Back to the future: a different perspective on the contemporary urban transformation
En un moment de profunda incertesa, mirar enrere podria ajudar-nos a anar
endavant. Alguns elements de la transformació urbana del passat recent permeten
plantejar-se algunes línies d’actuació futures. La situació que vivim no
és nova, però això no significa que siguin les solucions passades la resposta
literal als desafiaments presents. La referència a alguns fets succeïts entre els
anys 1980 i 2010, permet encarar algunes de les qüestions que la nova urbanística
hauria d’incorporar, tant des del punt de vista preventiu com propositiu.
El que es planteja és una mirada intencionada al passat, fent memòria
per extreure algunes línies estratègiques d’actuació futura.At a time of deep uncertainty, looking back could help us move forward. Some
elements of the urban transformation of the recent past can give some future lines
of action. The situation in which we live is not new, but it does not mean that the
solutions of the past are the answers to the challenges of the present. The reference
to some events that occurred between 1980 and 2010, can face some of the issues
that the new planning should incorporate both from the preventive point of view

Old City, Beautiful City
Ciutat Vella, como muchos centros históricos, ha visto reducirse el número de
habitantes casi de manera tan rápida a como se ha ido produciendo la transformación
del tejido urbano. Los que van quedando van siendo relegados a los
fragmentos menos habitables del tejido. El vaciado físico y funcional, clave en el
éxito de la transformación, ha ido fragmentando el tejido en partes y aislándolas
entre sí. Y los habitantes, cada vez más, lo son de paso, sobre todo turistas.
La habitabilidad necesaria en la vivienda y en la calle (espacio urbano) ha de ser
un objetivo imprescindible de cualquier acción urbanística. La belleza de Ciutat
Vella radica precisamente en la posibilidad de ser un espacio habitable y habitado,
sano, eficiente y equitativo. La continuidad espacial y el equilibrio funcional
son factores esenciales, para mantener el carácter del lugar, su identidad y la vida
cotidiana de quien vive y trabaja. Lo contrario es lo que en términos pictóricos
denominaríamos naturaleza muerta.Ciutat Vella, like many historic centers, has seen the population decline almost as rapidly
as the transformation of the urban fabric. Those that remain are being relegated
to the less habitable fragments of the fabric. The physical and functional emptying,
key to the success of the transformation, has been fragmenting the tissue into parts and
isolating them from each other. And the inhabitants, more and more, are passing by,
especially tourists.
The habitability required in housing and in the street (urban space) must be an essential
objective of any urban action. The beauty of Ciutat Vella lies precisely in the
possibility of being a livable and inhabited space, healthy, efficient and equitable.
Spatial continuity and functional balance are essential factors to maintain the character
of the place, its identity and the daily life of those who live and work. The opposite
is what in pictorial terms we would call still life

