    An Integrated Assessment of Water Markets: Australia, Chile, China, South Africa and the USA

    The paper provides an integrated framework to assess water markets in terms of their institutional underpinnings and the three 'pillars' of integrated water resource management: economic efficiency, equity and environmental sustainability. This framework can be used: (1) to benchmark different water markets; (2) to track performance over time; and (3) to identify ways in which water markets might be adjusted by informed policy makers to achieve desired goals. The framework is used to identify strengths and limitations of water markets in: (1) Australia's Murray-Darling Basin; (2) Chile (in particular the Limarí Valley); (3) China (in particular, the North); (4) South Africa; and (5) the western United States. It identifies what water markets are currently able to contribute to integrated water resource management, what criteria underpin these markets, and which components of their performance may require further development

    Gamma-Ray Bursts observed by XMM-Newton

    Analysis of observations with XMM-Newton have made a significant contribution to the study of Gamma-ray Burst (GRB) X-ray afterglows. The effective area, bandpass and resolution of the EPIC instrument permit the study of a wide variety of spectral features. In particular, strong, time-dependent, soft X-ray emission lines have been discovered in some bursts. The emission mechanism and energy source for these lines pose major problems for the current generation of GRB models. Other GRBs have intrinsic absorption, possibly related to the environment around the progenitor, or possible iron emission lines similar to those seen in GRBs observed with BeppoSAX. Further XMM-Newton observations of GRBs discovered by the Swift satellite should help unlock the origin of the GRB phenomenon over the next few years.Comment: To appear in proceedings of the "XMM-Newton EPIC Consortium meeting, Palermo, 2003 October 14-16", published in Memorie della Societa Astronomica Italian

    The ATLAS-SPT Radio Survey of Cluster Galaxies

    Using a high-performance computing cluster to mosaic 4,787 pointings, we have imaged the 100 sq. deg. South Pole Telescope (SPT) deep-field at 2.1 GHz using the Australian Telescope Compact Array to an rms of 80 μ\muJy and a resolution of 8". Our goal is to generate an independent sample of radio-selected galaxy clusters to study how the radio properties compare with cluster properties at other wavelengths, over a wide range of redshifts in order to construct a timeline of their evolution out to z1.3z \sim 1.3. A preliminary analysis of the source catalogue suggests there is no spatial correlation between the clusters identified in the SPT-SZ catalogue and our wide-angle tail galaxies.Comment: 9 pages, 4 figures.     A periodically active pulsar giving insight into magnetospheric physics

    PSR B1931+24 (J1933+2421) behaves as an ordinary isolated radio pulsar during active phases that are 5-10 days long. However, the radio emission switches off in less than 10 seconds and remains undetectable for the next 25-35 days, then it switches on again. This pattern repeats quasi-periodically. The origin of this behaviour is unclear. Even more remarkably, the pulsar rotation slows down 50% faster when it is on than when it is off. This indicates a massive increase in magnetospheric currents when the pulsar switches on, proving that pulsar wind plays a substantial role in pulsar spin-down. This allows us, for the first time, to estimate the currents in a pulsar magnetospheric during the occurrence of radio emission.Comment: 12 pages, 2 figure

    A Comparative Assessment of Water Markets: Insights from the Murray-Darling Basin of Australia and the Western US

    Water markets in Australia’s Murray-Darling Basin (MDB) and the US west are compared in terms of their ability to allocate scarce water resources. The study finds that the gains from trade in the MDB are worth hundreds of millions of dollars per year. Total market turnover in water rights exceeds 2billionperyearwhilethevolumeoftradeexceedsover202 billion per year while the volume of trade exceeds over 20% of surface water extractions. In Arizona, California, Colorado, Nevada, and Texas, trades of committed water annually range between 5% and 15% of total state freshwater diversions with over 4.3 billion (2008 $) spent or committed by urban buyers between 1987 and 2008. The two-market comparison suggests that policy attention should be directed towards ways to promote water trade while simultaneously mitigating the legitimate thirdparty concerns about how and where water is used, especially conflicts between consumptive and in situ uses of water. The study finds that institutional innovation is feasible in both countries and that further understanding about the size, duration, and distribution of third-party effects from water trade, and how these effects might be regulated, can improve water markets to better manage water scarcity.water markets, US west, Murray-Darling Basin, gains from trade

    “I wish I’d told them”: a qualitative study examining the unmet psychosexual needs of prostate cancer patients during follow-up after treatment

    <b>Objective</b> To gain insight into patients' experiences of follow-up care after treatment for prostate cancer and identify unmet psychosexual needs.<p></p> <b>Methods</b> Semi-structured interviews were conducted with a purposive sample of 35 patients aged 59-82 from three UK regions. Partners were included in 18 interviews. Data were analyzed using constant comparison. <p></p> <b>Results</b> (1) Psychosexual problems gained importance over time, (2) men felt they were rarely invited to discuss psychosexual side effects within follow-up appointments and lack of rapport with health care professionals made it difficult to raise problems themselves, (3) problems were sometimes concealed or accepted and professionals' attempts to explore potential difficulties were resisted by some, and (4) older patients were too embarrassed to raise psychosexual concerns as they felt they would be considered 'too old' to be worried about the loss of sexual function.<p></p> <b>Conclusion</b> Men with prostate cancer, even the very elderly, have psychosexual issues for variable times after diagnosis. These are not currently always addressed at the appropriate time for the patient.Practice implications Assessments of psychosexual problems should take place throughout the follow-up period, and not only at the time of initial treatment. Further research examining greater willingness or reluctance to engage with psychosexual interventions may be particularly helpful in designing future intervention
