    The Global Positioning System (GPS) provides users autonomous, real-time navigation capability. A vehicle equipped with GPS user equipment can receive and process signals transmitted by a constellation of GPS satellites and derive from the resulting measurements the vehicle's position and velocity. Specified accuracies range from 16 to 76 meters and 0.1 to 1.0 meters/second for position and velocity, respectively. In a rendezvous and docking scenario, the use of a technique called relative GPS can provide range and range rate accuracies on the order of 1 meter and 0.01 meters/second, respectively. Relative GPS requires both vehicles to be equipped with GPS user equipment and a data communication link for transmission of GPS data and GPS satellite selection coordination information. Through coordinated satellite selection, GPS measurement errors common to both users are cancelled and improved relative position and velocity accuracies are achieved. The background, the design approach, the expected performance and capabilities, the development plan, and the project status are described. In addition, a description of relative GPS, the possible GPS hardware and software configurations, and its application to automated rendezvous and capture are presented

    Reflections of Practicing School Principals on Ethical Leadership and Decision-Making: Confronting Social Injustice

    The study objective was to identify leadership dilemmas of practicing school administrators and their own codes of ethics to inform understandings of ethical decision-making. Ethical decision-making underpins leadership practice, theory, and preparation. Existing models for ethical leadership underplay the importance of social justice ethics in decision-making. The research encompassed a qualitative study based upon the constructivist paradigm. Data were collected in the form of interviews, document analyses, and professional observations with practicing school administrators in public schools. Dilemmas reported were analyzed utilizing ethical leadership theories together with social justice constructs. Results indicate ways practicing school administrators, faculty preparing administrators, and other business or organizational leaders can utilize ethical decision-making and leadership for organizational improvement

    Effects of roads on wildlife in an intensively modified landscape

    This paper examines the ecological impacts arising from road networks and the potential ameliorating effects of roadside habitat in a highly modified landscape. A U.K. focus has been adopted to illustrate the effects of roads in a landscape with a long history of land use and intensive land management where the impacts and the potential for improvement are considerable. The impacts of roads in the ecological landscape include habitat loss, fragmentation, and degradation. These interrupt and modify natural processes altering community structures and in the longer term, population dynamics. The large number of fauna fatalities each year from road traffic accidents is also of concern. Road verges can however also provide habitat opportunities and restore connectivity in an otherwise fragmented landscape offering potential to offset some of the adverse impacts of the existing road network. This review demonstrates that roads can present both ecological costs and ecological benefits although currently there is insufficient evidence to confirm some of the key theories which relate to the impact of the barrier effects (at population level) or the value of road verges as ecological corridors. In the absence of complete information the full extent of the problems and opportunities cannot be gauged and every effort should be made therefore to enhance the habitat adjacent to existing roads and to constrain further fragmentation caused by the development of the existing road network. Where further construction is unavoidable conditions should be enforced to prevent roads from reducing further the remaining habitats of conservation value and the connectivity between such habitats

    Local properties of patterned vegetation: quantifying endogenous and exogenous effects

    Dryland ecosystems commonly exhibit periodic bands of vegetation, thought to form due to competition between individual plants for heterogeneously distributed water. In this paper, we develop a Fourier method for locally identifying the pattern wavenumber and orientation, and apply it to aerial images from a region of vegetation patterning near Fort Stockton, Texas. We find that the local pattern wavelength and orientation are typically coherent, but exhibit both rapid and gradual variation driven by changes in hillslope gradient and orientation, the potential for water accumulation, or soil type. Endogenous pattern dynamics, when simulated for spatially homogeneous topographic and vegetation conditions, predict pattern properties that are much less variable than the orientation and wavelength observed in natural systems. Our local pattern analysis, combined with ancillary datasets describing soil and topographic variation, highlights a largely unexplored correlation between soil depth, pattern coherence, vegetation cover and pattern wavelength. It also, surprisingly, suggests that downslope accumulation of water may play a role in changing vegetation pattern properties

    Leading and developing a first year learning community for opportunity program students

