    Los viajes de estudio de Adolfo S. Carranza y la reforma penitenciaria en Tucumán (1911-1927)

    El movimiento de reforma penitenciaria se caracterizó desde sus inicios por el carácter "viajero" de sus impulsores. Si bien podría elaborarse una larga lista de viajeros entre los reformistas, cabe mencionar, cuanto menos, al "padre" de la escuela penitenciaria clásica, John Howard (quien, a pesar de sus crónicos problemas de salud, recorrió gran parte de Europa para conocer sus instituciones de reclusión) y Alexis de Tocqueville quien fue comisionado por el gobierno francés a los Estados Unidos para estudiar su sistema penitenciario. A comienzos del siglo XX, en el marco de la reforma penitenciaria argentina, el jurista Adolfo S. Carranza (con una larga trayectoria en la provincia de Tucumán), retomó la senda viajera iniciada por John Howard, realizando varios viajes por Sudamérica (Chile y Brasil) y por Europa. En el presente trabajo nos proponemos reflexionar sobre una temática que ha sido escasamente abordada por la historiografía jurídica y social argentina: el papel de los "viajeros penitenciarios" y el impacto producido a posteriori en sus realidades locales a través de la adopción de instituciones extranjeras. Para ello, nos centraremos en el viaje realizado por Carranza a Europa en 1921 y en la construcción de la nueva Penitenciaría de Tucumán en el bienio 1925-1927.The penitentiary reform movement was characterized from its very beginning by its spearheads' "traveler" spirit. While a large list of travelers could be issued among reformists, the "fathers" of the penitentiary classic school should at least be mentioned. John Howard (who, in spite of his health chronic problems, traveled across Europe to know their detention institutions), and Alexis Tocqueville, who was commissioned by the French government to the United States to study their penitentiary system. At the beginning of the XX century, and within the framework of the Argentine penitentiary reform, the lawyer Adolfo S. Carranza (who held a large professional experience in the province of Tucumán), returned to the traveling pad initiated by John Howard, carrying out several trips to South America (Chile and Brazil) and to Europe. This paper aims to reflect on a subject which has been barely addressed by the argentine legal and social historiography: the role of the "penitentiary travelers" and the evaluation of the impact in their local contexts and realities after the events throughout the adoption of foreign institutions.     Comparison of volatile compounds in Retanilla trinervia [Gillies & Hook] Hook & Arn honeys from central Chile

    The search for chemical markers for determining honey authenticity as a complementary tool for melissopalynological method is an important issue in the study of honeys from different botanical origins. The objective of this study was to determine the volatile compounds in tevo (Retanilla trinervia [Gillies & Hook] Hook & Arn [Fam. Rhamnaceae]) honey as one of the most relevant honeys from central Chile. For the identification and quantification of volatile compounds, Solid-Phase Microextraction and Gas Chromatography with Mass Spectrometry (SPME-GC-MS) was performed. A total of 28 out of 103 volatile compounds were found common to the five tevo honeys analyzed. Nevertheless, these compounds are common in unifloral honey of different floral sources from other countries. These results represent the first record in the identification of volatile compounds in tevo honey and would indicate that tevo honey does not present specific volatile compounds that allow its clear differentiation from other unifloral honey

    Atmospheric parameters, spectral indexes and their relation to CPV spectral performance

    Air Mass and atmosphere components (basically aerosol (AOD) and precipitable water (PW)) define the absorption of the sunlight that arrive to Earth. Radiative models such as SMARTS or MODTRAN use these parameters to generate an equivalent spectrum. However, complex and expensive instruments (as AERONET network devices) are needed to obtain AOD and PW. On the other hand, the use of isotype cells is a convenient way to characterize spectrally a place for CPV considering that they provide the photocurrent of the different internal subcells individually. Crossing data from AERONET station and a Tri-band Spectroheliometer, a model that correlates Spectral Mismatch Ratios and atmospheric parameters is proposed. Considering the amount of stations of AERONET network, this model may be used to estimate the spectral influence on energy performance of CPV systems close to all the stations worldwide

    Development of a full hybrid lighting-CPV prototype and savings in a real case operation

    A full Hybrid lighting-CPV prototype has been assembled. This new concept mixes a classical CPV module with the production of light for illumination without a double conversion (solar energy to electricity and electricity to light) allowing a higher efficiency to the whole system. The present prototype is based on a commercial CPV module that has been adapted in order to be hybrid, adjusting the receivers to pass the fibers into the module, inserting a holder to adjust x,y and z position of the fibers and changing the original parquet of lenses by a bifocal one composed most of the original lenses and the inclusion of other lenses in the position of the corners. Results show that with a minimal loss in the CPV part, a luminous flux is obtained that can be used to illuminate. Adding an additional electrical lamp and a light sensor that enables this lamp when no light from the sun is received, a 38% saving on lighting electricity is expected in Madrid during a year

    Characterization of CPV arrays based on differences on their thermal resistances

    Thermal characterization of Concentrating Photovoltaics (CPV) modules and Arrays is needed to determine their performance and modelling of energy forecast. Module-ambient thermal resistance is easily obtained from its definition but the cell-module thermal resistant needs to be estimated from indirect procedures, two of them are presented in this paper. In addition, an equivalent parameter is defined, the Concentrator Nominal Operating Module/Cell Temperature (CNOMT/CNOCT), the temperature at Concentrator Standard Operating Conditions (CSOC). Definitions and expression to relate (CNOMT/CNOCT) to thermal resistances are presented, plus several examples of estimations from real operating arrays

    Optimal Vaccination Policies for COVID-19 Considering Vaccine Doses Delays

    En este trabajo introducimos una metodología para determinar una estrategia de vacunación óptima para la enfermedad COVID-19 con capacidad de vacunación limitada, considerando los retrasos entre dosis de vacuna para minimizar el número de muertes. Comenzamos proponiendo un modelo compartimental para estudiar la evolución de la pandemia antes de la existencia de una vacuna, en la ciudad de Tandil, provincia de Buenos Aires, Argentina. Calibramos los parámetros involucrados de acuerdo a datos oficiales. A partir de ese modelo, diseñamos un problema de control óptimo estructurado por edades para determinar la mejor forma de administrar las vacunas disponibles, teniendo en cuenta sus características y la capacidad de vacunación. Por último, comparamos las soluciones óptimas con otras estrategias factibles, considerando o no medidas estrictas de aislamiento.In this work we introduce a methodology to determine an optimal vaccination strategy for the COVID-19 disease with limited vaccination capacity, considering the delays between vaccine doses in order to minimize the number of deaths. We start proposing a compartmental model in order to study the evolution of the pandemic before the existence of a vaccine, in the city of Tandil, province of Buenos Aires, Argentina. We calibrate the parameters involved according to official data. Based on that model, we design an age-structured optimal control problem to determine the best way of administrate the available vaccines, taking into account their characteristics and the vaccination capacity.
