Entre las normas y sus usos: Servicio doméstico, trabajo, intimidad y justicia en el Consejo de Trabajo Doméstico (Buenos Aires, 1956-1962)
En Argentina, las dĂ©cadas centrales del siglo XX constituyeron un tiempo de cambios sustanciales en el trabajo domĂ©stico, tanto remunerado como no remunerado, en el que la demarcaciĂłn de lo laboral y lo familiar fue variable y conflictiva y en la que el servicio domĂ©stico adquiriĂł nuevos sentidos y connotaciones. La sanciĂłn del Decreto-Ley 326 en 1956, que regula desde entonces el servicio domĂ©stico, constituyĂł, en este sentido, un hito relevante. A pesar de que las protecciones que otorgaba eran mĂĄs limitadas que las garantizadas contemporĂĄneamente a trabajadores de otros sectores, dicho decreto constituyĂł el primer rĂ©gimen legal en el que las trabajadoras domĂ©sticas podĂan ampararse, cambiando las nociones de justicia vinculadas a este trabajo mĂĄs allĂĄ de la propia letra de la ley. En este artĂculo reconstruyo las estrategias legales y discursivas, tanto de empleadas como de empleadores, a partir del anĂĄlisis de 369 expedientes iniciados ante el Consejo de Trabajo DomĂ©stico entre 1956 y 1962. En particular, exploro las apropiaciones de la ley, y muestro la que la apelaciĂłn a distintos estereotipos de gĂ©nero, asĂ como una cambiante demarcaciĂłn de los lĂmites entre lo Ăntimo, lo privado y lo pĂșblico, resultaban elementos centrales en las estrategias descriptas.In Argentina, the central decades of the Twentieth Century were a period of deep changes in domestic work, both paid and unpaid, in which the demarcation of work and family was variable and conflictive, and in which domestic service acquired new meanings. The lawranking decree 326, that regulates domestic service since 1956, is, in this sense, an important milestone. Although the protections that it warranted were more limited than the ones recognized for other workers, this decree constituted the first legal regime for domestic workers, changing the notions of justice related to domestic services even beyond what was established within the law. In this article, I reconstruct the legal and discursive strategies, both of domestic employers and employees, through the analysis of 369 dossiers initiated before the Consejo de Trabajo DomĂ©stico between 1956 and 1962. Theft, consumption and gender in domestic service (Mar del Plata. 1950-1980)
Las Ciencias Sociales han discutido largamente sobre el papel el intercambio de bienes, valores culturales y pautas de consumo en el marco del servicio domĂ©stico. En ese contexto, los hurtos de las trabajadoras domĂ©sticas a sus empleadores han sido leĂdos como parte de formas de resistencia hacia las desigualdades experimentadas en el marco de su trabajo. Retomando esos aportes, este artĂculo se centra en los objetos hurtados, muchas veces de escaso valor monetario, pero de un alto valor simbĂłlico, y asociados a la feminidad. A partir del anĂĄlisis de 19 expedientes de hurto, se sostiene que el hecho de que este tipo de objetos estuvieran involucrados de manera recurrente en casos de hurto responde a una forma particular de definir la justicia, anclada en el acceso a ciertos bienes. La centralidad de estos bienes muestra, ademĂĄs, la circulaciĂłn de distintos modelos de feminidad entre trabajadoras y empleadoras.Social sciences have largely discussed the role of goods exchange, cultural values and consumption patterns within domestic service. In this context, thefts committed by domestic workers to their employers have been read as part of resistance forms to the inequalities experienced within their job.
