TOTAL QUALITY MANAGEMENT DAN SERVICE QUALITY DALAM ORGANISASI PENDIDIKAN TINGGI
Quality is at the top of most agenda and improving quality is probably the most important task facing any situation. Of course, we all know quality when we experience it, but describing and explaining it is a more difficult task. In our everyday life, we usully take quality for granted, especially when it is regularly provided. The best organizations, whether public or private, understanding quality and know its secret. While, service quality characteristics especially education, are more difficuli to define than those for physical products. This because the include many important subjective elements. For purposes of analysing quality it is more appropriate to view education as a service industry than as a production process. In TQM, staff members are known as internal customers and students or learners are primary external customesr or clients. This article describes Total Quality Management and Service Quality for improving higher education organization. Two cases in Total Quality Management, and Service Quality are discussed and analyzed to show a little example of higher education organization in Indonesia that has not been performed Total Quality Management and Service Quality yet. The Result of the analysis proves this. Then, authors also show how Total Quality Management as the philosophy can be achieved in higher education organization. Key words: total quality management, service quality, higher education, quality culture

Factors causing the death of Kabesak (Acacia leucophloea Roxb. Willd.) seedlings in the monsoon tropical forest of Timor Island
Regeneration of kabesak (Acacia leucophloea) in the primary forest of the Timor Island regenerationis dominated by tree stands than seedlings and saplings. Seedling and sapling supplies are very important for regulating or maintaining plant populations and their adaptation to environmental changes. This study aims to determine the effect of shades, herbivores, and seedlings height on the survival and growth of Kabesak seedlings in natural forests in Timor Island. The research was conducted in dry season, from July to December 2020. The stages in this study were determining the research location and selecting kabesak seedlings that grew in nature, marking and measuring of height of the selected kabesak seedlings. Data collection was done eight times with interval of three weeks including number of dead seedling and number of leaves for live seedlings. The results showed that the presence of shade can reduce the effects of drought, thereby increasing the survival of seedlings in the natural habitat of deciduous tropical forests. Apart from shading factors, seedling height during the dry season also affect the survival of kabesak seedlings, where there was no dead seedling with 15 cm or more height. The herbivores in this study were not found to be the main cause of death for seedlings. To ensure the survival of kabesak seedlings in their natural habitats, it is necessary to avoid kabesak seedlings < 15 cm from the effects of long-term drought, as well as from herbivores and fires

Respiratory function in power plant workers exposed to nitrogen dioxide.
BACKGROUND:
Power plant workers are potentially exposed to nitrogen dioxide (NO2) and may therefore be at higher risk of pulmonary diseases than the general population.
AIMS:
To assess the association of NO2 exposure with spirometric abnormalities in power plant workers.
METHODS:
Forced expiratory volume in 1 s (FEV1), forced vital capacity (FVC) and forced expiratory ratio (FER = FEV1/FVC) were correlated with demographic characteristics, smoking history and environmental exposure to NO2 in power plant workers exposed to environmental NO2 at work and in a control group of administrative employees. Twenty-four hour environmental NO2 concentrations were measured at each workplace.
RESULTS:
The concentrations of environmental NO2 ranged from 1.21 to 7.82mg m(-3) with a mean value of 3.91 + 1.51mg m(-3). The results showed that FEV1 and FVC were significantly lower in 347 power plant workers than in the 349 controls (P < 0.001). The FER was significantly correlated with age, environmental NO2 concentration, smoking and height.
CONCLUSIONS:
Occupational exposure to NO2 emissions in power plants is significantly associated with lung function abnormalities as assessed by spirometry. Spirometric measurements in power plant workers exposed to NO2 emissions may be an effective means of detecting early signs of impaired respiratory health in this group of workers
PENDAMPINGAN LITERASI DAN NUMERASI PADA MASA PANDEMI COVID 19 DI KABUPATEN MADIUN
During the covid 19 pandemic, PGRI Madiun University has carried out community service programs through assistance in handling Covid-19 and online and offline Literacy & Numeracy assistance in Jiwan and Pilangkenceng sub-districts, Madiun district. The service's flagship work programs are Reading Corner, Introduction to E-learning, Classroom learning assistance, Home visits, Making learning videos, Education on health protocols, Making hand sanitizers using local materials, and Making simple Faceshields.
The results of the activities show the success of abdimas. The Home visit work program has been well received by the parents of the students. The home visit program is carried out to assist students and parents independently at home so that they can overcome the learning crisis of students. The reading corner fosters student interest in reading, namely: as a facilitator for reading, as the closest reading material, comfortable, and attracts attention. The introduction of e-learning (google meet, zoom meeting, making digital presences, making questions via google forms and so on) has not been fully accepted quickly by students and teachers because of device constraints that do not support, many senior teachers are lacking in technology adaptation. Assistance in this class is guided by the tutor teacher. The civil servant teacher provides positive inputs to students and is assisted in overcoming all conditions encountered in the field. Making Learning Videos makes it easier for teachers and providing a teaching database made by students with the guidance of the tutor teacher to be uploaded on YouTube so that it can be accessed easily by students. Education on the application of health protocols carried out by socializing and providing posters related to health protocols, hand washing procedures and so on has increased student and community awareness in taking care of themselves, their families and the environment during the pandemic. The manufacture of hand sanitizers from local materials focuses on education, socialization, and providing trainings to provide antiseptics independently by using the main ingredients that are around them and additional materials that are abundantly available. The manufacture of a simple faceshield is carried out for the provision or manufacture of a faceshield as a repair tool from used 1.5-2L drinking bottles which are clear in color so that it is easier and cheaper
From Theory to Implementation of the Best Policy Instrument toProtect Human Health: a Brief Overview
Environmental quality of the operating theaters in Campania Region: long lasting monitoring results
BACKGROUND: The health risk level in the operating theaters is directly correlated to the safety level offered by the healthcare facilities. This is the reason why the national Authorities released several regulations in order to monitor better environmental conditions of the operating theaters, to prevent occupational injuries and disease and to optimize working conditions. For the monitoring of environmental quality of the operating theaters following parameters are considered: quantity of supplied gases, anesthetics concentration, operating theatres volume measurement, air change rate, air conditioning system and air filtration. The objective is to minimize the risks in the operating theaters and to provide the optimal environmental working conditions. This paper reports the environmental conditions of operating rooms performed for several years in the public hospitals of the Campania Region.
METHODS: Investigation of environmental conditions of 162 operating theaters in Campania Region from January 2012 till July 2014 was conducted. Monitoring and analysis of physical and chemical parameters was done. The analysis of the results has been made considering specific standards suggested by national and international regulations.
RESULTS: The study showed that 75% of the operating theaters presented normal values for microclimatic monitoring, while the 25% of the operating theaters had at least one parameter outside the limits. The monitoring of the anesthetics gases showed that in 9% of measurements of nitrous oxides and 4% of measurements of halogenated was not within the normal values
