    Voice assistants as gatekeepers for consumption? - how information intermediaries shape competition

    In December 2020, new regulation of digital markets was proposed by European Commission. It specifically addresses main concerns raised by business behavior of operators of core services in their gatekeeping positions. However, voice assistants (or digital personal assistants, DPAs, e.g. Apple’s Siri, Amazon’s Alexa, Google Assistant) are not included into this regulation. In contrast, the Internal Market and Consumer Protection Committee of European Parliament suggested to include them. This paper argues that (i) voice assistants as gatekeepers for consumption should be listed among core services, (ii) some Digital Market Act’s obligations need to be adopted to fit specifics of voice assistants, (iii) two relevant dimensions of power should be included into rebuttable presumptions used for competition policy and regulation: market power on voice assistants’ market and ecosystem of related markets (cross-market integration criterion), (iv) growth of new gatekeepers should be prevented, among other means by stricter merger control

    The article sets out to analyze the professional competencies on the standard European e-Competence Framework. The survey of information technology teachers of Ukrainian universities concerning the necessity of forming and development of European e-Competence Framework competencies allowed defining the priority areas for training and forming the content component of a model of professional competencies development of information technology university teachers. The proposed model distinguishes stages, factors, and resources for training teachers. Teachers’ attitude to motivation, time and money allocation for professional development was researched. The content component of the development of professional competences of teachers of information technologies is offered. Recommendations for training and advanced training of teachers of information technologies, assessment of the level of development of professional competence, was proposed

    Multicompartment Hard Capsule with Control Release Properties

    The present invention relates to a hard capsule made from a material such as gelatin, starch or a hydrophilic polymer. The capsule of the present invention is formulated into a delivery system which incorporates pharmacologically active components in three or more distinct compartments. When three compartments are utilized in the capsule, the outer compartment incorporates a drug and excipients into a layer which coats the outer part of the capsule. This layer represents the rapid release portion of the delivery system. The intermediate compartment comprises a powder formulation comprised of a drug and excipients which represents the intermediary speed release portion of the delivery system. The innermost compartment incorporates the active ingredient or ingredients in a multiparticulate form, such as small pellets, and represents the slow release component of the delivery system
