    The Uncertainty of Valuation

    Valuation is often said to be “an art not a science” but this relates to the techniques employed to calculate value not to the underlying concept itself. Valuation is the process of estimating price in the market place. Yet, such an estimation will be affected by uncertainties. Uncertainty in the comparable information available; uncertainty in the current and future market conditions and uncertainty in the specific inputs for the subject property. These input uncertainties will translate into an uncertainty with the output figure, the valuation. The degree of the uncertainties will vary according to the level of market activity; the more active a market, the more credence will be given to the input information. In the UK at the moment the Royal Institution of Chartered Surveyors (RICS) is considering ways in which the uncertainty of the output figure, the valuation, can be conveyed to the use of the valuation, but as yet no definitive view has been taken. One of the major problems is that Valuation models (in the UK) are based upon comparable information and rely upon single inputs. They are not probability based, yet uncertainty is probability driven. In this paper, we discuss the issues underlying uncertainty in valuations and suggest a robability-based model (using Crystal Ball) to address the shortcomings of the current model.

    Actually existing racial capitalism: Financialisation and bordering in UK housing associations

    Abstract: This paper provides a critical intervention into recent geographical debates on racial capitalism, interrogating the role that Housing Associations (HAs), the main form of UK social housing, play in its (re)production. Housing Associations are institutional, third‐sector spaces within which novel forms of financialisation and bordering take place. Race is central to these processes, but insufficient critical attention has been afforded to the intersections of class, race, and migratory status in extant research on UK HAs. Moreover, existing research into housing and racial capitalism is provincial in its North American focus, typically examining home ownership and private renting. We argue this is a significant lacuna given that new and multiple forms of racialised exclusion, inequality, and extraction cohere in social housing. There is accordingly a pressing need for a robust interrogation of racial capitalisms through UK HAs, and of the role of HAs via the conceptual lens of racial capitalism. In concluding, the paper argues for a new focus on ‘actually existing’ racial capitalisms, and the need for detailed analyses of the logics and practices of racial capitalisms across a variety of sites and scales, helping debates move beyond their conceptual heartland in North America

    Developmental validation of the ParaDNA(®) Intelligence System-A novel approach to DNA profiling.

    DNA profiling through the analysis of STRs remains one of the most widely used tools in human identification across the world. Current laboratory STR analysis is slow, costly and requires expert users and interpretation which can lead to instances of delayed investigations or non-testing of evidence on budget grounds. The ParaDNA(®) Intelligence System has been designed to provide a simple, fast and robust way to profile DNA samples in a lab or field-deployable manner. The system analyses 5-STRs plus amelogenin to deliver a DNA profile that enables users to gain rapid investigative leads and intelligent prioritisation of samples in human identity testing applications. Utilising an innovative sample collector, minimal training is required to enable both DNA analysts and nonspecialist personnel to analyse biological samples directly, without prior processing, in approximately 75min. The test uses direct PCR with fluorescent HyBeacon(®) detection of STR allele lengths to provide a DNA profile. The developmental validation study described here followed the Scientific Working Group on DNA Analysis Methods (SWGDAM) guidelines and tested the sensitivity, reproducibility, accuracy, inhibitor tolerance, and performance of the ParaDNA Intelligence System on a range of mock evidence items. The data collected demonstrate that the ParaDNA Intelligence System displays useful DNA profiles when sampling a variety of evidence items including blood, saliva, semen and touch DNA items indicating the potential to benefit a number of applications in fields such as forensic, military and disaster victim identification (DVI)
