    Policy experimentation within flood risk management: Transition pathways in Austria

    Flood risk management (FRM) is facing various challenges, such as climate change and biodiversity losses. Traditional structural FRM measures are now not always feasible as responses to these challenges. One answer might be the use of policy experiments to promote innovation. This paper aims to assess and to explain why innovations in FRM are rarely implemented. We analysed seven innovative strategies across Austria that combine several different approaches. Each is concerned with risk reduction systems designed to save space, time and possible rising costs. The research used 76 qualitative standardised semi-structured interviews with key FRM experts conducted between 2012 and 2021 in order to examine transition pathways through time. The results show that there exist numerous drivers and barriers to debating, designing and implementing FRM innovations. The capture of transition pathways nevertheless shows the system shift from a more traditional understanding towards a transformative path, which created new understandings of the role of the different actors in FRM as well as new institutional settings. However, these policy experiments were still led by the relevant public administrations as they are the main funders, the principal actors in the planning and implementation phases in the realisation of many of these innovations

    I will not go, I cannot go: cultural and social limitations of disaster preparedness in Asia, Africa, and Oceania

    While much work has been invested in addressing the economic and technical basis of disaster preparedness, less effort has been directed towards understanding the cultural and social obstacles to and opportunities for disaster risk reduction. This paper presents local insights from five different national settings into the cultural and social contexts of disaster preparedness. In most cases, an early warning system was in place, but it failed to alert people to diverse environmental shocks. The research findings show that despite geographical and typological differences in these locations, the limitations of the systems were fairly similar. In Kenya, people received warnings, but from contradictory systems, whereas in the Philippines and on the island of Saipan, people did not understand the messages or take them seriously. In Bangladesh and Nepal, however, a deeper cultural and religious reasoning serves to explain disasters, and how to prevent them or find safety when they strike

    Flood insurance and government: 'parasitic'and 'symbiotic' relations.

    To be effective, flood insurance appears to require a partnership between the insurers and government: interdependence rather than independence. Relations between government and the insurance industry appear to lie on a continuum from the 'parasitic' to the 'symbiotic'. Changing circumstances appear to be pushing insurers and government apart, including the competition regulations that outlaw standard products. At the same time, insurers are making more demands on government for flood defence investment, so as to limit their liabilities. In parallel, government is becoming more and more concerned that insurance is not universal, and the socially excluded are those who suffer. As the insurance industry increases its demands for greater government intervention and policy change, it is in danger of becoming more like a parasitic extension of government, rather than retaining its autonomy and the ability to maximize its profitability within a more carefully crafted symbiotic relationship

    The UK needs an open data portal dedicated to coastal flood and erosion hazard risk and resilience

    In the UK, coastal flooding and erosion are two of the primary climate-related hazards to communities, businesses, and infrastructure. To better address the ramifications of those hazards, now and into the future, the UK needs to transform its scattered, fragmented coastal data resources into a systematic, integrated portal for quality-assured, publicly accessible open data. Such a portal would support analyses of coastal risk and resilience by hosting, in addition to data layers for coastal flooding and erosion, a diverse array of spatial datasets for building footprints, infrastructure networks, land use, population, and various socio-economic measures and indicators derived from survey and census data. The portal would facilitate novel combinations of spatial data layers in order to yield scientifically, societally, and economically beneficial insights into UK coastal systems

    Innovation in coastal risk management: An exploratory analysis of risk governance issues at eight THESEUS study sites

    The nature of coastal risk management is changing, away from an engineering-dominated approach seeking to defend against the sea, to one where risks are managed using a portfolio of measures usually incorporating an acceptance of a finite standards of protection. Inherent in the modern approach is the use of new techniques and approaches, and the process of innovation is important to their adoption across Europe. This paper is based on the hypothesis that governance issues can constrain that process of innovation or enhance it, and that the focus of these governance issues concerns institutional arrangements, legal capabilities, funding regimes and stakeholder engagement Over a period of three years, two questionnaire surveys have been undertaken of the 'Stakeholders' and the 'Site Champions' involved in THESEUS research sites, including in-depth interviews, seeking information on these matters across the wide range of circumstances in these different geographical locations. Our tentative conclusion is that technical issues concerned with risk assessment and risk reduction choices are not central to the process of innovation with regard to the practice of risk management, but that institutional culture, traditions and capabilities are of greater significance. This resonates with the literature on governance and innovation, which stresses the importance of the social context in which governance arrangements can be improved and in which innovation flourishes

    Transitions in modes of coastal adaptation: addressing blight, engagement and sustainability

    Coastal defences have long provided protection from erosion and flooding to cities, towns and villages. In many parts of the world, continued defence is being questioned due to both environmental, sustainability and economic considerations. This is exemplified by England and Wales, where strategic Shoreline Management Plans now envisage realignment of many protected coasts, often with low population densities, over the coming decades. The policy transition from protection realignment is often resisted by affected communities and can have high political costs. Whilst some preparations for such transitions have been made, the communities affected are often not fully aware of the implications of policy change, and this brings the potential for blight. In this paper, we investigate the challenges of implementing transitions in coastal policy within England and Wales. The analysis is based on data obtained from three workshops held in 2019 that were attended by local authority council members, engineers, planners, scientists and other relevant professionals. Five conditions are found to promote contention: (i) policy actors with competing priorities and different decision making time frames (immediate to decadal to a century); (ii) divergence between regulations and ad hoc political decisions (e.g. in relation to the demand for new housing); (iii) limited or non-existent funding to support policy transition; (iv) community expectation that protection is forever; and (v) a disconnection between people and ongoing coastal change. Our research indicates that transitions can be better supported through: (1) integrated multi-scalar preparedness for coastal change; (2) an accessible evidence base and future vision to nurture political confidence in adaptation; and (3) defined, time-bound and accessible diverse funding streams to achieve transitions. Critically, these generic actions need to be embedded within the local political and planning system to facilitate transition to more sustainable coasts and their communities.<br/
