    The need for reading materials such as books, journals and newspapers in academic environment is immeasurable as they are not only effective teaching aids but also most importantly enhance learning among students. Development administration as a field of study is not an exception to the above, hence, the rationale behind this paper on development administration and other relevant issues such as underdevelopment, development and national development plans etc. This paper was driven by secondary data complemented with critical discourse of the issues. It is clear and simple to the understanding of undergraduate and post graduate students of Nigerian universities and beyond. Policy makers in developing countries may find it very useful as practical examples and lessons on issues of development administration were drawn from Africa especially Nigeria

    Unemployment and Youth Restiveness in South-East Nigeria (2010-2022)

    Youth restiveness is a very disturbing and topical issue that requires proactive and concerted efforts to nip in the bud especially as it is being carried out by a category of people with uncommon vigor, energy and technological competence. This article is therefore designed to investigate the correlation between unemployment and youth restiveness in the South-east Nigeria (2010-2022). It adopts both descriptive and analytical research designs for collection and analysis of data. The findings of this article reveal among others that there is a significant relationship between unemployment and various forms of youth restiveness happening in the South-east such as kidnapping, vandalization of public facilities and violent attacks against security personnel. The article therefore recommends that: there is need for governments in the South-east to involve the young people and relevant Civil Society Organizations at the inception of youth empowerment policies/measures so as to get more reliable information as well as make the processes more transparent thereby addressing the issue of nepotism and lack of coordination; political leaders in the South-east and country at large must agree with actions that government is a continuum by showing adequate commitment to inherited youth empowerment policies and programmes of their predecessors; and governments in the region should get seriously involved in the apprenticeship system (Igba boy) which is common in the region with a view to making it a great source of employment in the area

    Unpacking the Nexus Between Indigenous People of Biafra (IPOB) Sit-at-Home Order and Socio-economic Development in South-East Nigeria

    An environment devoid of security threats is not only needed for human existence but also a critical factor that determines the socio-economic development of every country, region or state. Drawing on this perspective, this article aims to examine the correlation between Indigenous People of Biafra Sit-at-home order and socio-economic development in South-east Nigeria. This was a qualitative study driven by secondary data which include newspapers, journal articles and conference papers among others. The findings of the study reveal that Indigenous People of Biafra Sit-at-home order has significantly affected economic activities and human security in the South-east but has no significant effect on academic activities in the region. It is also revealed that efforts put in by various governments (federal and state governments) to stop the order have not yielded any concrete result. The practical implication of the above is that economic growth and human security in the South-east will continue to be a mirage until this issue is seen to be addressed. Arising from the above, this article majorly recommends for a dialogue between the federal government and Indigenous People of Biafra so as to return the region to its progressive path

    Mild steel deterioration inhibition in 1.0M and 5.0M tetraoxosulphate (VI) acid using leaf extract of Pterocarpus santaliniodes

    The prevention of deterioration of mild steel in 1.0M and 5.0M H2SO4 solution by leaf extracts of Pterocarpus santaliniodes was investigated in this study using gravimetric and gasometric methods. Data obtained from the study revealed that leaf extracts had a maximum inhibition efficiency of 88.70% and 96% for weight loss and gasometric analysis, respectively for 1.0M H2SO4, and an inhibition efficiency of 71.76% and 79.66% for weight loss and gasometric analysis respectively for 5.0M H2SO4. It was observed that the gasometric method gave the optimum protection. The average activation energy was 73.71KJ/mol in 1.0M H2SO4, and 74.41KJ/mol in 5.0M H2SO4. The adsorption of the phytochemicals on the surface of the mild steel were further assessed by the Langmuir and Freundlich isotherms. The extract was found to be good inhibitor for mild steel corrosion in the H2SO4 solutions. The amount of material loss decreased in the in the presence of the extract when compared to the blank acid solution.Keywords: Mild steel, Corrosion inhibition, H2SO4, Pterocarpus santaliniode

