    Penelitian ini memiliki tujuan untuk menganalisis implementasi kebijakan pemerintah dalam meningkatkan kualitas pendidikan di Aceh Barat, disertai penguraian upaya implementasi dan kendala dalam pelaksanaan kebijakan. Metode yang peneliti gunakan adalah kualitatif dengan pendekatan studi kasus, sumber data penelitian berasal dari wawancara dengan teknik purposive, observasi dan studi literatur. Tahapan analisi data menggunakan model analisis interaktif. Hasil penelitian menunjukkan jika dalam implementasi kebijakan peningkatan kualitas pendidikan di Aceh Barat belum menunjukkan hasil maksimal, akibat ketebatasan anggaran pelaksanaan program, masih minimnya kerjasama antara dinas pendidikan dan masyarakat, terdapat banyak lembaga pendidikan tapi tidak di ikuti kuantitas siswa yang cukup dan minim serta terbatasnya kualitas maupun kuantitas pengajar di lokasi terpencil. Maka, dapat disimpulkan bahwa implementasi kebijakan dalam meningkatkan kualitas pendidikan di Aceh Barat telah dilaksanakan dengan cukup baik, meski menghadapi berbagai masalah atau kendala dalam pelaksanaannya, sehingga diperlukan keseriusan dari pemerintah dan semua pihak untuk dapat bergerak bersama meningkatkan kualitas pendidikan di Aceh Bara

    In Aceh Barat Daya District, this essay examines the role of stakeholders as players in empowering the women's group "Agreed" through regional potential. This study employs a case study methodology and a qualitative research design. Data was gathered by observation, interviews, and documentation. Triangulation validity, reliability, and interactive analysis models were then used to analyze the data. The study's findings demonstrate that stakeholders have played a significant role as policy actors for empowerment programs since the implementation of the Participatory Missile Appraisal (PRA) and Participation Assessment Plan (MPA) processes, which prioritize community involvement. supported by the application of the ideas of corporate development, institutional development, and human development. However, it is clear from the existence of unresolved business issues like seasonal business, the lack of specialized training and enrichment of product innovation for groups, as well as the inability to organize businesses, that the needs of the "Agreed" women's group have not been met in practice as expected. So, solid cooperation between policy actors is needed in carrying out empowerment and more efforts to evaluate implementation to assess the level of success of the program being implemente

    THE LIGHT OF ACEH: IMPLEMENTASI KEBIJAKAN WISATA BERBASIS HALAL TOURISM DI KABUPATEN ACEH BARAT

    Referring to Aceh Qanun Number 8 of 2013 concerning Tourism, the implementation of Aceh tourism is based on faith and Islam or known as halal tourism. Regency/city governments are given the authority to regulate the implementation and management of tourism in their respective regions, including West Aceh district. This study aims to analyze the implementation of halal tourism policies in West Aceh district. The research method used is qualitative with a case study approach. Data collection was carried out through interviews, observation and documentation studies. There were 9 informants in this study who came from the Tourism, Youth and Sports Office of West Aceh Regency, Tourism Awareness Groups, Tourists and West Aceh Tourism Ambassadors in 2021. The results of the study show that the implementation of the halal tourism policy has been running quite optimally. Communications is carried out by building coordination with related agencies. Resources are still relatively minimal, both Human Resources and Financial Resources. Furthermore, there has been an attitude from the government in pursuing halal tourism practices. This can be seen from the provision of halal tourism facilities and infrastructure and the sanctions given to violators (Disposition). Regarding the bureaucratic structure, the policy is still guided by the Aceh Qanun Number 8 of 2013 concerning TourismMerujuk pada Qanun Aceh Nomor 8 Tahun 2013 tentang Kepariwisataan, penyelenggaraan pariwisata Aceh didasarkan pada akidah dan Islam atau dikenal dengan istilah wisata halal.  Pemerintah kabupaten/kota diberi kewenangan untuk mengatur penyelenggaraan dan pengelolaan kepariwisataan di daerahnya masing-masing termasuk kabupaten Aceh Barat. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan wisata halal di kabupaten Aceh Barat. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui wawancara, observasi dan studi dokumentasi. Informan dalam penelitian ini berjumlah 9 orang yang berasal dari Dinas Pariwisata, Pemuda dan Olahraga Kabupaten Aceh Barat, Kelompok Sadar Wisata, Wisatawan dan Duta Wisata Aceh Barat tahun 2021. Hasil penelitian menunjukkan bahwa implementasi kebijakan wisata halal sudah berjalan dengan cukup maksimal. Communications dilakukan dengan membangun koordinasi bersama dinas-dinas terkait. Resources yang tersedia masih tergolong minim, baik itu Sumber Daya Manusia maupun Sumber Daya Finansial. Selanjutnya sudah adanya sikap dari pemerintah dalam mengupayakan praktik wisata halal. Hal tersebut terlihat dari penyediaan sarana dan prasarana wisata halal serta adanya sanksi yang diberikan kepada pelanggar (Disposition).  Terkait dengan bureaucratic structure, kebijakan masih berpedoman pada Qanun Aceh Nomor 8 Tahun 2013 tentang Kepariwisataan

