    Implementing greenhouse gas trading in Europe: lessons from economic literature and international experiences

    The European Commission (2001a) has recently presented a directive proposal to the European Parliament and Council in order to implement a greenhouse gas emission trading scheme. If this proposal survives the policy process, it will create the most ambitious trading system ever implemented. However the legislative process is an opportunity for various interest groups to amend envi-ronmental policies which, as a result, generally deviate further from what eco-nomic literature proposes. A close look at implemented emission trading schemes, stressing their discrepancies with economic literature requests, is thus useful to increase the chances of forthcoming emission trading schemes to go through the political process. We thus review ten emission trading systems, that are either implemented or at an advanced stage of the policy process. We draw attention to major points to be aware of when designing an emission trading system: sectoral and spatial coverage, permits allocation, temporal flexibility, trading organisation, moni-toring, enforcement, compliance, and the harmonisation vs. subsidiarity issue. The aim is to evaluate how far experiences in emission trading move away from theory and why. We then provide some lessons and recommendations on how to implement a greenhouse gas emission trading program in Europe. We identify some pros of the Commission proposal (spatial and sectoral coverage, temporal flexibility, trading organisation, compliance rules), some potential drawbacks (allocation rules, monitoring and enforcement) and items on which further guidance is needed (monitoring and allocation rules). Lastly, the European Commission should devote prominent attention to the U.S. NOX Ozone Transport Commis-sion budget program, as the only example of integration between the federal and state levels.Emission trading, climate change policy, policy-making and implementation

It provides a simple theoretical account of the coexistence of different forms of family when farms are heterogenous in land endowments and technology is stagnant.     The Effect of Land Scarcity on Farm Structure: Empirical Evidence from Mali

    We analyze the individualization of farm units in Mali in the sense of a transformation of purely collective farms into mixed units in which private plots coexist with collective fields. While a moral-hazard-in-team problem plagues production on the latter, a dilemma arises insofar as the household head extracts his income form it. The head thus faces a trade-off between efficiency and capture. We show, within the framework of a patriarchal farm household model, that the choice is tilted toward private plot as land becomes more scarce. On the basis of first hand data collected in Southern Mali, we test and confirm the above prediction. Moreover, the relationship between land scarcity and the presence of individual plots holds only when there are at least one married couple (besides the head) within the household. The explanation we put forward is that the presence or suspicion of labour-shirking on the collective field arise only when there are interferences by in-laws and differences in the size of conjugal units.

    Imputing Dairy Producers' Quota Discount Rate Using the Individual Export Milk Program in Quebec

    Trade liberalization scenarios are often evaluated using sophisticated programming models that rely on a number of assumptions related to demand and supply parameters. One challenge researchers often encounter in the calibration of dairy trade liberalization models is to identify the supply response of producers under production quotas. The existence of production quotas in the Canadian dairy industry implies departures from standard marginal cost pricing. Under traditional net present value models, an assumption about the discount factors attached to production quotas must be made to infer the supply response of Canadian dairy producers following a change in the economic environment (e.g., import tariffs). The Individual Export Milk (IEM) program in Quebec generated an opportunity to estimate dairy producers’ discount factors for production quotas conditional on different assumptions about structural parameters such as producers’ risk preferences and cost efficiency.International Relations/Trade, Productivity Analysis,

    A survey of tax compliance costs of Flemish SMEs: magnitude and determinants

    This study presents survey evidence on the magnitude and determinants of tax compliance costs in Flemish small and medium-sized enterprises (SMEs). Data were obtained from an Internet questionnaire among members of a professional network of Flemish entrepreneurs, called VOKA. Analyzing a sample of 151 Flemish SMEs, we find that the tax compliance costs exceeding over 7% of gross added value are relatively high. Value-added tax, labor taxes, and corporate taxes are the main components of tax compliance costs. In addition, our evidence confirms the regressivity hypothesis, according to which smaller companies face relatively higher compliance costs. Furthermore, industry, age, and the proportion of blue-collar workers prove to be determining factors of relative compliance costs. Our study concludes by formulating a number of policy recommendations that might contribute to lower compliance costs

    Single and multiphase CFD approaches for modelling partially baffled stirred vessels: comparison of experimental data with numerical predictions

    Whilst the use of CFD to study mixing vessels is now common-place, there are still many specialised applications that are yet to be addressed. Here we present CFD and PIV results for a hydrodynamic study of a partially baffled vessel with a free surface. The standard k.ε and SSG Reynolds Stress turbulence models are used and the numerical predictions of the mean flow field are compared with experimental data for single phase modelling. At low rotation rates a flat free surface is observed and the flow is simulated using a single phase model, whilst at high rotation rates an Eulerian–Eulerian multiphase model is used to capture the free surface location, even under conditions when gas is drawn down to the impeller. It is shown that there are significant transient effects that mean many of the “rules of thumb” that have been developed for fully baffled vessels must be revisited. In particular such flows have central vortices that are unsteady and complex, transient flow-induced vortical structures generated by the impeller–baffle interactions and require a significant number of simulated agitator rotations before meaningful statistical analysis can be performed. Surprisingly, better agreement between CFD and experimental data was obtained using the k.ε than the SSG Reynolds stress model. The multiphase inhomogeneous approach used here with simplified physics assumptions gives good agreement for power consumption, and with PIV measurements with flat and deformed free surfaces, making this affordable method practical to avoid the erroneous modelling assumption of a flat free surface often made in such cases

    Distributed archive and single access system for accelerometric event data : a NERIES initiative

    We developed a common access facility to homogeneously formatted accelerometric event data and to the corresponding sheet of ground motion parameters. This paper is focused on the description of the technical development of the accelerometric data server and the link with the accelerometric data explorer. The server is the third node of the 3-tier architecture of the distributed archive system for accelerometric data. The server is the link between the data users and the accelero- metric data portal. The server follows three main steps: (1) Reading and analysis of the end-user request; (2) Processing and converting data; and (3) Archiving and updating the accelerometric data explorer.
