    Combining remotely sensed and other measurements for hydrologic areal averages

    A method is described for combining measurements of hydrologic variables of various sampling geometries and measurement accuracies to produce an estimated mean areal value over a watershed and a measure of the accuracy of the mean areal value. The method provides a means to integrate measurements from conventional hydrological networks and remote sensing. The resulting areal averages can be used to enhance a wide variety of hydrological applications including basin modeling. The correlation area method assigns weights to each available measurement (point, line, or areal) based on the area of the basin most accurately represented by the measurement. The statistical characteristics of the accuracy of the various measurement technologies and of the random fields of the hydrologic variables used in the study (water equivalent of the snow cover and soil moisture) required to implement the method are discussed

    Strategies for using remotely sensed data in hydrologic models

    Present and planned remote sensing capabilities were evaluated. The usefulness of six remote sensing capabilities (soil moisture, land cover, impervious area, areal extent of snow cover, areal extent of frozen ground, and water equivalent of the snow cover) with seven hydrologic models (API, CREAMS, NWSRFS, STORM, STANFORD, SSARR, and NWSRFS Snowmelt) were reviewed. The results indicate remote sensing information has only limited value for use with the hydrologic models in their present form. With minor modifications to the models the usefulness would be enhanced. Specific recommendations are made for incorporating snow covered area measurements in the NWSRFS Snowmelt model. Recommendations are also made for incorporating soil moisture measurements in NWSRFS. Suggestions are made for incorporating snow covered area, soil moisture, and others in STORM and SSARR. General characteristics of a hydrologic model needed to make maximum use of remotely sensed data are discussed. Suggested goals for improvements in remote sensing for use in models are also established

    The COINS Sample - VLBA Identifications of Compact Symmetric Objects

    We present results of multifrequency polarimetric VLBA observations of 34 compact radio sources. The observations are part of a large survey undertaken to identify CSOs Observed in the Northern Sky (COINS). Compact Symmetric Objects (CSOs) are of particular interest in the study of the physics and evolution of active galaxies. Based on VLBI continuum surveys of ~2000 compact radio sources, we have defined a sample of 52 CSOs and CSO candidates. In this paper, we identify 18 previously known CSOs, and introduce 33 new CSO candidates. We present continuum images at several frequencies and, where possible, images of the polarized flux density and spectral index distributions for the 33 new candidates and one previously known but unconfirmed source. We find evidence to support the inclusion of 10 of these condidates into the class of CSOs. Thirteen candidates, including the previously unconfirmed source, have been ruled out. Eleven sources require further investigation. The addition of the 10 new confirmed CSOs increases the size of this class of objects by 50%.Comment: 24 pages, incl 8 figures.     New Limits on Local Lorentz Invariance in Mercury and Cesium

    We report new bounds on Local Lorentz Invariance (LLI) violation in Cs and Hg. The limits are obtained through the observation of the the spin- precession frequencies of 199Hg and 133Cs atoms in their ground states as a function of the orientation of an applied magnetic field with respect to the fixed stars. We measure the amplitudes of the dipole couplings to a preferred direction in the equatorial plane to be 19(11) nHz for Hg and 9(5) microHz for Cs. The upper bounds established here improve upon previous bounds by about a factor of four. The improvement is primarily due to mounting the apparatus on a rotating table. New bounds are established on several terms in the standard model extension including the first bounds on the spin-couplings of the neutron and proton to the z direction, <7e-30 GeV and <7e-29 GeV, respectively.Comment: 17 pages, 6 figure

    Remote sensing of hydrologic variables in boreal areas, phase 2

    During Phase 2 airborne Gamma Radiation measurements were conducted over 48 BOREAS (boreal ecosystem atmosphere study) flight lines. Ground measurements of the soil moisture (SM) of the mineral soil and the depth and water content (WC) of the moss/humus layer were collected for calibration of the flight lines. Special attention has been given to the flight lines over, and near, the primary tower sites in the southern study area (SSA); Old Black Spruce (OBS), Old Jack Pine, Old Aspen, and Young Aspen. Multiple ground surveys (September 1993, July, August, and September 1994) show the variation of the water content of the moss/humus layers and changes in the amount of standing water near the SSA OBS tower during the period September 1993 to September 1994. All ground data, airborne estimates and locations of flight lines and ground sampling points have been submitted to BORIS (BOREAS Information System). On 8-10 September 1994 exceptionally high values of cosmic radiation were observed by the airborne gamma radiation system over the SSA. Follow up investigation has not determined the source of, or what caused, the high cosmic count rates