    IMPLEMENTASI PROGRAM PELAYANAN ADMINISTRASI TERPADU KECAMATAN PILOT PROJECT DI KABUPATEN ACEH BARAT

    Pelayanan publik adalah kegiatan yang berhubungan dengan memberikan pelayanan berupa jasa kepada masyarakat, persoalan yang sering muncul dalam pelayanan belum maksimalnya dengan permasalahan tersebut pemerintah berupaya untuk meningkatkan Pelayanan berdasarkan Peraturan Menteri Dalam Negeri Nomor 4 tahun 2010 tentang  Pedoman Pelayanan Administrasi Terpadu Kecamatan (PATEN). Pemerintah Aceh mengeluarkan Instruksi Gubernur Aceh nomor 01/INSTR/2011 tentang penerapan Pelayanan Administrasi Terpadu Kecamatan (PATEN) dalam wilayah Kecamatan Aceh khususnya Penelitian  dilakukan tiga (3) Kecamatan Johan Pahlawan, Meureubo dan Arongan Lambalek Kabupaten Aceh Barat. Namun dalam implementasi pelayanan PATEN masih belum terlaksana dengan baik.Metode yang digunakan secara deskriptif kualitatif dengan menggunakan teori implementasi dan pelayanan. Adapun penentuan informan menggunakan teknik non probabillity sampling degan cara purposive sampling hal ini karena dalam penelitian kualitatif penentuan informan melihat kedalaman data. Hasil penelitian menunjukkan bahwa hasil penelitian yang dilakukan di tiga (3) Kecamatan yang menjadi Pilot Project PATEN di Kabupaten Aceh Barat belum berjalan seperti yang amanahkan di dalam UU PATEN.Hal ini terlihat masih ada keluhan masyarakat terkait dengan pelayanan PATEN di tingkat Kecamatan. Selama ini Kecamatan hanya melayani perizinan non perizinan sedangkan untuk perizinan belum dilakukan, bahkan masih ada kecamatan yang belum mengetahui akan program PATEN untuk memudahkan masyarakat dalam mendapatkan pelayana

