    The Future of Education in Georgia : A+ Education Reform Act of 2000

    [In 1999] the Governor of the State of Georgia issued a challenge to his newly formed Education Reform Study Commission. He said: I am counting on this group to shake up the educational system as it exists today in Georgia. We have been able to put together a group of people who are both experienced with and devoted to educational issues, and I know that they will be able to develop sound ideas that will help restore public confidence in our schools. And shake up they did. As a result of the Commission\u27s work, House Bill 1187 was introduced to the Georgia General Assembly [in 2000]. A hotly debated bill, the A+ Education Reform Act of 2000 will affect all aspects of the educational system. As a part of this reform the leaders of Georgia\u27s educational institutions will come together to form the Education Coordinating Council. Their purpose will be to improve public education through a seamless coordination among Georgia\u27s public education providers. On March 31, we will have three very important members of this council to discuss their outlook on education in Georgia: Governor Roy Barnes (J.D. \u2772), Chairman of the State School Board Otis Brumby (J.D. \u2765), and Chancellor Stephen Portch

    Reliable microsatellite genotyping of the Eurasian badger (Meles meles) using faecal DNA

    The potential link between badgers and bovine tuberculosis has made it vital to develop accurate techniques to census badgers. Here we investigate the potential of using genetic profiles obtained from faecal DNA as a basis for population size estimation. After trialling several methods we obtained a high amplification success rate (89%) by storing faeces in 70% ethanol and using the guanidine thiocyanate/silica method for extraction. Using 70% ethanol as a storage agent had the advantage of it being an antiseptic. In order to obtain reliable genotypes with fewer amplification reactions than the standard multiple-tubes approach, we devised a comparative approach in which genetic profiles were compared and replication directed at similar, but not identical, genotypes. This modified method achieved a reduction in polymerase chain reactions comparable with the maximumlikelihood model when just using reliability criteria, and was slightly better when using reliability criteria with the additional proviso that alleles must be observed twice to be considered reliable. Our comparative approach would be best suited for studies that include multiple faeces from each individual. We utilized our approach in a well-studied population of badgers from which individuals had been sampled and reliable genotypes obtained. In a study of 53 faeces sampled from three social groups over 10 days, we found that direct enumeration could not be used to estimate population size, but that the application of mark–recapture models has the potential to provide more accurate results

    Beginning with the upcoming launch of the Sea-viewing Wide Field-of-view Sensor (SeaWiFS), there should be almost continuous measurements of ocean color for nearly 20 years if all of the presently planned national and international missions are implemented. This data set will present a unique opportunity to understand the coupling of physical and biological processes in the world ocean. The presence of multiple ocean color sensors will allow the eventual development of an ocean color observing system that is both cost effective and scientifically based. This report discusses the issues involved and makes recommendations intended to ensure the maximum scientific return from this unique set of planned ocean color missions. An executive summary is included with this document which briefly discusses the primary issues and suggested actions to be considered

    Patient-controlled analgesia (PCA) is common practice for acute postoperative pain management. Postoperative PCA use decreases pain intensity and improves patient satisfaction when compared to non-PCA routes of medication administration. Although PCA has several advantages regarding efficacy and safety, adverse events remain a concern. Programming errors and protocols, patient monitoring, and PCA by proxy or with continuous infusion are recurring silent dangers of PCA use in children and adolescents. Innovative considerations need to be emphasized for future improvement of PCA devices for elective surgical patients. With technology within the healthcare setting advancing at a fast pace, smart pump technology is something to look forward to

    Estimation of capture probabilities using generalized estimating equations and mixed effects approaches

    Modeling individual heterogeneity in capture probabilities has been one of the most challenging tasks in capture-recapture studies. Heterogeneity in capture probabilities can be modeled as a function of individual covariates, but correlation structure among capture occasions should be taking into account. A proposed generalized estimating equations (GEE) and generalized linear mixed modeling (GLMM) approaches can be used to estimate capture probabilities and population size for capture-recapture closed population models. An example is used for an illustrative application and for comparison with currently used methodology. A simulation study is also conducted to show the performance of the estimation procedures. Our simulation results show that the proposed quasi-likelihood based on GEE approach provides lower SE than partial likelihood based on either generalized linear models (GLM) or GLMM approaches for estimating population size in a closed capture-recapture experiment. Estimator performance is good if a large proportion of individuals are captured. For cases where only a small proportion of individuals are captured, the estimates become unstable, but the GEE approach outperforms the other methods

    Challenges of a Sustained Climate Observing System

    Observations of planet Earth and especially all climate system components and forcings are increasingly needed for planning and informed decision making related to climate services in the broadest sense. Although significant progress has been made, much more remains to be done before a fully functional and dependable climate observing system exists. Observations are needed on spatial scales from local to global, and all time scales, especially to understand and document changes in extreme events. Climate change caused by human activities adds a new dimension and a vital imperative: to acquire climate observations of sufficient quality and coverage, and analyze them into products for multiple purposes to inform decisions for mitigation, adaptation, assessing vulnerability and impacts, possible geoengineering, and predicting climate variability and change and their consequences. A major challenge is to adequately deal with the continually changing observing system, especially from satellites and other remote sensing platforms such as in the ocean, in order to provide a continuous climate record. Even with new computational tools, challenges remain to provide adequate analysis, processing, meta-data, archival, access, and management of the resulting data and the data products. As volumes of data continue to grow, so do the challenges of distilling information to allow us to understand what is happening and why, and what the implications are for the future. The case is compelling that prompt coordinated international actions are essential to provide for information-based actions and decisions related to climate variability and change

    Multivariate morphometric analysis of Apis cerana of southern mainland Asia

    Multivariate morphometric analyses were performed on a series of worker honeybees, Apis cerana, representing 557 colonies from all of southern mainland Asia extending from Afghanistan to Vietnam south of the Himalayas. Scores from the principal components analysis revealed five statistically separable but not entirely distinct morphoclusters of bees: (1) the Hindu Kush, Kashmir, N. Myanmar, N. Vietnam and S. China; (2) Himachal Pradesh region of N. India; (3) N. India, Nepal; (4) central and S. Myanmar and Vietnam, Cambodia, Thailand, S. China and peninsular Malaysia; (5) central and S. India. The major morphoclusters are distributed coherently with the different climatic zones of the region. While populations are definable, nomenclatural adjustments remain for the future

    Estimating detection and density of the Andean cat in the high Andes

    The Andean cat (Leopardus jacobita) is one of the most endangered, yet least known, felids. Although the Andean cat is considered at risk of extinction, rigorous quantitative population studies are lacking. Because physical observations of the Andean cat are difficult to make in the wild, we used a camera-trapping array to photo-capture individuals. The survey was conducted in northwestern Argentina at an elevation of approximately 4,200 m during October-December 2006 and April-June 2007. In each year we deployed 22 pairs of camera traps, which were strategically placed. To estimate detection probability and density we applied models for spatial capture-recapture using a Bayesian framework. Estimated densities were 0.07 and 0.12 individual/km 2 for 2006 and 2007, respectively. Mean baseline detection probability was estimated at 0.07. By comparison, densities of the Pampas cat (Leopardus colocolo), another poorly known felid that shares its habitat with the Andean cat, were estimated at 0.74-0.79 individual/km2 in the same study area for 2006 and 2007, and its detection probability was estimated at 0.02. Despite having greater detectability, the Andean cat is rarer in the study region than the Pampas cat. Properly accounting for the detection probability is important in making reliable estimates of density, a key parameter in conservation and management decisions for any species. © 2011 American Society of Mammalogists.Fil: Reppucci, Juan Ignacio.