    Agronomical Stabilization of Umuda-Isingwu Erosion Site Using Vetiver Grass

    Soil erosion and embankment failures are serious challenges confronting our environment. In the face of these challenges, different possible solutions are been studied at different levels with special consideration on the implementation cost of such solutions.  Hence, this work studied agronomical stabilization of Umuda- Isingwu erosion site using vetiver grass. The principal objective of this study was to determine the stability of an engineered slope by computing the factor of safety (FS) of the samples collected from the embankment on the erosion site. To ascertain the factor of safety, the soil samples collected from the study area were analyzed to determine its gradation by mechanical sieving and hydrometer method, while the density bottle was used to estimate the density of the samples which when multiplied by acceleration due to gravity of 9.81m/s2 gave the unit weight of samples. The results showed that the soil samples are coarse sand and loamy sand, unit weight of bare and Vetiver rooted samples as 17.40KN/m3 and 16.62KN/m3 respectively, average shear strength of the bare soil samples and Vetiver rooted soil samples as 68.52KN/m2 and 132.32KN/m2 respectively and the factor of safety of the samples; bare and Vetiver rooted soils were computed to be 1.72 and 2.98 respectively.  These computed factors of safety showed that Vetiver rooted samples are about 1.73 times more stable than the bare soil. Hence, Vetiver grass is a good embankment and erosion site stabilizer and should be put to effective use in the area erosion control and slope stabilization in Nigeria. &nbsp

    Local Government Financial Autonomy and Rural Development in Enugu State

    The growing rate of poverty coupled with absence of basic infrastructural facilities in rural communities in Enugu State has sufficiently justified the need to investigate the factor(s) responsible for the inability of local governments to address these challenges and by extension ensure rural development in their areas. It is on this premise that this article offers to investigate the correlation between local government financial autonomy and rural development in Enugu State. The article adopts micro-analysis method using secondary data. The secondary data used in this study comprises of journal articles, books, official documents, policy documents and conference speeches. The finding of this study demonstrates that there is local government financial autonomy deficit in Enugu State resulting from manipulation of State Joint Local Government Account among others by the state government and this has greatly undermined efforts made by local governments towards development of rural communities. It is also indicated in the study that the measure adopted by the Nigerian Financial Intelligence Unit titled “Guidelines to Reduce Vulnerabilities Created by Cash Withdrawals from Local Government Funds throughout Nigeria” to solve these problems failed. The implication of the foregoing findings is that rural development in Enugu State will continue to be impracticable until these fundamental issues are well addressed. Therefore, this article recommends among others that State Joint Local Government Account should be urgently abolished to enable local governments receive their statutory allocation among other funds directly

    Geostatistical prediction of future volcanic eruption and risk assessment for the Mount Cameroon Volcano.

    This study presents a statistical analysis forecasting a possible future volcanic eruption in Mount Cameroon. The study is primarily undertaken to assess the risk, determine the frequency of the successive eruptions and from this, forecast a possible future eruption of the Mount Cameroon volcano. This will assist in future planning and possibly put in place hazard mitigation  strategies that will forestall the loss of lives and property. Results show that the series of Mount Cameroon eruptions are random and independent of time. Also, it is predicted within the limits of any reasonable doubt that the interval for the next major eruption that will emit lava with a volume of about 10million m3 is probably in the year 2022. This extrapolation is in line with the May 28, 2000 eruption barely fourteen months after the March – April 1999 eruption. However, the timing may be earlier or later and the volume may be more or less since the predicted values are approximations.

    WORK LIFE BALANCE WITHIN THE PRIVATE SECTOR: THE PREDICTIVE ROLES OF SOCIAL SUPPORT AND LOCUS OF CONTROL

    The study investigated social support and locus of control as predictors of work life balance among workers. One hundred and forty one (141) workers from Stine Rice Industry, Amichi served as participants in the study, comprising 90 males (66.08%) and 51 females (33.92%). Their age ranged between 18 – 50 years with a mean age of 30.04 years and standard deviation of 8.1 years. The participants were selected using systematic and convenient sampling technique. Fisher's work life balance Scale (Fisher, 2001), Rotter internal-external locus of control scale 1966 (Rotter, 1966), and multidimensional scale of perceived social support (Zimet, Dahlem, Zimet & Farley, 1988) was used for data collection. The design adopted in the research is a correlational design. Based on this, Multiple Linear Regression was adopted as the statistical tool for data analysis using statistical package for social sciences (SPSS). Three hypotheses were tested, and the results revealed that the first hypothesis which stated that social support would significantly predict work life balance among workers was accepted at (p>.05, t=2.161). The second hypothesis which stated that locus of control would significantly predict work life balance among workers was also accepted at (p>.05, t=-6.02). The third hypothesis which stated that social support and locus of control would jointly predict work life balance among workers was accepted at F(2,138)=24.214,
