    Understanding the role of performance targets in transport policy

    The measurement of performance in the public sector has become increasingly important in recent years and it is now commonplace for transport organisations, and local and national governments, to publish performance goals for service supply and quality. Such commitments, when time referenced, are known as targets. This paper explain how changes in management style, consumer rights legislation, contractual obligations and other factors have combined to make management-by targets increasingly common in the public sector. The advantages and disadvantages of management-by-targets are illustrated through discussion of the processes and experience of setting transport targets in UK national transport policy. We conclude that while some of the targets have had a significant impact on policy makers, managers and their agents, the effects have not always been as intended

    A qualitative study of the roles, functions, and leadership strategies of central office administrators in district improvement initiatives

    Central office administrators are charged with the implementation of various education initiatives each year with the desired end result being an improvement in student performance. The purpose of this study is to discover how central office administrators exhibit leadership, carry out their roles, and perform their functions in district-wide improvement initiatives. Readers will gain a better understanding of how central office administrators work and lead from their positions in the school district. The participants shared their feelings and gave feedback on their direct experiences as central office administrators who are charged with the responsibility of implementing district-wide improvement initiatives. In order to collect and analyze rich data about central office employees, a qualitative study was conducted where there were no preconceived theories. Data were collected through the tape recorded interviews of 12 central office administrators from four different school districts and the collection of relevant documents that pertain to the roles and functions of their jobs. The participants were categorized according to the similarities in their job titles and the findings from the interview data were presented for comparison. The document reviews were used to compare against the information gained from the participants. The three main takeaways from this study were that central office administrators have placed a high value on collaboration, communication, and strategic leadership in order to effectively implement district-wide improvement initiatives. Practitioners can reflect on the newly-gained information from the emerging themes from these interviews and document reviews to propose new studies for research

    Emergent Knowledge in the Third Space of Art-Science

    The locus of encounter between art, science and the public can be conceptualized as third space–a generative site of shared experience. This article reports on a group-based psychosocial method led by imagery and affect–the visual matrix–which enables researchers to capture and characterize knowledge emerging in third space, where disciplinary boundaries are fluid and there is no settled discourse. It presents an account of the visual matrix process in the context of an art-science collaboration on memory and forgetting, and shows how the method illuminates aesthetic and affective dimensions of participant experience, and captures the emerging, empathic and ethical knowing that is characteristic of third space

    An Initiative to Broaden Diversity in Undergraduate Biomathematics Training

    At North Carolina A&T State University (NCATSU), there was a critical need to better coordinate genuine research and classroom experiences for undergraduates early in their academic career. We describe the development and implementation of a faculty alliance across academic departments to increase biomathematics research opportunities for underrepresented minorities. Our faculty alliance is called the Integrative Biomathematical Learning and Empowerment Network for Diversity (iBLEND). The fundamental purpose of the iBLEND alliance was to inspire underrepresented minorities to pursue research careers by increasing the visibility of research conducted at the interface of mathematics and biology at NCATSU. Because of the many positive impacts, iBLEND gained significant buy-in from administration, faculty, and students by 1) working from the ground up with administration to promote campus-wide biomathematics research and training, 2) fostering associations between research and regular undergraduate academic courses, 3) creating and disseminating biomathematics teaching and learning modules, and 4) enhancing learning community support at the interface of mathematics and biology. Currently, iBLEND is viewed as a productive site for graduate schools to recruit underrepresented minority students having specific competencies related to mathematical biology

    The impact of marketisation on postgraduate career preparedness in a high skills economy

    This study focuses on the consequences for high skills development of the erosion of the once clear demarcation between higher education and business. It contributes to the broader debate about the relevance of higher education for thewell-being of the society of the future. The research explores the effects of marketisation on the postgraduate curriculum and students’ preparedness for careers in public relations and marketing communications. Interviews with lecturers and students in two universities in the UK and Australia indicate that a tension exists between academic rigour and corporate relevancy. The consequences are a diminution of academic attachment to critique and wider social/cultural engagement, with a resulting impoverishment of students’ creative abilities and critical consciences. Subsequently, graduates of public relations and marketing communications, and to some extent those from other profession-related disciplines, are insufficiently prepared for careers as knowledge workers in a future high-skills economy

    The Synopsis Purioris Theologiae (1625), an influential handbook of Reformeddogmatics, began as a cycle of disputations. A comparison of it with the cyclesthat were held previously in Leiden reveals some shifts in the structure of Reformeddogmatics. After introducing the Synopsis, this paper highlights thefunction of prolegomena, the place of predestination, and the relationship betweenthe magistrate and eschatology. It concludes that the choices made in theSynopsis illustrate tensions in Reformed theology. After the conflict with theRemonstrants it became urgent to carefully define the character of theology inthe prolegomena, to relate predestination to the person and work of Christ, andto connect the task of the magistrate to the doctrine of the church

    College students and use of K2: an emerging drug of abuse in young persons

    <p>Abstract</p> <p>Background</p> <p>K2 or "spice" has emerged as a popular legal alternative to marijuana among adolescents and young adults. However, no data has been published assessing prevalence of and associations with ever K2 use in any population. This study's aims were to examine prevalence of ever K2 use among a sample of college students, to determine characteristics of persons who use K2, and to access the association between K2 and other drug use.</p> <p>Findings</p> <p>Ever use of K2 was reported by 69 (8%) of the sample of 852 college students. Response rate was 36%. Bivariate and multivariate analyses assessed whether sociodemographic characteristics and other drug use were associated with ever use of K2. Ever use of K2 was reported by 69 (8%) of the sample. Among these 69 individuals, 61 (88%) had used a cigarette and 25 (36%) had used a hookah to smoke K2. In multivariate analyses, K2 use was more common in males (vs. females, adjusted Odds Ratio (aOR) = 2.0, 95% Confidence Interval (CI) = 1.2-3.5, <it>p </it>= 0.01) and 1<sup>st </sup>or 2<sup>nd </sup>year college students (vs. 3<sup>rd </sup>year or above, aOR = 2.4, 95% CI = 1.2-5.0, <it>p </it>= 0.02).</p> <p>Conclusions</p> <p>Ever use of K2 in this sample was higher than ever use of many other drugs of abuse that are commonly monitored in adolescents and young adults. Although DEA had banned five synthetic cannabinoids recently, clinicians and public health officials concerned with substance abuse in youth should be aware of and monitor the use of this drug in college students over time.</p
