Визначено ефективність існуючої системи інвестиційної підтримки соціальної сфери. Розглянуто перспективи створення в Україні Національного фонду соціального інвестування. Визначено його роль та місце в забезпеченні ефективного функціонування ринку соціальних інвестицій, а також покращенні якості життя населення. Наведено секторальну структуру пропонованого фонду. Визначено основних споживачів послуг фонду та основних передбачуваних інвесторів соціальних проектів. Виокремлено основні етапи, необхідні для впровадження фонду соціального інвестування. Розкрито основні політичні, економічні та соціальні ризики, які можуть стояти на перепоні ефективного впровадження та функціонування Національного фонду соціальних інвестицій. (EN) In the article the existing state mechanisms for social investment in Ukraine are studied. The effectiveness of the existing social investment support is determined. The perspectives of creation the National foundation of social investment in Ukraine are considered. The role and place of foundation in ensuring the effective functioning of the market of social investment and improving quality of life are indicated. The goal of foundation creation, which is activation and structuring investment processes in the social sphere, which are intended to lead to improve quality of life and stimulate social entrepreneurship and socially responsible business in the country, is established. The key tasks and functions which were liable to this infrastructure element are formulated. The structure of the proposed foundation, which includes activities in the following sectors: sector of social investment projects, sector of social innovation and support for social enterprise, sector of intermediation and distribution of social investments, sector of the quality assess and social investment effectiveness, sector of information support and coordination council, is presented. The main consumers of the foundation and main predictable investors of social projects are identified. The main stages that are necessary to implement social investment center are defined. The basic political, economic and social risks that may stand in the way of effective implementation and operation of the National foundation social investment are solved.     Representation of Violence, Revolution and Social Change in the Online Series Arcane: League of Legends

    This article examines the dramatic narrative model of the animated series Arcane, which was a significant success with a wide target audience. The author identifies the main characteristics of the narrative model: a variety of interpretations, thematic diversity, a complex and contradictory conflict tangle, ambiguity of characters’ motives, and active inclusion of elements provoking the audience into the figurative system of the series. Emphasis is put on the complex and polemical topic of revolutionary violence — both its positive and negative sides — addressed in Arcane. This theme is the basis of the mythology of the series, in which an important place is taken by a polemical attack on the contemporary media, which offer a traditional and very simplified interpretation of revolutionary phenomena in the world. On the one hand, violence is presented as an unambiguously negative change in culture and society, and in the narrative it boils down to a harmless brawl. On the other hand, violence is naively portrayed as a predominantly positive phenomenon that can justify almost any changes in social, political and other spheres. In Arcane, social struggle takes on special significance: it represents the only way for the characters to form and maintain their own identity

    Accuracy of one-dimensional collision integral in the rigid spheres approximation

    The accuracy of calculation of spectral line shapes in one-dimensional approximation is studied analytically in several limiting cases for arbitrary collision kernel and numerically in the rigid spheres model. It is shown that the deviation of the line profile is maximal in the center of the line in case of large perturber mass and intermediate values of collision frequency. For moderate masses of buffer molecules the error of one-dimensional approximation is found not to exceed 5%.Comment: LaTeX, 24 pages, 8 figure

    A Note on the Cosmic Evolution of the Axion in a Strong Magnetic Field

    It has been pointed out in the literature that in the presence of an external magnetic field the axion mass receives an electromagnetic contribution. We show that if a magnetic field with energy density larger than ~10^{-8} times the energy density of the Universe existed at temperatures of a few GeV, that contribution would be dominant and consequently the cosmic evolution of the axion field would change substantially. In particular, the expected axion relic abundance would be lowered, allowing a small relaxation of the present cosmological bound on the Peccei-Quinn constant.Comment: 2 pages, no figures.     Classical r-matrices of the three-dimensional real Lie bialgebras are obtained. In this way all three-dimensional real coboundary Lie bialgebras and their types (triangular, quasitriangular or factorizable) are classified. Then, by using the Sklyanin bracket, the Poisson structures on the related Poisson-Lie groups are obtained.Comment: 17 page

    N=2 structures on solvable Lie algebras: the c=9 classification

    Let G be a finite-dimensional Lie algebra (not necessarily semisimple). It is known that if G is self-dual (that is, if it possesses an invariant metric) then there is a canonical N=1 superconformal algebra associated to its N=1 affinization---that is, it admits an N=1 (affine) Sugawara construction. Under certain additional hypotheses, this N=1 structure admits an N=2 extension. If this is the case, G is said to possess an N=2 structure. It is also known that an N=2 structure on a self-dual Lie algebra G is equivalent to a vector space decomposition G = G_+ \oplus G_- where G_\pm are isotropic Lie subalgebras. In other words, N=2 structures on G are in one-to-one correspondence with Manin triples (G,G_+,G_-). In this paper we exploit this correspondence to obtain a classification of the c=9 N=2 structures on self-dual solvable Lie algebras.     The ηgg\eta^\prime g^* g^* vertex with arbitrary gluon virtualities in the perturbative QCD hard scattering approach

    We study the ηgg\eta^\prime g^* g^* vertex for arbitrary gluon virtualities in the time-like and space-like regions, using the perturbative QCD hard scattering approach and an input wave-function of the η\eta^\prime-meson consistent with the measured ηγγ\eta^\prime \gamma^* \gamma transition form factor. The contribution of the gluonic content of the η\eta^\prime-meson is taken into account, enhancing the form factor over the entire virtuality considered. However, data on the electromagnetic transition form factor of the η\eta^\prime-meson is not sufficient to quantify the gluonic enhancement. We also study the effect of the transverse momenta of the partons in the η\eta^\prime-meson on the ηgg\eta^\prime g^* g^* vertex, using the modified hard scattering approach based on Sudakov formalism. Analytic expressions for the ηgg\eta^\prime g^* g^* vertex are presented in limiting kinematic regions and parametrizations are given satisfying the QCD anomaly, for real gluons, and perturbative QCD behavior for large gluon virtualities, in both the time-like and space-like regions. Our results have implications for the inclusive decay BηXB \to \eta^\prime X and exclusive decays, such as Bη(K,K)B \to \eta^\prime (K,K^*), and in hadronic production processes N+N(Nˉ)ηXN + N (\bar N) \to \eta^\prime X.Comment: 23 pages, 19 figures (requires revtex4, amssymb, epsf); several typos corrected, this version now identical to the one accepted for publication in Phys.