Building on these contributions, this article focuses on the stolen objects, often of little monetary value but of great symbolic value, associated with femininity. From the analysis of nineteen theft records, it is argued that the fact that this kind of objects were recurrently involved in cases of theft responds to a particular way of defining justice, rooted in access to certain goods. Corazón de hojalata, hogar de terciopelo: La cocina, epicentro del mundo doméstico (Mar del Plata-Argentina, 1950-1970)
The place where family life takes place has undergone significant changes over the last century. It has been said that the most apparent, widespread and potentially homogenising influences in the twentieth century family life were in the material conditions of the home. Inside the home, the kitchen has been a pretext for talking to and talking about the housewife in Argentina, the emergence of new models of housewives and domesticity considered in the discourses about this room, although not only there has been apparent since the mid-twentieth century. This article explores the tensions and distances between those models and the experiences related by various women who narrate their life story-which coincides in time with the life of the models.El espacio en que transcurre la vida familiar ha sido objeto de intensas transformaciones a lo largo del Ășltimo siglo. Se ha dicho que probablemente sea en sus condiciones materiales donde resida la influencia mĂĄs visible, extendida y potencialmente homogeneizadora
de la vida familiar en el siglo XX. Dentro de este espacio, la cocina ha sido pretexto para hablar del y hablarle al ama de casa: en la Argentina, a partir de mediados del siglo XX, es posible observar la emergencia de un nuevo modelo de ama de casa y de domesticidad prescripto en los discursos sobre este ambiente, aunque no sĂłlo en ellos. En este artĂculo se exploran las distancias y las tensiones entre dicho modelo y los relatos de experiencias de distintas mujeres que narran su historia de vida, cuyo marco temporal coincide con el de la vigencia de dicho modelo
Maids and Electric Servants. Images of Paid Domestic Work within the Strategies that Promoted the Consumption of Household Goods (Argentina, 1940-1960)
En Argentina, el proceso de tecnificaciĂłn del espacio domĂ©stico sufriĂł un notable impulso a partir de la dĂ©cada de 1940, asociado a las polĂticas de vivienda del perĂodo, asĂ como a una expansiĂłn y diversificaciĂłn del consumo. En ese contexto, los discursos que promovĂan el consumo de distintos artĂculos para el hogar se apoyaron de distintas maneras en la figura de la empleada domĂ©stica y los "elĂ©ctricos servidores". Estas figuras fueron usadas de manera recurrente en la promociĂłn del consumo de estos nuevos bienes, en diferentes textos dirigidos al ama de casa, como un modo de manejar, pero tambiĂ©n de explotar, las ansiedades despertadas por las transformaciones en la vida cotidiana de las dĂ©cadas centrales del siglo XX: por una parte, por los cambios en el servicio domĂ©stico (en especial, en relaciĂłn a la sanciĂłn de derechos laborales para las trabajadoras de este sector); por otra, por los cambios en las relaciones de gĂ©nero, vinculadas a la presencia mĂĄs asidua de las mujeres casadas de sectores medios en el mercado de trabajo, como a la emergencia de unas masculinidades domĂ©sticas.The home mechanization process in Argentina received a major boost starting in the 1940s, which was related to the housing policies of this period and to the expansion and diversification of consumption. In that context, the discourses that promoted the consumption of domestic appliances relied on the figures of the âmaidâ and of âelectric servantsâ. These images were used in the promotion of these new goods in various texts targeting housewives as way to deal with and also exploit the anxieties generated by the transformations of everyday life which characterized the central decades of the Twentieth Century: on one hand, by changes in domestic service (especially the approval of labor rights for domestic workers); on the other hand, by the changes in gender relations, related to the increasing presence of married middle class women in the labor market and to the emergence of domestic masculinitiesFil: PĂ©rez, InĂ©s. Incentives in University Technology Transfers
There are two main ways in which the knowledge created in universities has been transferred to firms: licensing agreements and the creation of spin-offs. In this paper, we describe the main steps in the transfer of university innovations, the main incentive issues that appear in this process, and the contractual solutions proposed to address them.
As desigualdades de gĂȘnero no mercado de trabalho: a separação dos motoristas particulares de serviço domĂ©stico na Argentina
A lo largo del siglo XX el trabajo asalariado fue progresivamente regulado por el Estado y asociado a distintos derechos sociales. El servicio domĂ©stico fue pobre y tardĂamente incluido dentro de dichas regulaciones, solo despuĂ©s de la separaciĂłn de algunas ocupaciones especializadas que anteriormente eran consideradas parte de este tipo de trabajo. En efecto, hacia los años cuarenta algunos trabajadores que antes formaban parte del servicio domĂ©stico, ograrĂan la sanciĂłn de estatutos especĂficos que les garantizaban un estatus independiente. Puntualmente, en 1946 los choferes lograron la sanciĂłn de un estatuto que los excluĂa explĂcitamente del servicio domĂ©stico, otorgĂĄndoles una serie de derechos que las trabajadoras domĂ©sticas no conseguirĂan sino hasta una dĂ©cada mĂĄs tarde y, aĂșn entonces, sĂłlo de manera limitada. A partir del anĂĄlisis de proyectos de ley, debates parlamentarios, revistas jurĂdicas y de jurisprudencia, en este artĂculo reconstruyo los caminos a travĂ©s de los que los choferes lograron distinguirse del servicio domĂ©stico, constituyĂ©ndose como una ocupaciĂłn profesionalizada, observando el peso que el gĂ©nero tuvo en este proceso.Throughout the twentieth century,work was progressively regulated by the state and associated with different social rights. Domestic service was poor and belatedly included in these regulations, only afterthe separation of certain specialized occupations that were previously considered part of this work. Indeed, during the nineteen forties some workers formerly part of domestic service, would achieve the enactment of specific regulations that guaranteed them an independent status.As part of this process, in 1946 private drivers obtained the sanction of a specific legal code that explicitly excluded themfrom domestic service, giving them certain rights that would only be recognized for domestic workers a decade later and, even then, only in a limited way. From the analysis of bills, parliamentary debates, legal journals and case law, in this article I reconstruct the paths through which private drivers were able to distinguish themselves from domestic service, becoming a professionalized occupation, noting the significance that gender had on this process.Ao longo do sĂ©culo XXo trabalho assalariado foi progressivamente regulados pelo Estado e associada com diferentes direitos sociais. Serviço domĂ©stico era pobre e tardiamente incluĂdos nestes regulamentos, sĂł depois a separação de certas ocupaçÔes especializadas que foram anteriormente considerados como parte deste trabalho. Com efeito, ao longo os anos quarenta alguns trabalhadores que faziam parte do serviço domĂ©stico, iria conseguir a promulgação de leis especĂficas garantindolhes um status independente. Especificamente, em 1946 os motoristas conseguiu a promulgação de uma lei que explicitamente excluĂdos os trabalhadores domĂ©sticos, concedendolhes uma sĂ©rie de direitos que os trabalhadores domĂ©sticos nĂŁo iriam ficar atĂ© uma dĂ©cada mais tarde e, mesmo assim, apenas de forma limitada. Optimal Enforcement Policy and Firms' Emissions and Compliance with Environmental Taxes
In a market where firms with different characteristics decide upon both the level of emissions and their reports, we study the optimal audit policy for an enforcement agency whose objective is to minimize the level of emissions. We show that it is optimal to devote the resources primarily to the easiest-to-monitor firms and to those firms that value pollution the less. Moreover, unless the budget for monitoring is very large, there are always firms that do not comply with the environmental objective and others that do comply; but all of them evade the environmental taxes.Environmental taxes, optimal audit policy.
