Responsible and solidarity tourism, approach to its theoretical framework and connections with the tourist intelligence
Este artículo está dedicado al estudio de
dos nuevos conceptos aparecidos en las últimas
décadas en el sector turístico, son los
llamados turismo responsable y turismo solidario,
ambos referentes éticos morales en
un negocio, el turístico, en cuyo afán de comercialización
parece tener cabida también la
buena voluntad que los turistas plantean en
sus propios viajes.
En este documento se realiza, en primer
lugar, un acercamiento a la economía solidaria
como posible referencia al marco turístico
estudiado. En segundo lugar, se desarrolla
una revisión teórica y referencial de ambos
conceptos con la idea de contraponer, analizar
y valorar las diferentes ópticas desde las
que son vistos. Y en tercer y último lugar, se
plantea la conexión de la responsabilidad y la
solidaridad en su aplicación al turismo con una
nueva corriente de gestión de los destinos, la
Inteligencia Turística.This article is dedicated to the study of
two new concepts that have appeared in the
tourism sector in the recent decades, they
are the so-called responsible tourism and
solidarity tourism, both of them have moral
ethical references in the specific business of
tourism, in which the desire to commercialize
also seems to place the good will that tourists
contemplate in their own trips.
In this document, first of all, an approach
to the solidarity economy is made as a
possible reference to the tourism framework
studied. Secondly, a theoretical and referential
revision of both concepts is developed;
with the idea of contrasting, analyzing and
assessing the different perspectives from
which they are viewed. And third and last, the
connection of responsibility and solidarity in
its application to tourism with a new stream of
destination management, Tourist Intelligence,
is considered
El cooperativismo en la gobernanza del desarrollo territorial. El caso del municipio de Bonares
Se analiza la gobernanza de los procesos de desarrollo territorial, argumentando cómo la economía social, a través del cooperativismo, se puede constituir como fórmula para una gestión eficaz de estos procesos. Para ello, en primer lugar, a partir de un análisis bibliográfico, se extraen las principales variables que caracterizan la gobernanza territorial. Posteriormente, se analizan las relaciones sinérgicas que se establecen entre el cooperativismo y el desarrollo territorial, así como los aportes de la economía social para hacer frente a la complejidad de los procesos de gobernanza territorial. Por último, se analiza el caso del municipio de Bonares (Andalucía, España), el cual promociona su desarrollo participando en una cooperativa de segundo grado. Se concluye cómo las variables que, según la bibliografía consultada, inciden en procesos exitosos de gobernanza territorial, se ponen de manifiesto en la gobernanza de este municipio a través de un modelo cooperativista
Proposal of New Strategies for Smart Tourism Destinations in the Challenging New Reality: A Commitment to the Technology–Sustainability Binomial
This paper aimed to investigate the response of smart tourism destinations (STDs) to the COVID-19 crisis, specifically regarding sustainability, which—along with information, new technologies, and governance—is a key element of STDs. First, we conducted a brief literature review regarding tourism sustainability. Secondly, we performed a case study of several STDs to determine the sustainable actions implemented in response to the current crisis, the results of which are presented in this paper. Thirdly, we assessed these STDs’ primary sustainability actions and developed a strategy proposal that can be followed by destinations in similar situations. This proposal is intended to be evaluated by the studied STDs for validation or adaptation. Far from a definitive solution, our proposal was designed as one possible tool to avoid the disorganisation and uncertainty suffered in crisis situations such as the COVID-19 pandemic.2021-2
Inteligencia territorial y turismo : la gestión pública de los Destinos Turísticos Inteligentes
Planteamiento del problema
Recientemente han aparecido en el ámbito turístico dos conceptos novedosos que están produciendo un cambio en la fórmula de gestión de los destinos, se trata de la Inteligencia Territorial y los Destinos Turísticos Inteligentes.
Ambos comparten denominación pero, los principios de la primera con las características de los segundos determinan que existe una dualidad conceptual con interpretaciones diferentes de lo que vendría a ser "lo inteligente", propiciando ciertas confusiones en el empleo de la terminología y orientaciones de las acciones y proyectos de éste ámbito.
Propósito
Este estudio se ha elaborado teniendo como propósito principal el establecimiento de las relaciones entre Inteligencia Territorial y Destinos Turísticos Inteligentes, la determinación de sus denominaciones y orientaciones además de esclarecer cómo la inteligencia aplicada al turismo está influyendo en la gestión de los destinos y en qué términos está afectando a la formulación de un nuevo modelo a desarrollar.
Metodología
La metodología empleada en el estudio responde a un carácter combinado. Por un lado, se ha desarrollado una labor de selección, clasificación, estudio, análisis y extracción de información relevante de las fuentes bibliográficas y documentales consultadas, seleccionadas bajo los criterios de precisión, relación con el tema, actualización y calidad.
Por otro lado, al disponer esta investigación de un análisis de casos específico, la metodología se ha visto ampliada por la elaboración de un cuestionario a expertos siguiendo la metodología Delphi, entrevistas telefónicas a los técnicos responsables de los proyectos inteligentes, análisis de los procedimientos de transformación liderados por las instituciones referentes en este ámbito (AENOR y Segittur) y el estudio de tres destinos en pleno proceso de conversión, que son Palma de Mallorca (Islas Baleares- España), la "eurociudad" Badajoz-Elvas (Extremadura-España y Portugal) y Benidorm (Comunidad Valenciana- España).
