Slip-velocity of large neutrally-buoyant particles in turbulent flows
We discuss possible definitions for a stochastic slip velocity that describes
the relative motion between large particles and a turbulent flow. This
definition is necessary because the slip velocity used in the standard drag
model fails when particle size falls within the inertial subrange of ambient
turbulence. We propose two definitions, selected in part due to their
simplicity: they do not require filtration of the fluid phase velocity field,
nor do they require the construction of conditional averages on particle
locations. A key benefit of this simplicity is that the stochastic slip
velocity proposed here can be calculated equally well for laboratory, field,
and numerical experiments. The stochastic slip velocity allows the definition
of a Reynolds number that should indicate whether large particles in turbulent
flow behave (a) as passive tracers; (b) as a linear filter of the velocity
field; or (c) as a nonlinear filter to the velocity field. We calculate the
value of stochastic slip for ellipsoidal and spherical particles (the size of
the Taylor microscale) measured in laboratory homogeneous isotropic turbulence.
The resulting Reynolds number is significantly higher than 1 for both particle
shapes, and velocity statistics show that particle motion is a complex
non-linear function of the fluid velocity. We further investigate the nonlinear
relationship by comparing the probability distribution of fluctuating
velocities for particle and fluid phases

Life cycle assessment of conventional and advanced two-stage energy-from-waste technologies for methane production
This study integrates the Life Cycle Assessment (LCA) of thermal and biological technologies for municipal solid waste management within the context of renewable resource use for methane production. Five different scenarios are analysed for the UK, the main focus being on advanced gasification-plasma technology for Bio Substitute natural gas (Bio-SNG) production, anaerobic digestion and incineration. Firstly, a waste management perspective has been taken and a functional unit of 1 kg of waste to be disposed was used; secondly, according to an energy production perspective a functional unit of 1 MJ of renewable methane produced was considered. The first perspective demonstrates that when the current energy mix is used in the analysis (i.e. strongly based on fossil resources), processes with higher electric efficiency determine lower global warming potential (GWP). However, as the electricity mix in the UK becomes less carbon intensive and the natural gas mix increases the carbon intensity, processes with higher Bio-SNG yield are shown to achieve a lower global warming impact within the next 20 years. When the perspective of energy production is taken, more efficient technologies for renewable methane production give a lower GWP for both current and future energy mix. All other LCA indicators are also analysed and the hot spot of the anaerobic digestion process is performed
Party finance reform as constitutional engineering? The effectiveness and unintended consequences of party finance reform in France and Britain
In both Britain and France, party funding was traditionally characterized by a laissez faire approach and a conspicuous lack of regulation. In France, this was tantamount to a 'legislative vacuum'. In the last two decades, however, both countries have sought to fundamentally reform their political finance regulation regimes. This prompted, in Britain, the Political Parties, Elections and Referendums Act 2000, and in France a bout of 'legislative incontinence' — profoundly transforming the political finance regime between 1988 and 1995. This article seeks to explore and compare the impacts of the reforms in each country in a bid to explain the unintended consequences of the alternative paths taken and the effectiveness of the new party finance regime in each country. It finds that constitutional engineering through party finance reform is a singularly inexact science, largely due to the imperfect nature of information, the limited predictability of cause and effect, and the constraining influence of non-party actors, such as the Constitutional Council in France, and the Electoral Commission in Britain
Carbon nanotubes: an insight into the mechanisms of their potential genotoxicity
After the health catastrophe resulting from the widespread use of asbestos which was once hailed as a new miracle material, the increasing use of carbon nanotubes (CNTs) has spawned major concern due to their similarities in terms of size, shape and poor solubility. Assessment of genotoxicity has shown that CNTs can damage DNA in vitro and in vivo. The genotoxic potential of different CNT samples varies considerably, however, with negative findings reported in a number of studies, probably due to the enormous heterogeneity of CNTs. The observed spectrum of genotoxic effects shows similarities with those reported for asbestos fibres. Mutagenicity has been found in vivo but in bacterial assays both asbestos and CNTs have mostly tested negative. An overview of key experimental observations on CNT-induced genotoxicity is presented in the first half of this review.In the second part, the potential mechanisms of CNT-elicited genotoxicity are discussed. Whereas CNTs possess intrinsic ROS-scavenging properties they are capable of generating intracellular ROS upon interaction with cellular components, and can cause antioxidant depletion. These effects have been attributed to their Fenton-reactive metals content. In addition, CNTs can impair the functionality of the mitotic apparatus. A noteworthy feature is that frustrated phagocytosis, which is involved in asbestos-induced pathology, has been observed for specific CNTs as well. The involvement of other mechanisms generally implicated in particle toxicity, such as phagocyte activation and impairment of DNA repair, is largely unknown at present and needs further investigation

