    Temperature dependence of modified CNO nuclear reaction rates in dense stellar plasmas

    We study the dependence of the CNO nuclear reaction rates on temperature, in the range of 107Ă·10810^7\div 10^8 K, the typical range of temperature evolution from a Sun-like star towards a white dwarf. We show that the temperature dependence of the CNO nuclear reaction rates is strongly affected by the presence of non-extensive statistical effects in the dense stellar core. A very small deviation from the Maxwell-Boltzmann particle distribution implies a relevant enhancement of the CNO reaction rate and could explain the presence of heavier elements (e.g. Fe, Mg) in the final composition of a white dwarf core.     SPIRAL Phase A: A Prototype Integral Field Spectrograph for the AAT

    We present details of a prototype fiber feed for use on the Anglo-Australian Telescope (AAT) that uses a dedicated fiber-fed medium/high resolution (R > 10000) visible-band spectrograph to give integral field spectroscopy (IFS) of an extended object. A focal reducer couples light from the telescope to the close-packed lenslet array and fiber feed, allowing the spectrograph be used on other telescopes with the change of a single lens. By considering the properties of the fibers in the design of the spectrograph, an efficient design can be realised, and we present the first scientific results of a prototype spectrograph using a fiber feed with 37 spatial elements, namely the detection of Lithium confirming a brown dwarf candidate and IFS of the supernova remnant SN1987A.Comment: 41 pages, 15 figures, 3 tables; accepted by PAS

    SwSt 1: an O-rich planetary nebula around a C-rich central star

    The hydrogen-deficient carbon-rich [WCL] type central star HD167362 and its oxygen-rich planetary nebula (PN) SwSt~1 are investigated. The nebular chemistry might indicate a recent origin for the carbon-rich stellar spectrum. Its stellar and nebular properties might therefore provide further understanding of the origin of the [WCL] central star class. The UV-IR stellar spectra are modelled with state of the codes and show ~40kK central star with a wind and a C/O~3, indicative of efficient third dredge-up. The synthetic stellar flux distribution is used to model the high density, compact PN, which has a solar C/O ratio, is still enshrouded by 1200K and 230K dust shells and, reported here for the first time, in molecular hydrogen. Although it appears that the change in C/O ratio has been recent, the published spectroscopy since 1895 has been re-examined and no clear spectral change is seen.     Detecting the harmonics of oscillations with time-variable frequencies

    A method is introduced for the spectral analysis of complex noisy signals containing several frequency components. It enables components that are independent to be distinguished from the harmonics of nonsinusoidal oscillatory processes of lower frequency. The method is based on mutual information and surrogate testing combined with the wavelet transform, and it is applicable to relatively short time series containing frequencies that are time variable. Where the fundamental frequency and harmonics of a process can be identified, the characteristic shape of the corresponding oscillation can be determined, enabling adaptive filtering to remove other components and nonoscillatory noise from the signal. Thus the total bandwidth of the signal can be correctly partitioned and the power associated with each component then can be quantified more accurately. The method is first demonstrated on numerical examples. It is then used to identify the higher harmonics of oscillations in human skin blood flow, both spontaneous and associated with periodic iontophoresis of a vasodilatory agent. The method should be equally relevant to all situations where signals of comparable complexity are encountered, including applications in astrophysics, engineering, and electrical circuits, as well as in other areas of physiology and biology

    We examine whether the cosmologies with varying speed of light (VSL) are compatible with the second law of thermodynamics.     Fluctuation Spectrum from a Scalar-Tensor Bimetric Gravity Theory

    Predictions of the CMB spectrum from a bimetric gravity theory (gr-qc/0101126) are presented. The initial inflationary period in BGT is driven by a vanishingly small speed of gravitational waves v_g in the very early universe. This initial inflationary period is insensitive to the choice of scalar field potential and initial values of the scalar field. After this initial period of inflation, v_g will increase rapidly and the effects of a potential will become important. We show that a quadratic potential introduced into BGT yields an approximately flat spectrum with inflation parameters: n_s=0.98, n_t=-0.027, alpha_s=-3.2e-4 and alpha_t=-5.0e-4, with r >= 0.014.Comment: 14 pages, uses amsmath, amssym

    Cellular Classes in the Human Brain Revealed In Vivo by Heartbeat-Related Modulation of the Extracellular Action Potential Waveform

    Determining cell types is critical for understanding neural circuits but remains elusive in the living human brain. Current approaches discriminate units into putative cell classes using features of the extracellular action potential (EAP); in absence of ground truth data, this remains a problematic procedure. We find that EAPs in deep structures of the brain exhibit robust and systematic variability during the cardiac cycle. These cardiac-related features refine neural classification. We use these features to link bio-realistic models generated from in vitro human whole-cell recordings of morphologically classified neurons to in vivo recordings. We differentiate aspiny inhibitory and spiny excitatory human hippocampal neurons and, in a second stage, demonstrate that cardiac-motion features reveal two types of spiny neurons with distinct intrinsic electrophysiological properties and phase-locking characteristics to endogenous oscillations. This multi-modal approach markedly improves cell classification in humans, offers interpretable cell classes, and is applicable to other brain areas and species

    A Two-Step Plan for Puerto Rico

    Few still believe that Puerto Rico is capable of meeting all of its financial obligations and continuing to provide basic services. The territory is already in default, and conditions are rapidly deteriorating. Is there a way forward? We think there is. In this short article, we outline a two-part plan for correcting Puerto Rico’s most urgent fiscal and financial problems.The first step is to create an independent financial control board that has authority over Puerto Rico’s budgets and related issues. Notwithstanding concerns that an externally imposed financial control board (FCB) may interfere with the decision making processes of democratically elected officials, a properly designed FCB can play essential roles in the rehabilitation of distressed governments.The second step is giving Puerto Rico a mechanism for adjusting its debts. Puerto Rico currently does not access to any restructuring option. To fix this problem, Congress could either give Puerto Rico and its municipalities access to existing bankruptcy law (Chapter 9), or it could craft an alternative restructuring framework for America’s territories. We will advocate for the latter approach, although either could be used.With each step of our proposal, we summarize the key features at the outset and then describe the key features in slightly more detail

    Governance Reform and the Judicial Role in Municipal Bankruptcy

    Recent proceedings involving large municipalities such as Detroit, Stockton, and Vallejo illustrate both the utility and the limitations of using the Bankruptcy Code to adjust municipal debt. In this article, we contend that, to truly resolve the distress of a substantial city, municipal bankruptcy needs to do more than simply provide immediate debt relief. Debt adjustment alone does nothing to remedy the fragmented decision-making and incentives for expanding municipal budgets that underlie municipal distress. Unless bankruptcy also addresses governance dysfunction, the city may slide right back into financial crisis. Governance restructuring has long been an essential element of corporate bankruptcy. Given the monopoly position of local governments as providers of local public goods, governance reform is even more important in the municipal bankruptcy context. Some might argue that reducing a city’s debt is the best bankruptcy courts can do, because a more comprehensive approach would, among other things, interfere with state sovereignty. In our view, these concerns do not withstand inspection. Based on a careful analysis of the historical origins of the current municipal bankruptcy provisions, as well as an assessment of recent Supreme Court jurisprudence, we argue that governance reform is permitted even under existing law. To be sure, the states themselves, rather than a bankruptcy court, ideally should be the ones to effect municipal governance reform. But political factors and the salience of the fiscal crisis make state intervention unlikely, thus underscoring the need for a more comprehensive approach to municipal bankruptcy