Resultados o hallazgos
El desarrollo del marco teórico V conceptual ha permitido conocer las diferentes relaciones que la Inteligencia Territorial y sus principios pueden llegar a tener con los Destinos Turísticos Inteligentes y su gestión, así como su influencia en la determinación de los diseños de las políticas turísticas a emplear en los territorios.
El estudio de casos, en cambio, ha evidenciado la realidad imperante en este campo, la cual tiene que ver con un origen de los Destinos Turísticos Inteligentes en el desarrollo, especialmente, de la tecnología, y no de los principios inteligentes que marca la Inteligencia Territorial, existiendo una separación entre ambos a pesar de compartir denominación.
Conclusión
La investigación ha finalizado con la determinación de las conclusiones, que demuestran la desconexión entre los conceptos de Inteligencia Territorial y Destinos Turísticos Inteligentes y un desarrollo incompleto de la inteligencia turística, ofreciendo una serie de posibles soluciones a través de la aplicación de un modelo de desarrollo alternativo (modelo inteligente) a los modelos convencionales empleados hasta el momento, herramientas para desarrollarlo y recomendaciones sobre la aplicación de los principios de la Inteligencia Territorial a los llamados Destinos Turísticos Inteligentes.Problem statement
Two novel concepts have appeared recently in the touristic sector. Both are producing a change in the formula of management of destinations, they are Territorial Intelligence' and 'Intelligent Touristic Destinations'.
Both terms share the denomination but the principles of the first one and the characteristics of the second 6ne determine that there is a conceptual duality with different interpretations of what The intelligent" is. It provokes some misunderstandings in the use of the terminology, the guidelines for the operations and projects of this field.
Purpose *
This study has been elaborated with one principal purpose, that is, the establishment of relations between Territorial Intelligence and Intelligent Touristic Destinations, the determination of their denominations and orientations and furthermore to clarify how the intelligence applied to tourism is influencing the management of destinations and in what terms is affecting the formulation of a new undeveloped model.
Methodology
The methodology used in this study reacts to a combined character. One the one hand, a labor of selection, classification, study, analysis and extraction of relevant information has been developed. The relevant information taken from the literature and documentaries have been selected by the same standards, relation with the topic, the updating and the quality.
On the other hand, having this investigation an analysis of specific cases, the methodology has been extended by the elaboration of a questionnaire to high-qualified people following the Delphi methodology, phone interviews to responsible specialists of the intelligent projects, analysis of procedures of transformation leaded by the specialized institutions in this field (AENOR and Segittur) and the study of three destinations in the middle of a conversion process, those are, Palma de Mallorca (Balearic Islands-Spain), the "Eurociudad" Badajoz-Elvas (Extremadura-Spain and Portugal) and Benidorm (Comunidad Vaienciana-Spain).
Results
The development of the theoretical and conceptual framework permit to know the different relationships that the Touristic Intelligence and its principles can have with Intelligent Touristic Destinations and their management, as well as, the influence in the determination of the designs of touristic politics to use in the territories.
The study of cases, however, has demonstrated the common reality in this field, which has to do with an origin of the Intelligent Touristic Destinations in the development, especially, on technology, and no on the intelligent principles which indicate the Territorial Intelligence, existing a separation between both of them in spite of sharing the denomination.
Conclusion
The investigation finishes with the determination of the conclusions which demonstrate the disconnection between the concepts of Territorial Intelligence" and 'Intelligent Touristic Destinations" and an incomplete development of the touristic intelligence, offering some possible solutions through the application of a model of an alternative development (intelligent model) to common models used until today, tools to develop it and recommendations about the application of principles of the Territorial Intelligence to the called Intelligent Touristic Destinations
The intelligence in the tourist field: a new formulation in the management of tourist destinations and their possible adaptation to cultural destinations
For some time now, several new concepts, which are producing changes in the formulation of destination management, have appeared in the tourism sector and they are Territorial Intelligence, Tourist Intelligence and Smart Destinations. This communication tries to analyze how the Tourist Intelligence is determining and influencing the management of tourist territories. To achieve this objective, firstly, a review and bibliographic analysis of the most relevant literature related to the concepts named before is carried out, studying and establishing the possible connections between them. Secondly, the main conclusions, which have been drawn from a questionnaire addressed to experts of national destinations called “smart”, are exposed. Those surveys will allow us to see how and in what sense the principles established by Tourist Intelligence in the public management of the territories are being made. Finally, a proposal of intelligent management model is presented as an alternative to the conventional model, commenting on its possibilities of application to destinations whose tourist typology is identified mainly with cultural resources.De un tiempo a esta parte, han aparecido en el ámbito turístico varios conceptos novedosos que están produciendo cambios en la formulación de la gestión de los destinos, son la Inteligencia Territorial, la Inteligencia Turística y los Destinos Turísticos Inteligentes. Esta comunicación trata de analizar cómo la Inteligencia Turística está determinando e influenciando la gestión de los territorios turísticos. Para alcanzar este objetivo, en primer lugar, se realiza una revisión y análisis bibliográfico de la literatura más relevante relacionada con los conceptos antes nombrados, estudiando y estableciendo las posibles conexiones existentes entre estos. En segundo lugar, se ponen de manifiesto las principales conclusiones extraídas de un cuestionario a expertos de destinos nacionales llamados inteligentes, que permitirán visualizar de qué manera y en qué sentido se están materializando los principios que establece la Inteligencia Turística en la gestión pública de los territorios. Por último, se presenta una propuesta de modelo de gestión inteligente como alternativa al modelo convencional, comentando sus posibilidades de aplicación a los destinos cuya tipología turística queda identificada principalmente con los recursos culturales
