    Critical loads for lead in France: First results on forest soils

    Within the framework of the United Nation Convention on Long Range Transboundary Air Pollution, France is part of the Working Group on Effect which aims at evaluating the impact of atmospheric deposition on ecosystems by calculating critical loads. The critical loads are the highest deposition of compounds that will not cause chemical changes in soil leading to long-term harmful effects on ecosystem structure and function. A guidance manual for calculation of critical loads for heavy metals (lead and cadmium) has been proposed by the Coordination Center for Effects (executive body of the WGE). French National Focal Center (CNRS and ADEME) aims in this study at evaluating the accuracy of the european methodology for calculation of critical loads for french forest soils. It appears that critical load approach is adapted for France but need to be calibrated at least for calculation of weathering fluxes and determination of critical limits. Stand-still on the contrary is not adequate because of inherent contradictions in the method and too much uncertainties in the transfer functions

    The politics of economic policy making in Britain : a re-assessment of the 1976 IMF crisis

    Many existing accounts of the IMF crisis have argued that British policy was determined either by the exercise of structural power by markets through the creation of currency instability and the application of loan conditionality, or by demonstrating that only policies of a broadly monetarist persuasion would be sufficient to sustain confidence, a recognition which was reached through a process of policy learning. This paper offers a re-assessment of economic policy-making in Britain during the 1976 IMF crisis to show that policy change did not occur as a result of disciplinary market pressure or a process of social learning. It argues that state managers have to manage the contradictions between the imperatives of accumulation and legitimation, and can do so through the politics of depoliticisation. It then uses archival sources to show how significant elements of the core-executive had established preferences for deflationary policies, which were implemented in 1976 by using market rhetoric and Fund conditionality to shape perceptions about the range of issues within the government‟s scope for discretionary control

    In Britain the relationship between welfare rights and responsibilities has undergone change. A new welfare 'consensus' that emphasizes a citizen ship centred on notions of duty rather than rights has been built. This has allowed the state to reduce its role as a provider of welfare and also defend a position in which the welfare rights of some citizens are increas ingly conditional on those individuals meeting compulsory responsibili ties or duties. This concentration on individual responsibility/duty has undermined the welfare rights of some of the poorest members of society. Three levels of debate are considered within the article: academic, pol itical and 'grassroots'. The latter is included in an attempt to allow some 'bottom up' views into what is largely a debate dominated by social sci entists and politicians