This article explores the political economy of the French Socialist Party (PS), beginning with the neo-liberal U-turn of 1983. It then charts the re-evaluation of the PS's political economic foundations after the 1993 defeat, the rejection of the neo-liberal 'pensée unique', and the rehabilitation of a broadly Keynesian frame of reference. The article goes on to explore how this shift has fed through into the Jospin government's policy and positions at both the national and international level. It explores aspirations to reinvent the EU as a Keynesian social democratic 'policy space', and at the national level, employment, macroeconomic, and structural policies
Tawney and the third way
From the 1920s to the 1950s R. H. Tawney was the most influential socialist thinker in Britain. He articulated an ethical socialism at odds with powerful statist and mechanistic traditions in British socialist thinking. Tawney's work is thus an important antecedent to third way thinking. Tawney's religiously-based critique of the morality of capitalism was combined with a concern for detailed institutional reform, challenging simple dichotomies between public and private ownership. He began a debate about democratizing the enterprise and corporate governance though his efforts fell on stony ground. Conversely, Tawney's moralism informed a whole-hearted condemnation of market forces in tension with both his concern with institutional reform and modern third way thought. Unfortunately, he refused to engage seriously with emergent welfare economics which for many social democrats promised a more nuanced understanding of the limits of market forces. Tawney's legacy is a complex one, whose various elements form a vital part of the intellectual background to current third way thinking
Lagrangian filtered density function for LES-based stochastic modelling of turbulent dispersed flows
The Eulerian-Lagrangian approach based on Large-Eddy Simulation (LES) is one
of the most promising and viable numerical tools to study turbulent dispersed
flows when the computational cost of Direct Numerical Simulation (DNS) becomes
too expensive. The applicability of this approach is however limited if the
effects of the Sub-Grid Scales (SGS) of the flow on particle dynamics are
neglected. In this paper, we propose to take these effects into account by
means of a Lagrangian stochastic SGS model for the equations of particle
motion. The model extends to particle-laden flows the velocity-filtered density
function method originally developed for reactive flows. The underlying
filtered density function is simulated through a Lagrangian Monte Carlo
procedure that solves for a set of Stochastic Differential Equations (SDEs)
along individual particle trajectories. The resulting model is tested for the
reference case of turbulent channel flow, using a hybrid algorithm in which the
fluid velocity field is provided by LES and then used to advance the SDEs in
time. The model consistency is assessed in the limit of particles with zero
inertia, when "duplicate fields" are available from both the Eulerian LES and
the Lagrangian tracking. Tests with inertial particles were performed to
examine the capability of the model to capture particle preferential
concentration and near-wall segregation. Upon comparison with DNS-based
statistics, our results show improved accuracy and considerably reduced errors
with respect to the case in which no SGS model is used in the equations of
particle motion

Anomalous origin of the left coronary artery from the pulmonary artery is a rare congenital condition that proves to be fatal in most individuals during childhood due to significant left ventricular ischaemia. However, there are case reports of individuals surviving into adulthood that have varying presenting symptoms. We report a case of a young male, who presented to our cardiology clinic with typical ischaemic cardiac pain, with no established risk factors, and was found to have anomalous origin of the left coronary artery from the pulmonary artery that was subsequently surgically corrected
The New Political Economy of EU State Aid Policy
Despite its importance and singularity, the EU’s state aid policy has attracted less scholarly attention than other elements of EU competition policy. Introducing the themes addressed by the special issue, this article briefly reviews the development of EU policy and highlights why the control of state aid matters. The Commission’s response to the current economic crisis notably in banking and the car industry is a key concern, but the interests of the special issue go far beyond. They include: the role of the European Commission in the development of EU policy, the politics of state aid, and a clash between models of capitalism. The special issue also examines the impact of EU policy. It investigates how EU state aid decisions affect not only industrial policy at the national level (and therefore at the EU level), but the welfare state and territorial relations within federal member states, the external implications of EU action and the strategies pursued by the Commission to limit any potential disadvantage to European firms, and the conflict between the EU’s expanding legal order and national
