The robustness of interdependent clustered networks
It was recently found that cascading failures can cause the abrupt breakdown
of a system of interdependent networks. Using the percolation method developed
for single clustered networks by Newman [Phys. Rev. Lett. {\bf 103}, 058701
(2009)], we develop an analytical method for studying how clustering within the
networks of a system of interdependent networks affects the system's
robustness. We find that clustering significantly increases the vulnerability
of the system, which is represented by the increased value of the percolation
threshold in interdependent networks.Comment: 6 pages, 6 figure
Contextualizing legal norms: a multi-dimensional view of the 2014 legal capital reform in China
This paper intends to shed light on the contentious theme of the reception of legal transplantation in the host environment, by examining the 2014 legislative reform of legal capital in China, which at least on paper imitates the enabling settings of US Revised Model Business Corporation Act (RMBCA). The paper looks at the interconnections between national-specific contextual elements, the resultant complexities, and the spillover effects of transplanted configurations in the unique Chinese socio-cultural setting, implicating the discrepancy between the ‘law in practice’ and the borrowed words ‘on the books’, and suggesting the importance of gaining a holistic understanding of ‘law’ involving the legal traditions in both the donor country and the recipient nation
Explaining the rise of 'human rights' in analyses of Sino-African relations
Popular perceptions of China and its global role are often shaped by two words: 'made in'. Yet this vision of China that focuses primarily on Beijing as a coming economic superpower is relatively new, and it is not that long ago that two other words tended to dominate debates on and discourses of China: 'human rights'. To be sure, real interest in human rights in China was never the only issue in other states' relations with China, nor consistently pursued throughout the years (Nathan, 1994). Nor did human rights totally subsequently disappear from the political agenda.1 Nevertheless, the rhetorical importance of human rights - perhaps best epitomised by the narrow defeat of resolutions condemning Chinese policy in 1995 at the Human Rights Council in Geneva - stands in stark contrast to the relative silence thereafter as the bottom line of most states' relations with Beijing took on ever greater economic dimensions

Economic impacts of the United States of siting decisions for the international thermonuclear experimental reactor: Executive summary
This summary highlights the results of a study that examined and compared the probable short-term economic impacts of the International Thermonuclear Experimental Reactor (ITER) on the United States (U.S.) if (1) ITER were to be sited in the U.S. or (2) ITER were to be sited in one of the other countries that, along with the U.S., are currently participating in the ITER program. Life-cycle costs associated with ITER construction, operation, and decommissioning were analyzed to assess their economic impact. A number of possible U.S. {open_quotes}host{close_quotes} and U.S. {open_quotes}non-host{close_quotes} technology and cost-sharing arrangements were examined. The study examined both national and local/regional economic impacts, as measured by gross domestic product (GDP), regional output, employment, income, and net exports. These impacts represent a portion of the complex, interrelated set of economic considerations that characterize U.S. host and U.S. non-host participation in ITER
Relationship of patient volume and service concentration with outcome in geriatric rehabilitation
OBJECTIVE Although geriatric rehabilitation (GR) is beneficial for restoration of activities and participation after hospitalization of vulnerable older persons, little is known about the optimal organization of care of these postacute facilities. This study examines the relationship of patient volume and service concentration with successful GR (short length of stay and discharge home) in skilled nursing facilities (SNFs). DESIGN A national multicenter retrospective cohort study. SETTING AND PARTICIPANTS All patients indicated for GR in a Dutch SNF. MEASUREMENTS Nurses filled out digital registration forms from patient records. Patients were studied in 3 predefined diagnostic groups: total joint replacement, traumatic injuries, and stroke. Facility characteristics were obtained by structured telephone interviews with facility managers. Volume was based on the number of discharges in a 3-month period and categorized in low-, medium-, and high-volume facilities. Concentration was defined at the organizational level in which the population consists of 80% or more of 1 or 2 diagnostic groups, with the prerequisite of having a minimum of 10 rehabilitation beds. RESULTS From 88 facilities, 2269 GR patients (mean age 78.2 years [SD 9.7]; 68.2% female) were included. The median length of stay in the SNF was 45 days (interquartile range 23-81), 57% of the patients were discharged home, and 9.8% died during GR. Of patients with total joint replacement (n = 501), concentration was related to successful rehabilitation (odds ratio 5.7; 95% confidence interval 1.3-24.3; P = .020, adjusted for age and gender); this relationship was not found for patients with traumatic injuries or stroke. Volume showed no relation with successful rehabilitation in any of the 3 diagnostic groups. CONCLUSION This study may indicate that concentration in an SNF, as a proxy for specialization, favors successful GR in total joint replacement. This relationship was not found for the traumatic injuries or stroke groups, or for volume. The relation on functional outcome in GR needs further investigation.Geriatrics in primary car

Using geologic conditions and multiattribute decision analysis to determine the relative favorability of selected areas for siting a high-level radioactive waste repository
A method is presented for determining the relative favorability of geologically complex areas for isolating high-level radioactive wastes. In applying the method to the northeastern region of the United States, seismicity and tectonic activity were the screening criteria used to divide the region into three areas of increasing seismotectonic risk. Criteria were then used to subdivide the area of lowest seismotectonic risk into six geologically distinct subareas including characteristics, surface-water and groundwater hydrology, potential human intrusion, site geometry, surface characteristics, and tectonic environment. Decision analysis was then used to identify the subareas most favorable from a geologic standpoint for further investigation, with a view to selecting a site for a repository. Three subareas (parts of northeastern Vermont, northern New Hampshire, and western Maine) were found to be the most favorable, using this method and existing data. However, because this study assessed relative geologic favorability, no conclusions should be drawn concerning the absolute suitability of individual subareas for high-level radioactive waste isolation. 34 refs., 7 figs., 20 tabs