    Opportunity programs have utilized the learning community model through summer bridge programs for many years. First year learning communities have proven to be successful tools in retaining students and improving the overall college experience for students (Buck, 1995; Garcia, 1991; Gold, 1992). As opportunity programs seek ways to increase retention for first generation, underrepresented students, this study combines the successful communal relationships developed from the summer bridge program with the added academic and social support from multiple campus partners to create a comprehensive living learning community for opportunity program students in their first year. Students from low-income families, first-generation college students, or who are underprepared are considered at risk and have more challenges transitioning into the university setting. Many times the increased transitional needs of this population are typically not met by the university (Folger, Carter, & Chase, 2004; Terenzini et al., 1993). Results from this action research study show the unintended consequences of a living learning environment (Jaffee, 2007), while simultaneously showing the positive academic and social attitudes developed by the students, leading to an overall enhanced first-year academic experience through increased self-efficacy in their own learning

    Regulation of IgA Class Switch Recombination in the I.29μ B Cell Lymphoma by Cytokines and Inhibitors of Poly(ADP-ribose) Polymerase: A Thesis

    Heavy chain isotype switch recombination is preceded by the appearance of RNA initiating 5\u27 of the specific switch region which will undergo recombination. In an effort to understand the potential function of germline transcripts in switch recombination and the degree to which the regulation of germline transcripts correlates with the regulation of switching, we studied this process in the murine B-lymphoma cell line I.29μ, which in the presence of bacterial lipopolysaccharide (LPS) switches primarily to IgA and less frequently to IgE. Levels of α-germline transcripts initiating upstream of α switch (Sα) sequences are elevated in clones of this line which switch well as compared to clones which switch less frequently. TGFβ1 has been shown to increase α-germline transcripts and switching to IgA expression in LPS-stimulated murine splenic B-cells. We now demonstrate in I.29μ cells that TGFβ also increases switching to IgA and increases the level of α-germline transcripts 5 to 9 fold. Nuclear run-on analysis shows that this increase is at the level of transcription. Thus, TGFβ appears to direct switching to IgA by inducing transcription from the unrearranged Sα- CαDNA segment. Germline α RNA is quite stable in I.29μ cells, having a half life of about 3 to 5 hours, and we find only slight stabilization in the presence of TGFβ. Levels of ε-germline transcripts are not increased by TGFβ . IL-4, which modestly increases switching to IgA in I.29μ cells, slightly increases trancription of α-germline RNA. However, we present evidence suggesting that endogenously produced IL-4 may also act at additional levels to increase switching to IgA. IFNγ, which reduces IgA expression in these cells, also reduces the level of α-germline transcripts. IFNγ also reduces the level of ε-germline transcripts induced by IL-4. Our results support the hypothesis that the regulation of transcription of particular switch sequences by cytokines in turn regulates the specificity of recombination. In studies aimed at identifying other signalling pathways that promote class switching, we discovered that inhibitors of the nuclear enzyme poly(ADP-ribose) polymerase (PARP) increase lipopolysaccharide (LPS)-induced switching to IgA in the B cell lymphoma I.29μ and to IgG1 in LPS + IL-4-treated splenic B cells. PARP, which binds to and is activated by DNA strand breaks, catalyzes the removal of ADP-ribose from NAD+ and poly(ADP-ribosylation) of chromatin-associated acceptor proteins. This enzyme is believed to function in cellular processes involving DNA strand breaks as well as in modulating chromatin structure. In I.29μ cells, PARP inhibitors increase IgA switching by day 2 and cause a 5-fold average increase in switching on day 3 as assayed by immunofluorescence microscopy. The PARP inhibitor, nicotinamide, also causes a reduced intensity of hybridization of Cμ and Cα specific probes to genomic DNA fragments containing the expressed VDJ-Cμ and the unrearranged Sα - Cα segments, respectively, indicating that PARP inhibition increases rearrangment of these fragments. Induction of switching by PARP inhibitors is not mimicked by treatment with cAMP analogs or reduced by inhibitors of protein kinase A (PKA). Induction of switching by PARP inhibitors does not appear to involve increased levels of transcription of the unrearranged Cα gene, although TGFβ is required for optimal induction by PARP inhibitors, consistent with a requirement for transcription of the unrearranged CH gene. PARP inhibitors do not overcome the requirement for endogenously produced IL-4