Challenges of mobility: efficiency and quality
A pesar de su continua reflexión, la movilidad urbana continúa siendo un tema
no resuelto que plantea retos de naturaleza diversa, de los cuales, dos parecen
especialmente relevantes: la eficiencia, que se basa en garantizar el acceso y la
fluidez del tránsito y la calidad, que supone la integración o segregación correcta
de los diversos sistemas.
Frente a un modelo que tiende a los espacios compartidos, segregados y a menudo
incompatibles entre sí, que relegan el espacio para el peatón al último lugar,
recuperar para ellos un espacio propio es el reto más importante. Una red peatonal
exclusiva no solo puede mejorar la calidad urbana, sino introducir una nueva
lógica de pensamiento a los modelos de movimiento en las ciudades.Despite its continuing consideration, urban mobility remains as an unresolved
issue that provoke challenges of diverse nature; two of them seem particularly
relevant: the efficiency based on ensuring access and the traffic flow and quality,
these two aspects suggest either the correct integration or the isolation of the
various systems.
In a spatial model, one that leans to contain shared, fragmented, and frequently
unsuited spaces, where the place for the pedestrian is relegated, recovering a dedicated
space for pedestrians is the most important challenge. An exclusive pedestrian
network can not only improve urban quality, but also introduce a new logic
of thinking to the models of movement in cities
Ciudad, calle y casa para un escenario pospandemia
This article is an essay about some of the future challenges for the urbanism raised from a sanitary pandemic, the one produced by the COVID-19, and the new dynamics and needs emerged from it. The reflection is the result on urban research experience that allows to understand the situation and the usual practices, that can be reinterpreted in the light of the new scenarios, opening new working lines.
The text addresses three questions. The first one, try to place in the temporary context the present moment, to show the urban innovations that are behind the pressure of sanitary situation of the population and which has been the urbanistic answer. A situation that is not new but it has been formulated in a different way. The second analyse the effects in short and middle term on the contemporary urban program, that inspires the urban project, and the dissonance that exists between environment, economy and society, showing the most affected, from the urban point of view, by the pandemic and where to focus the corrective measures. Finally, we point out five themes where to orientate the research, the decisions to take and the model changes for the future.El presente artículo es un ensayo sobre algunos de los retos futuros que plantea a la disciplina urbanística los efectos derivados de una pandemia sanitaria, la producida por el COVID-19, y las nuevas dinámicas y necesidades que surgirán de ella. La reflexión es fruto de la experiencia investigadora que permite entender la situación de partida y las prácticas habituales que necesitan y pueden ser reinterpretadas abriendo líneas de trabajo alternativas.
El texto aborda tres cuestiones: la primera, intenta situar en contexto temporal el momento actual, para poner de manifiesto que los avances urbanos han tenido detrás la presión de la situación sanitaria de las poblaciones y cuál ha sido la respuesta urbanística. Una situación que no es nueva pero que se plantea de forma distinta. La segunda analiza los efectos a corto y mediano plazo del programa urbanístico contemporáneo que inspira el proyecto urbano y la disonancia existente entre medioambiente, sociedad y economía, mostrando los grandes damnificados, desde el punto de vista urbano y dónde centrar las medidas correctoras. Finalmente, se señalan cinco temas hacia los que orientar la investigación, la toma de decisiones y el cambio de modelo para el futuro

Sobre un patró homogeni d’illes i carrers es desenvolupa una gran varietat tipològica
i arquitectònica que respon als requeriments tipològics de l’habitatge,
però que està fortament condicionat per les característiques del suport: mides
i geometria de les illes, amples dels carrers, disposició de l’edificació i forma del
parcel·lari.
La capacitat d’adequació al pas del temps, a l’evolució dels requeriments socials,
als avenços tecnològics i del mercat immobiliari fan de la part edificada de
l’Eixample un conjunt paradigmàtic de les relacions habitatge-edifici-illa.
Les relacions mètriques i geomètriques tan en planta com de desenvolupament
vertical formen un conjunt de bones mides que caracteritzen el conjunt urbà de
l’Eixample.On a homogeneous pattern of blocks and streets, it is developed a wide variety of
typologies and architecture to meets the requirements of housing, but is strongly influenced by the characteristics of the site: measurements and geometries of the block, street
width, construction layout and plot shapes.
The ability to adapt to social needs, technological advances and to real estate market
over the time makes the built part of the Eixample a paradigm of relationships between home-building-block.
Metric and geometric relationships, in both plan and vertical development, create a
good set of measurements that characterize the urban area of the Eixample.

Los Planes Especiales de Reforma Interior formulados para los barrios de
Sant Josep en Sant Viçens dels Horts y Torre Baró en Barcelona, representan
dos maneras de abordar la mejora de un barrio de urbanización marginal.
Treinta años después de su formulación, compararlos y evaluar su impacto
real permite extraer conclusiones sobre la postura que tomaron y la metodología
que emplearon. Hoy la marginalidad urbanística sigue siendo un tema
no sólo vigente sino incluso urgente en países en vía de desarrollo, por lo que
poder disponer referencias contrastables sobre la aplicación de determinadas
estrategias puede ser de gran utilidad.The Special Internal Reformation Plans that were drawn up for Sant Josep, Sant
Viçens dels Horts and Torre Baró, Barcelona, represent two different ways to approach a marginal urbanization neighborhood. However, the fact that both of
them were approved and their execution was started in the 80’s decade allows
evaluating today, 30 years later, their impact on each neighborhood. Moreover, it
also allows inferring conclusions regarding the methodology used, and the stance
taken on such neighborhoods. Thus, it represents a possibility of major importance
if it considered that, to date, there is scarce literature related to this matter, and
