lungeing. Difference in Pmax, indicating pushoff-type lameness, in the opposite, non-elevated limb, was found in the straight line but not while lungeing. A limited extended elevation trial was performed with no definitive pattern of results obtained. Statistics were not performed on this data and future study in this area is warranted.by Jael B.     Statistical analysis of direct-strike lightning data (1980 to 1982)

    Electromagnetic measurements are being made during direct lightning strikes by NASA Langley Center using a specially instrumented F-106B aircraft. The research is to aid refinement, characterization, and understanding of the lightning-aircraft interaction process and the lightning hazards to aircraft. Statistical methods are applied to characterize some aspects of the lightning data obtained from 176 strikes to the aircraft. Specific attention is given to the problem of estimating the upper extreme quantiles of the distributions of peak-to-peak values for currents and rates of change in the magnetic and flux densities. A formal treatment via a general location-scale family of models allows the estimation method to be adapted to the realized shapes the distributions. The shapes are examined by probability plotting methods