    [Bahasa]: Kondisi kehidupan nelayan tradisional di Desa Pulau Kayu identik dengan ekonomi yang rentan dan berpendapatan rendah sehingga memerlukan upaya penguatan ekonomi melalui pemberdayaan perempuan. Program pengabdian kepada masyarakat ini bertujuan memetakan kendala yang dihadapi kelompok usaha perempuan dalam memanfaatkan potensi lokal di Desa Pulau Kayu serta upaya untuk mengatasi kendala tersebut. Mitra utama pengabdian ini adalah 30 orang anggota Kelompok Usaha Perempuan “Sepakat” sebagai komunitas masyarakat pesisir.  Metode pengabdian yang digunakan berkonsep CBR (Community-Based Research). Hasil Program pengabdian ini berhasil memetakan kendala-kendala dalam pengembangan Kelompok Usaha Perempuan “Sepakat” di Desa Pulau Kayu mulai dari tidak stabilnya jumlah produksi, minimnya modal usaha, belum adanya kerjasama dan pendampingan dari pemerintah, kurangnya perhatian pemerintah dalam pemberdayaan perempuan yang berbasis potensi lokal, dan inovasi produk usaha yang terbatas. Program pengabdian mampu memecahkan kendala tersebut untuk mengoptimalkan pemanfaatan potensi lokal berbasis perempuan melalui program bantuan modal usaha, peningkatan keterlibatan pemerintah dalam kegiatan kelompok usaha perempuan dan pelaksanaan pelatihan pengolahan produk serta keuangan agar usaha kelompok perempuan “Sepakat” dapat berkembang lebih baik. Namun demikian program pengabdian kepada masyarakat ini memerlukan evaluasi dan monitoring pemerintah secara berkala agar hasil positif kegiatan ini dapat memberikan dampak yang berkelanjutan serta mampu menaikkan taraf hidup kelompok usaha perempuan “Sepakat” dan masyarakat di Desa Pulau Kayu. Kata Kunci: pemberdayaan perempuan, peningkatan ekonomi, kelompok usaha, masyarakat pesisir [English]: Traditional fishermen in Pulau Kayu Village experience vulnerable and low-income economic situations; therefore, initiatives to enhance the economy through women’s empowerment are required. This community service program aimed to identify and remove barriers preventing women's business groups from taking advantage of local resources in Pulau Kayu Village. The participants of this program were 30 members of the women's Business Group "Sepakat". The method used was CBR (Community-Based Research). The result shows that the program succeeds in identifying the challenges or impediments to the growth of women's business groups in Pulau Kayu Village, starting with the erratic production levels, the lack of business capital, the absence of government cooperation and support, the government's lack of focus on empowering women based on local potential, and the restricted innovation of business products. This community service program can solve these obstacles to optimize the utilization of women-based local potential by helping business capital, increasing government involvement in women's business group activities and conducting product processing and financial training so that the women's business group "Sepakat" can develop further. Regular evaluation and monitoring by the government are needed so that the positive results of this service program can have a sustainable impact and improve the standard of living of the "Sepakat" women's business group and the community in Pulau Kayu Village.     The Covid-19 pandemic has caused chaos in the living order of the world community, including Indonesia. As a maritime country with a high population in coastal areas, the pandemic has caused the economic stability of fishermen to decrease drastically, so solutions are needed in the form of empowerment programs not to cause greater problems. This study aims to find the implementation of the coastal community empowerment program carried out by the government in the era of the Covid-19 pandemic, Johan Pahlawan District, West Aceh Regency, which is the centre of fisheries and marine management locations in the Regency. The research method that the author uses is descriptive qualitative. The results found through this research are that the government's empowerment during the pandemic is mostly only in the form of financial assistance. They even realize the aid funds provided to fishermen groups are still not on target. Therefore, this study concludes that implementing the coastal community empowerment program by the government remains inappropriate and unsuccessful in overcoming the problems faced by fishermen back from the past to the current Covid-19 pandemic.     This study aims to analyze the application of e-government through the SIMDA application at the Transmigration and Manpower Office of West Aceh Regency. using qualitative methods with data collection techniques in the form of interviews and observations, where researchers used purposive techniques, data were analyzed by means of reduction, data presentation and drawing conclusions. The results of the study show that if the implementation of financial SIMDA is well implemented, where the users understand and support the SIMDA use policy, but network resources and human resources are still lacking, financial SIMDA also does not exist, followed by structures that do not match the needs so that tasks overlap. The existence of financial SIMDA has supported the implementation of e-government, because it is a digital application that is easy to use, the information produced is reliable and data security is maintained, data content is accurate with a simple display, and users and beneficiaries strongly support the implementation of financial SIMDA, but there is no interaction forum. between the user and the user system. Therefore the government established Law No. 33 and 34 of 1964 concerning liability for accident risk carried out by PT. Jasa Raharja . PT. Jasa Raharja is a state-owned enterprise (BUMN) that guarantees traffic accident insurance through compulsory contributions from passengers and mandatory donations from vehicle owners. But many people do not know yet, when an accident occurs the victims blame each other, burden each other or bear all the risks of the accident. Furthermore, many people do not yet clearly know the procedures, requirements and other provisions for obtaining accident compensation. PT. Jasa Raharja, representative of Meulaboh as the institution responsible for providing accident compensation, has carried out a coding program related to the delivery of information or the socialization of the insurance business. This service program was attended by 40 participants from State Administration Science Teuku Umar University students.
