    Quality Framework Performance in One Year of COVID-19 Restrictions in a Higher Education Institute

    The entire academic year 2020-21 was completed under COVID-19 restrictions. This created challenges for students and staff, and to the quality frameworks that underpin the higher education (HE) being offered. Higher education (HE) quality frameworks were tested in a manner that had not been foreseen on their creation. This work examines the performance of one HE framework, which was created long before national lockdowns or social distancing, after an entire academic year of 2020-21. Critical evaluation will be offered by the authors, by external examiners, from student surveys and from an institutional quality review panel which took place in the academic year. The aim is to evaluate if the quality framework was sufficiently robust to offer our students a quality education experience, to evaluate the impact of some operational modifications and to reassure the public in terms of the standard of our graduates

    The recent article by O’Leary et al. (2011) raises an important question about the relationship between science and those who manage fisheries. They contend that fishery managers do not give due cognisance to scientific advice and consistently set Total Allowable Catches (TACs) above values advised by scientists (which they define as ‘‘political adjustment’’). The authors claim that the consequence of this is that there is a high probability of stock collapse in the next 40 years. They use a simulation model to argue that this probability may exceed 80% at the mean level of political adjustment adopted by managers, depending on the degree of environmental variability and life history strategy of the fish

    Cost-Effectiveness of Targeted Reemployment Bonuses

    Targeting reemployment bonus offers to unemployment insurance (UI) claimants identified as most likely to exhaust benefits is estimated to reduce benefit payments. We show that targeting bonus offers with profiling models similar to those in state Worker Profiling and Reemployment Services systems can improve cost effectiveness. Since estimated average benefit payments do not steadily decline as the eligibility screen is gradually tightened, we find that narrow targeting is not optimal. The best candidate is a low bonus amount with a long qualification period, targeted to the half of profiled claimants most likely to exhaust their UI benefit entitlement. I

    A Lanczos Method for Approximating Composite Functions

    We seek to approximate a composite function h(x) = g(f(x)) with a global polynomial. The standard approach chooses points x in the domain of f and computes h(x) at each point, which requires an evaluation of f and an evaluation of g. We present a Lanczos-based procedure that implicitly approximates g with a polynomial of f. By constructing a quadrature rule for the density function of f, we can approximate h(x) using many fewer evaluations of g. The savings is particularly dramatic when g is much more expensive than f or the dimension of x is large. We demonstrate this procedure with two numerical examples: (i) an exponential function composed with a rational function and (ii) a Navier-Stokes model of fluid flow with a scalar input parameter that depends on multiple physical quantities

    The future of marine fisheries management and conservation in the United Kingdom: Lessons learnt from over 100 years of biased policy

    Many UK fisheries have declined for over a century due to a lack of recognition that they are social-ecological systems and need to be managed as such. With the UK’s recent transition to an independent coastal state, the Fisheries Act (2020) and associated Joint Fisheries Statement provide an opportunity to correct this. Focusing on the ecological foundations, more sustainable UK fisheries may be achieved by: (1) implementing a conservative quota setting system based on Maximum Sustainable Yield (MSY), defined as that which would occur when the biomass of a population of the target species is at 50% of that estimated at carrying capacity, to set catch limits rather than targets. The biomass of fish stocks should be allowed to regenerate to a minimum of 120% of that which will achieve MSY to provide a buffer against the uncertainty in ecological response to climate change. (2) Fishing capacity should be reduced while redistributing a greater share of the quota to sectors of the fleet that are demonstrably more sustainable; recognising that short term compensation may be required by some to mitigate the impacts of displaced activity until the benefits of stock recovery are realised. (3) Greater restrictions should be applied to ensure the most damaging fishing techniques (e.g. bottom trawling and dredging) are prohibited as appropriate in the network of marine protected areas. Protection should be enforced to promote the regeneration of degraded habitats and restoration of fish populations to help achieve the objectives as set out in the Act

    Seawater softening of suture zones inhibits fracture propagation in Antarctic ice shelves

