Representation in Westminster in the 1990s : The ghost of Edmund Burke
Why are 'trustee' notions of representation still invoked in the UK House of Commons in the 1990s? In answering this question this article analyses the premises of Burkean theory and the arguments that these premises are of little relevance in the late twentieth century. Despite these dismissals of trusteeship, Burkean ideas are still articulated in the Commons some 200 years after they were first voiced. The idea of trusteeship can prove extremely useful to justify the actions of representatives when those actions conflict with constituency 'opinion', party policy or the wishes of interest groups. Preliminary Report on Free Flight Tests
Results are presented for a series of tests made by the Advisory Committee's staff at Langley Field during the summer of 1919 with the objectives of determining the characteristics of airplanes in flight and the extent to which the actual characteristics differ from those predicted from tests on models in the wind tunnel, and of studying the balance of the machines and the forces which must be applied to the controls in order to maintain longitudinal equilibrium
Control in Circling Flight
This investigation was undertaken for the purpose of developing instruments that would record the forces and positions of all three controls, and to obtain data on the behavior of an airplane in turns. All the work was done on a standard rigged JN4H (airplane no. 2 of National Advisory Committee for Aeronautics, report no. 70). It was found that the airplane was longitudinally unstable and nose heavy; that it was laterally unstable, probably due to too little dihedral; and that it was directionally unstable, due to insufficient fin area, this last being very serious, for in case of a loss of rudder control the airplane immediately whips into a spin from which there is no way of getting it out. On the other hand, it was found possible to fly quite satisfactorily with the rudder locked, and safely, though not so well, with the ailerons locked
Accelerations in Flight
This report deals with the accelerations obtained in flight on various airplanes at Langley Field for the purpose of obtaining the magnitude of the load factors in flight and to procure information on the behavior of an airplane in various maneuvers. The instrument used in these tests was a recording accelerometer of a new type designed by the technical staff of the National Advisory Committee for Aeronautics. The instrument consists of a flat steel spring supported rigidly at one end so that the free end may be deflected by its own weight from its neutral position by any acceleration acting at right angles to the plane of the spring. This deflection is measured by a very light tilting mirror caused to rotate by the deflection of the spring, which reflected the beam of light onto a moving film. The motion of the spring is damped by a thin aluminum vane which rotates with the spring between the poles of an electric magnet. Angles of Attack and Air Speeds During Maneuvers
In seeking further information as to the nature of maneuvers and as to the maneuverability characteristics of airplanes, continuous measurements of the angles of attack and air speeds at several points along the wings have been made during spins and loops. Very striking results have been obtained with reference to the rolling velocity and the distribution of load in spins and the variation of the angle of attack in loops, a surprisingly large range of angle being experienced during slow loops. Applications of the AVE-Sesame data sets to mesoscale studies
Data collected by the lightning data concentrator are available for research. The Mark 3 McIDAS capability provides greater flexibility for the Marshall user community and serves as a model of future UW McIDAS to remote computer links. Techniques were investigated for the display of dynamic 3-D data sets. To date the most promising display technology is a polarized two CRT perspective display which allows both dynamic 3-D images and graphics presentations with full color capability. Algorithms were for the preparation and display of conventional and satellite based weather data in 3-D. These include gridding, contouring, and streamlining processors which operate on both real time and case study data bases. An upper air trajectory model was implemented which creates a display of air parcel trajectories in perspective 3-D. A subsystem for the generation of 3-D solid surface display with shading and hidden surface display with shading and hidden surface removal was tested and its products are currently being evaluated. Motion parallax introduced by moving the point of observation during display is an important depth cue, which, when added to the perspective parallax creates a very realistic appearing display