    The major effort by HYD-6 members has been to develop a network of flight lines to provide the maximum amount of information on the temporal and spatial variation in soil moisture for the Boreal Ecosystem Atmosphere Study (BOREAS) study areas. Field visits to the southern study area (SSA) were conducted during May 1993 to obtain first hand information on the flight lines that had been previously selected for BOREAS snow studies. In September 1993 airborne gamma radiation surveys were conducted over the SSA, the northern study area (NSA), and for five flight lines along the transect between the two study areas. In situ measurements of soil moisture and water content of the moss/humus layer were obtained for calibration of selected gamma radiation flights lines in the SSA and for two of the transit lines. The flight lines for which soil moisture will be measured during the three IFC's during the summer of 1994 is a subset of the total flight lines that have been flown for the snow surveys. During the WFC in February 1994, airborne gamma radiation surveys were flown over all of the flight lines.     Implications of Food Subsistence for Monetary Policy and Inflation

    The chapter introduces subsistence requirements in food consumption into a simple New Keynesian model with flexible food and sticky non-food prices. It shows how the endogenous structural transformation that results from subsistence affects the dynamics of the economy, the design of monetary policy, and the properties of inflation at different levels of development. A calibrated version of the model encompasses both rich and poor countries and broadly replicates the properties of inflation across the development spectrum, including the dominant role played by changes in the relative price of food in poor countries. The authors derive a welfare-based loss function for the monetary authority and show that optimal policy calls for complete (in some cases near-complete) stabilization of sticky-price non-food inflation, despite the presence of a food-subsistence threshold. Subsistence amplifies the welfare losses of policy mistakes, however, raising the stakes for monetary policy at earlier stages of development.</p

    Millennial-scale surface and subsurface paleothermometry from the northeast Atlantic, 55-8 ka BP

    We present high-resolution records of upper ocean temperatures derived from Mg/Ca ratios of surface-dwelling Globigerina bulloides and subsurface-dwelling Neogloboquadrina pachyderma sinistral and the relative abundance of N. pachyderma sinistral for the period 55-8 ka BP from NE Atlantic sediment core MD01-2461. Millennial-scale temporal variability and longer-term trends in these records enable us to develop a detailed picture of past ocean conditions such as a weakening of thermocline intensity from marine isotope stage 3 (MIS 3) to the last glacial maximum (LGM). The correspondence of all temperature proxies and convergence of paired oxygen isotope (δ18O) records from both planktonic species implies a breakdown in the thermocline and year-round mixing of the upper water column through the LGM, perhaps related to decreasing insolation and additional cooling in association with the expansion of the circum-North Atlantic ice sheets. Millennial-scale divergence in surface and subsurface temperatures and δ18O across the last glacial correspond to meltwater release and the development of a strong halocline associated with both Heinrich (H) events and instabilities of the NW European ice sheet. During such episodes, G. bulloides Mg/Ca appears to record ambient, even warming summer sea surface temperatures across H events while the other proxies record maximum cooling

    On the Prospects for Laser Cooling of TlF

    We measure the upper state lifetime and two ratios of vibrational branching fractions f_{v'v} on the B^{3}\Pi_{1}(v') - X^{1}\Sigma^{+}(v) transition of TlF. We find the B state lifetime to be 99(9) ns. We also determine that the off-diagonal vibrational decays are highly suppressed: f_{01}/f_{00} < 2x10^{-4} and f_{02}/f_{00} = 1.10(6)%, in excellent agreement with their predicted values of f_{01}/f_{00} < 8x10^{-4} and f_{02}/f_{00} = 1.0(2)% based on Franck-Condon factors calculated using Morse and RKR potentials. The implications of these results for the possible laser cooling of TlF and fundamental symmetries experiments are discussed.Comment: 5 pages, 2 figure

    Refractive Index of Humid Air in the Infrared: Model Fits

    The theory of summation of electromagnetic line transitions is used to tabulate the Taylor expansion of the refractive index of humid air over the basic independent parameters (temperature, pressure, humidity, wavelength) in five separate infrared regions from the H to the Q band at a fixed percentage of Carbon Dioxide. These are least-squares fits to raw, highly resolved spectra for a set of temperatures from 10 to 25 C, a set of pressures from 500 to 1023 hPa, and a set of relative humidities from 5 to 60%. These choices reflect the prospective application to characterize ambient air at mountain altitudes of astronomical telescopes.Comment: Corrected exponents of c0ref, c1ref and c1p in Table