    Suture zones are abundant on Antarctic ice shelves and widely observed to impede fracture propagation, greatly enhancing ice-shelf stability. Using seismic and radar observations on the Larsen C Ice Shelf of the Antarctic Peninsula, we confirm that such zones are highly heterogeneous, consisting of multiple meteoric and marine ice bodies of diverse provenance fused together. Here we demonstrate that fracture detainment is predominantly controlled by enhanced seawater content in suture zones, rather than by enhanced temperature as previously thought. We show that interstitial seawater can reduce fracture-driving stress by orders of magnitude, promoting both viscous relaxation and the development of micro cracks, the incidence of which scales inversely with stress intensity. We show how simple analysis of viscous buckles in ice-penetrating radar data can quantify the seawater content of suture zones and their modification of the ice-shelf’s stress regime. By limiting fracture, enhancing stability and restraining continental ice discharge into the ocean, suture zones act as vital regulators of Antarctic mass balance

    Restaurant cooking trends and increased risk for Campylobacter infection

    In the United Kingdom, outbreaks of Campylobacter infection are increasingly attributed to undercooked chicken livers, yet many recipes, including those of top chefs, advocate short cooking times and serving livers pink. During 2015, we studied preferences of chefs and the public in the United Kingdom and investigated the link between liver rareness and survival of Campylobacter. We used photographs to assess chefs’ ability to identify chicken livers meeting safe cooking guidelines. To investigate the microbiological safety of livers chefs preferred to serve, we modeled Campylobacter survival in infected chicken livers cooked to various temperatures. Most chefs correctly identified safely cooked livers but overestimated the public’s preference for rareness and thus preferred to serve them more rare. We estimated that 19%-52% of livers served commercially in the United Kingdom fail to reach 70°C and that predicted Campylobacter survival rates are 48%-98%. These findings indicate that cooking trends are linked to increasing Campylobacter infections

    Social Value of Marine and Coastal Protected Areas in England and Wales.

    The U.K. government is committed to establishing a coherent network of marine protected areas by 2012 and the recentMarine and Coastal Access Act, 2009 will designate marine conservation zones and provide wider access rights to the coast. To fulfill these goals, this article argues the need for a clearer, shared understanding of the social value of protected areas in creating new designations and managing existing ones. Although marine and coastal environments attract many people and are vitally important in terms of realized and potential social value, the majority of the public in the United Kingdom lacks understanding and awareness regarding them. Combined with this, the social value of marine and coastal protected areas (MCPAs) have been largely ignored relative to conservation and economics, with the latter invariably taking precedence in environmental policymaking. Social value reflects the complex, individual responses that people experience in a given place. Many reasons determine why one area is valued above another, and this research investigates the social value of MCPAs from a practitioner’s perspective through a series of interviews. Understanding why we “socially” value MCPAs will ultimately equip managers with an informed understanding of these spaces, influence management decisions, and, potentially, policymaking. This article defines social value in the context of MCPAs in England and Wales from a practitioner perspective, explores key concepts, and suggests possible improvements in decision-making

    A time study of physicians' work in a German university eye hospital to estimate unit costs.

    BACKGROUND: Technical efficiency of hospital services is debated since performance has been heterogeneous. Staff time represents the main resource in patient care and its inappropriate allocation has been identified as a key factor of inefficiency. The aim of this study was to analyse the utilisation of physicians' work time stratified by staff groups, tasks and places of work. A further aim was to use these data to estimate resource use per unit of output. METHODS: A self-reporting work-sampling study was carried during 14-days at a University Eye Hospital. Staff costs of physicians per unit of output were calculated at the wards, the operating rooms and the outpatient unit. RESULTS: Forty per cent of total work time was spent in contact with the patient. Thirty per cent was spent with documentation tasks. Time spent with documentation tasks declined monotonically with increasing seniority of staff. Unit costs were 56 € per patient day at the wards, 77 € and 20 € per intervention at the operating rooms for inpatients and outpatients, respectively, and 33 € per contact at the outpatient unit. Substantial differences in resources directly dedicated to the patient were found between these locations. CONCLUSION: The presented data provide unprecedented units costs in inpatient Ophthalmology. Future research should focus on analysing factors that influence differences in time allocation, such as types of patients, organisation of care processes and composition of staff