Criadas ou travailleuses? Langages, représentations et stratégies face à la justice du travail (Buenos Aires, 1956-1970)
A partir del anĂĄlisis de expedientes iniciados ante el Tribunal del Trabajo DomĂ©stico, creado en 1956, este artĂculo sostiene que la prĂĄctica de colocaciĂłn de menores para el servicio âhabitual desde tiempos colonialesâ seguĂa siendo activa, en tĂ©rminos de la producciĂłn de sentidos sobre el servicio domĂ©stico a mediados del siglo XX en Buenos Aires. El texto muestra que la âcriadaâ era, en efecto, una de las figuras utilizadas en las contestaciones de los empleadores a las demandas iniciadas por sus empleadas, y señala algunas consecuencias de dicho uso en relaciĂłn a la posibilidad de las trabajadoras de hacer efectivos los magros derechos que la ley les consagraba.By analysing judicial files from the Tribunal of Domestic Work, created in 1956, this article argues that the practice of placing children for service âa customary practice since colonial timesâ remained alive regarding the production of meanings about domestic service in mid-twentieth-century Buenos Aires. The study shows that the âcriadaâ (female child raised up for service) was one of the figures to which employers resorted in their opposing arguments to the claims initiated by their employees. The article points out some of the consequences of the use of this figure in relation to the workersâ possibilities of making effective the meager rights that the law granted them.En analysant les affaires judiciaires passĂ©es devant le Tribunal du Travail Domestique, crĂ©Ă© en 1956, cet article soutient que la pratique de placement des enfants pour le service âhabituelle depuis lâĂ©poque colonialeâ Ă©tait toujours active, en termes de production de sens sur le service domestique au milieu du XXe siĂšcle Ă Buenos Aires. Aproximación tecnomorfológica a los vasitos chatos de Doncellas (Puna Septentrional argentina) a través de técnicas arqueométricas
This paper presents the results of an archaeometric analysis of the vasitos chatos («short cups») from Doncellas (Argentine Northern Puna). On the one hand radiographic technique was used in order to identify the internal structure not visible in normal conditions âorientation, size, quantity and distribution of the particles and emptyâ and on the other hand a series of thin sections were performed for petrographic determination of the containers. Effective use of these techniques is discussed here in terms of the different choices of potters at the time of shaping these objects, such as the use of molds, coiling or plaques. As knowledge of technological processes in themselves, and not merely their material effects, is what allows us to discuss social aspects of the past, the paper raises a number of hypotheses beyond the exclusive analysis of material objects.El artĂculo presenta los resultados de diferentes anĂĄlisis arqueomĂ©tricos realizados a los vasitos chatos de Doncellas (Puna Septentrional argentina). Por un lado se recurriĂł a la tĂ©cnica radiogrĂĄfica con el objetivo de identificar la estructura interna no visible en condiciones normales âorientaciĂłn, tamaño, cantidad y distribuciĂłn de las partĂculas y vacĂosâ y por el otro se realizaron una serie de cortes delgados para la determinaciĂłn petrogrĂĄfica de los recipientes. A partir del uso de estas tĂ©cnicas se tratan aquĂ las diferentes elecciones de los alfareros a la hora de dar forma a estos objetos, como el empleo de moldes, rollos o placas. Considerando que el conocimiento de los procesos tecnolĂłgicos en sĂ mismos, y no meramente sus efectos materiales, es el que nos permite discutir aspectos sociales del pasado, se plantean una serie de hipĂłtesis que exceden el anĂĄlisis exclusivo de los objetos materiales
