Investigating Professional Development Policy and Practice for Educational Policy-Makers in Vietnam: An Exploratory Study
There has been a large number of studies concerning professional development at the micro level. However, little research has been particularly conducted to investigate professional development at the macro level. This study aims to explore professional development policy and practice in a Vietnamese government department. Using a qualitative with two focus group discussions including 11 participants and semi-structured interviews with 14 people, the study investigates professional development for state policy-makers in testing and quality assurance in Vietnam. Results show that these government officials themselves actively looked for professional development programmes together with receiving support from their organisational leaders. The research findings also reveal that top-down and bottom-up professional development mechanisms are being implemented. However, professional development policy has not been documented in this government agency. It is suggested that professional development policy aligned with best practices should be discussed, developed and evaluated by agency members and soon approved by the agency’s leader
The Influence of Investor's Characteristics on the Perception About the Selling Price of Luxury Apartments in Hanoi
This research was conducted to investigate the impact of investor's characteristics on the perception about the selling price of luxury apartments in Hanoi, Vietnam. Data were collected through a survey with 458 real estate employees from Hanoi. With this data, we have used descriptive statistics, Cronbach's Alpha to determine the level of impact of the independent variable on the dependent variable, i.e. the perception about the selling price of luxury apartments. The results showed that the determinant is the investor's characteristics which have positive relationships with the perception about the selling price of luxury apartments in Hanoi. Based on this finding, this paper gives several recommendations for improvement the perception about the selling price of luxury apartments in Hanoi. Improved Sensor Fault-Tolerant Control Technique Applied to Three-Phase Induction Motor Drive
An improved fault-tolerant control (FTC) method using mathematical functions is applied to the induction motor drive (IMD) against current sensors and speed encoder failures, which occur when the sensor is disconnected or completely damaged. The IMD with two current sensors and an encoder is speed controlled based on the field-oriented control (FOC) technique in regular operation. In this paper, an FTC unit is implemented in the FOC controller to detect and solve the sensor fault to increase the reliability of the speed control process. The measured stator currents and the feedback speed signal are integrated into the diagnosis algorithms to create a sensor fault-tolerant control function. Three diagnosis functions operating in a defined sequence are proposed for determining the health status of current and speed sensors. The FTC function performs isolation and replaces the faulty sensor signals with the proper estimated signals; then, the IMD will operate in the corresponding sensorless mode. Simulations will be performed to verify the accuracy and reliability of the proposed method under various sensor faults
Stabilization for equal-order polygonal finite element method for high fluid velocity and pressure gradient
This paper presents an adapted stabilisation method for the equal-order mixed scheme of finite elements on convex polygonal meshes to analyse the high velocity and pressure gradient of incompressible fluid flows that are governed by Stokes equations system. This technique is constructed by a local pressure projection which is extremely simple, yet effective, to eliminate the poor or even non-convergence as well as the instability of equal-order mixed polygonal technique. In this research, some numerical examples of incompressible Stokes fluid flow that is coded and programmed by MATLAB will be presented to examine the effectiveness of the proposed stabilised method
An assessment of multidimensional urban poverty in Vietnam central cities
Cross section data from the Vietnam Household Living Standard Survey 2008 (VHLSS2008) was used to estimate multidimensional poverty in five urban central cities (Ha Noi, Hai Phong, Da Nang, Ho Chi Minh, and Can Tho) in Viet Nam following the methodology developed by Alkire & Santos (2010). Five dimensions of poverty were considered in the study including education, health, standard of living, economic well-being, and employment labor. The findings show that multidimensional poverty is significantly high in central cities, especially in Ho Chi Minh City. The multidimensional poor suffer from the high deprivation intensity of indicators as type of dwelling, underemployment, housing space, and working time. Moreover, five urban central cities present non-depreciable level of deprivation in electricity. Under-employment deprivation significantly increases its contribution as it receives a higher weight in the estimation. The study highlights the potential application of the methodology for national poverty measurement at multidimensional level as well as a tool for state budget allocation
Innovations in Water Management for Sustainable Development of Higher Education Institutions: Experience from Ton Duc Thang University, Vietnam
Ton Duc Thang University (TDTU), which was established in 1997, is a fully autonomous public university in Vietnam. After over 22 years of development, TDTU is now the number one university in Vietnam for all aspects. In 2019, TDTU was ranked the 1st in Vietnam and ranked 165th in the world on sustainable development by UI GreenMetric World University Rankings (UI GreenMetric). Among six categories of UI GreenMetric, including: setting and infrastructure, energy and climate change, waste, water, transport, and education, the water category of TDTU achieved 725 points out of 1000 maximum points (72.50%). This paper presents water management of TDTU, focusing on water conservation, water recycling, the use of water efficient appliances and piped water consumption. Specifically, the paper highlights innovations in water management that TDTU has implemented during the past few years. Production and marketing constraints of dairy farmers in Son La milk value chain, Vietnam

Despite the amazing fact that farmers’ participation in the dairy value chain has promised the better outcome, there are still millions of rural farmer households struggling against the inefficient production and marketing, and decline with hope of improving their main source of income. Plus the extreme price volatility and the market power of downstream actors, rural dairy farmers with small-scale production have verged to the edge of selling up the whole supply chain. This paper attempted to analyze the production and marketing constraints faced by the local dairy farmers in the milk value chain of Northern mountainous Sonla provinces of Vietnam. The Pearson’s chi-square test was employed to assess the statistical significance of farmer’s responses across the study sites. The results of the study revealed farmers produce and different marketing different qualities of milk to two main buyers under the constraints of high input prices, feed scarcity, exploitation by downstream actors, capital investment inadequacy, inadequate poor market information and knowledge, lack of technical support from dairy manufacturer and local authority, land limit, and cow diseases
The Values of Recommendations by Quality Assurance Papers: The Case of Vietnam
Many scientific articles on quality in higher education are published every year. Ideally, these articles are read, studied and moreover used by others. However, the usability of articles on quality in higher education by scholars and quality responsible staff in institutions is not obvious. Do the right people read the articles? And moreover, are the recommendations of these articles transportable to the different contexts they are working in? This article summarizes some of the lessons learned from the articles published in the journal Quality in Higher Education from September 2021 to October 2022. It also relates the results to the Vietnamese higher education context. In doing so, the article presents a set of useful findings of international research for higher education in Vietnam and maybe in other Asian countries in comparable contexts. Furthermore, the authors propose a way to determine the usability of research results in another context
Integration of Sustainable Development Goals (SDGs) into Institutional Development Strategy: Recommendations for Vietnamese Universities
The 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development, which were endorsed by global leaders at a United Nations meeting in September 2015, entered into force on January 1st, 2016. These objectives seek to coordinate worldwide endeavours to end inequality, combat climate change, and eradicate all forms of poverty while guaranteeing that no one is left behind. This study focuses on synthesizing reports and scholarly papers discussing the integration of the United Nations’ 17 SDGs into higher education worldwide to propose recommendations for Vietnam. The results from document analysis show that universities play a significant role in the implementation of the SDGs. Moreover, the key areas to integrate the SDGs into the institution’s strategic planning are education, research, cooperation and community services, and institutional governance and operations. It is suggested that to integrate the SDGs into the development strategy, Vietnamese universities should understand the SDGs, conduct a sustainable assessment, build sustainability policies, engage stakeholders, and regularly monitor and report progress toward the SDGs
