    Adult education and publishing Canadian fiction in a global context: a Foucauldian analysis

    This paper draws upon findings from a research study on the relationship between fiction, citizenship, and lifelong learning. It includes interviews with authors from several genres, publishing houses, and arts councils. This paper explores many of the ambivalent outcomes of the shifting power elements in publishing that can simultaneously benefit and disadvantage the publication of a national body of fiction. Although focused on the Canadian context, fiction writers and publishers around the globe face similar challenges.     The major objective of the NASA Aerospace Flight Battery Systems Program is to provide NASA with the policy and posture to increase and ensure the safety, performance and reliability of batteries for space power systems. The program plan has been modified in the past year to reflect changes in the agency's approach to battery related problems that are affecting flight programs. Primary attention in the Battery Program is being devoted to the development of an advanced nickel-cadmium cell design and the qualification of vendors to produce cells for flight programs. As part of a unified Battery Program, the development of a nickel-hydrogen standard and primary cell issues are also being pursued to provide high performance NASA Standards and space qualified state-of-the-art primary cells.     Attenuation of polarization echoes in NMR: A study of the emergence of dynamical irreversibility in many-body quantum systems

    The reversal of the time evolution of the local polarization in an interacting spin system involves a sign change of the effective dipolar Hamiltonian which refocuses the 'spin diffusion' process generating a polarization echo. Here, the attenuation of these echo amplitudes as a function of evolution time is presented for cymantrene and ferrocene polycrystalline samples, involving one and two five spin rings per molecule respectively. We calculate the fraction of polarization which is not refocused because only the secular part of the dipolar Hamiltonian is inverted. The results indicate that, as long as the spin dynamics is restricted to a single ring, the non-inverted part of the Hamiltonian is notable by itself to explain the whole decay of the polarization echoes. A cross over from exponential (cymantrene) to Gaussian (ferrocene) attenuation is experimentally observed. This is attributed to an increase of the relative importance of the spin dynamics, as compared with irreversible interactions, which favors dynamical irreversibility.Comment: 6 pages in Revtex, 11 Postscript figures.     A Mental Health Clinic for Toddlers with Developmental Delays and Behavior Problems

    A mental health clinic was developed for toddlers with developmental disabilities and significant behavior problems from families living in poverty. The clinic was a collaborative effort between a community-based Birth-to-Three agency and a university. The purpose of this clinic was threefold: to provide direct mental health services for these young children, to train graduate students to work with this population, and to begin to contribute to the limited research available in this area. This paper describes the clinical intake procedures and outcomes for the 81 children served by the clinic over a 2-year period. Referral concerns included tantrums, aggression, oppositional behaviors, hyperactivity, and self-injury. The children came from a diverse group of families living in poverty; single mothers with less than a high school education headed most of the households. The clinical intake included direct observations of parent–child interactions, child behavior assessments, and parental interviews and self-report measures. For the present sample, 77% of the children met the criteria for a developmental disability and nearly 70% also met the criteria for a psychiatric disorder. The most common diagnosis was oppositional defiant disorder. Discussion regarding the challenges inherent in working with families of toddlers with developmental delays and psychiatric disorders living in low-income circumstances is included

    EFFECT OF THE 1985 FARM BILL PROVISIONS ON FARMERS' SOIL CONSERVATION DECISIONS

    Conservation initiatives in the 1985 Farm Bill affected farmers' decisions regarding soil conservation. A farmer survey was conducted and a multiperiod mixed-integer programming model was developed to determine an optimal farm plan with choice of crop-tillage combinations and land retirement. Results indicate that farmers' incentives to reduce soil loss in the Sand Mountain region in Alabama are not substantially affected by provisions of the 1985 Farm Bill.     Decoherence as attenuation of mesoscopic echoes in a spin-chain channel

    An initial local excitation in a confined quantum system evolves exploring the whole system, returning to the initial position as a mesoscopic echo at the Heisenberg time. We consider a two weakly coupled spin chains, a spin ladder, where one is a quantum channel while the other represents an environment. We quantify decoherence in the quantum channel through the attenuation of the mesoscopic echoes. We evaluate decoherence rates for different ratios between sources of amplitude fluctuation and dephasing in the inter-chain interaction Hamiltonian.
