    Transport emissions in Beijing: A scenario planning approach

    This paper explores and analyses how to reduce smog-related air pollutants and carbon dioxide emissions generated by passenger transport systems in Beijing. In-depth surveys with experts and practitioners in China are used to examine the current business-as-usual projection for emissions in Beijing, the drivers and trends affecting current projections, and to develop alternative scenarios that might help reduce projected emissions significantly. These are based around different variants of population and migration growth and environmental stewardship. Current levels of smog caused by transport emissions are much higher in Beijing than internationally accepted safety standards, partly because of high levels of motorised traffic. Carbon dioxide emissions always tend to be overlooked because economic growth is prioritised. The sustainable model represents one of the best models for Beijing to follow; however, Beijing faces major challenges in becoming more environmentally sustainable over the next few years, mainly due to population growth and increased migration, even if there is powerful top-down government environmental stewardship. The aspiration to reduce smog-related air pollutants and carbon dioxide emissions in Beijing by implementing sustainable transport mitigation measures seems very ambitious; however, it is perhaps in this context that the real innovations in transport planning will emerge

    Policy making under uncertainty in electric vehicle demand

    The introduction of electric vehicles (EVs) into the passenger vehicle market has, in recent years, become viewed as a primary solution to the significant carbon dioxide emissions attributed to personal mobility. Moreover, EVs offer a means by which energy diversification and efficiency can be improved compared to the current system. The UK government and European Commission have played an active role in steering the development and market introduction of EVs. However, a great deal of uncertainty remains regarding the effectiveness of these policies and the viability of EV technology in the mainstream automotive market. This paper investigates the prevalence of uncertainty concerning the demand for EVs. This is achieved through the application of a conceptual framework that assesses the locations of uncertainty. UK and EU documents are assessed through a review of the published policy alongside contributions from academia to determine how uncertainty has been reduced. This assessment offers insights to decision makers in this area by evaluating the work done to date through a landscape analysis. Results have identified six different locations of uncertainty covering: consumer, policy, infrastructure, technical, economic and social issues

    Mobility justice in low carbon energy transitions

    Mobility systems raise multiple questions of justice. Work on mobility justice and policy often treats different elements of the debate separately, for example focussing on environmental justice or accessibility. This is problematic as it can privilege policy solutions without a full view of the winners and losers and the values implicit in that. Using analysis of current policy, we investigate how mobility justice can reconcile its different components, and find two major consequences. First, is doubt about the justice of the existing policy approach which tries to tackle transport pollution primarily through a shift to low emission vehicles. This approach privileges those with access to private vehicles and further privileges certain sets of activities. Second is a need to reassess which basic normative ideas should be applied in mobility justice. Work on mobility justice has tended to appeal to conceptions of justice concerned with access to resources including resources enabling mobility. These conceptions say little about how resources should be used. We show that avoiding stark inequalities means collectively thinking about how resources are used, about how we value activities involving mobility, and about what sorts of goods and services we create

    This paper discusses the centrality of the automobile to experiencing modern life. Access to a car is considered essential to access vital services and, as such, automobile usage plays a crucial role in commoning. However, this is said to draw lines of inclusion and exclusion premised on financial status, which particularly excludes those in rural areas. Such issues are especially acute at a time when electric cars are being promoted as a sustainable transport, which actually contains the potential to further marginalize the less affluent, rendering matters of access questions of class. The paper concludes by suggesting that more attention need be given to alternatives from private car ownership, focusing on communal usages

    Are consumers willing to switch to smart time of use electricity tariffs? The importance of loss-aversion and electric vehicle ownership

    Smart time of use tariffs are a key part of most government’s strategies to ensure our future electricity supply is clean, affordable and secure – but will consumers be willing to switch to them? This paper presents the results of a survey experiment conducted on a nationally representative sample of 2020 British energy bill payers. The data suggests that over a third of bill payers are in favour of switching to a 3-tiered smart time of use tariff, indicating a sizeable potential market for these tariffs. There is substantial variation in willingness to switch, driven by differences in loss-aversion and ownership of demand flexible appliances rather than standard socio-economic/demographic factors. This is the first time loss-aversion has been measured amongst energy bill payers and the results suggest loss-aversion is likely to stifle consumer uptake; 93% of bill payers are loss-averse (care more about avoiding financial losses than making savings) and loss-averse people are substantially less willing to switch to the time of use tariff (p < 0.001). A randomised control trial finds that loss-framed messages are unlikely to overcome loss-aversion to boost uptake. Marketing campaigns tailored towards electric vehicle owners, who were significantly more willing to switch, could increase uptake during and after the smart meter roll-out
