    Community-Based Measures to Against the COVID-19: An Experience From Vietnam With Consecutive 3 Months of no New Infection in the Community During the First Wave of Pandemic

    Vietnam has faced a high risk of transmission of COVID-19 during the pandemic. Despite the specific challenges that come with a low-resource country, the Vietnamese government has provided a sustainable response, demonstrating both great capacity and rapid decision-making to manage the entirety of the COVID-19 outbreak with lessons learned from the SARS and H1N1 epidemics in 2003 and 2009, respectively. A rapid response, specific epidemiological F0–F5 tracing system, and public education are some of the key measures that have helped Vietnam to control the outbreak. As of July 15, 2020, Vietnam has reported 373 accumulated confirmed cases and no deaths within the last 90 consecutive days of no new infections in the community. Vietnam can now consider declaring an end to the COVID-19 crisis on their part

    Ecpoc: an evolutionary computation-based proof of criteria consensus protocol

    Recently, blockchain technology has been applied in many domains in our life. Blockchain networks typically utilize a consensus protocol to achieve consistency among network nodes in a decentralized environment. Delegated Proof of Stake (DPoS) is a popular mechanism adopted in many networks such as BitShares, EOS, and Cardano because of its speed and scalability advantages. However, votes that come from nodes on a DPoS network tend to support a set of specific nodes that have a greater chance of becoming block producers after voting rounds. Therefore, only a small group of nodes can be selected to become block producers. To address this issue, we propose a new protocol called Evolutionary Computation-based Proof of Criteria (ECPoC), which uses ten criteria to evaluate and select a new block procedure in each round. Next, a set of optimal weights used for maximizing the network’s decentralization level is identified through the use of evolutionary computation algorithms. The experimental results show that our consensus significantly enhances the degree of decentralization in the selection process of witness nodes compared to DPoS.     The effect of polyamine 70000 (BT70) on the zinc plating process in the non-cyanide alkaline plating bath

    The effect of polyamine having molecular weight 70,000u (BT70) in the non-cyanide alkaline plating bath on the morphological zinc electrodeposited coating was investigated. The obtained results from the reflectance of electrodeposited zinc coating by a suitable range of electro-current density and SEM images showed that BT70 had effect on the zinc plating in comparison with the zinc deposits from plating bath without BT70. The electrodeposited coating surface was rough and poor adhesion. However, adding BT70 into the plating bath led to the surface roughness of electrodeposited coating and grand size being reduced. Zinc electrodeposited coating from a plating bath containing BT70 at 0.5 g/L, respectively, experienced the highest reflectance, equal 46 % of the electrodeposited coating from the bath containing commercial additives. Hull method showed that the zinc deposited coating surface became smoother with the presence of polyamine in non-cyanide alkaline zinc plating solution. The zinc deposited coating had a semi-gloss scope at 10 A/dm2. If the BT70 content increased, the semi-gloss scop and the gloss of samples’ surfaces also grew up. Keywords.     Results of acute cerebral infarction treatment with hyperbaric oxygen therapy, 2020–2022

    Background: Cerebral stroke is the third leading cause of death after cardiovascular disease, cancerand the leading cause of disability for patients. Hyperbaric oxygen is a non-drug treatment that hasthe potential to improve brain function for patients with ischaemic stroke. The objective of this study wasto evaluate the results of treatment of acute cerebral infarction with hyperbaric oxygen therapy (HBOT).Materials and methods: This was a case-control study. One hundred ninety-five patients diagnosed withcerebral infarction, with signs of onset within 24 hours, were treated at the Centre for Underwater Medicineand Hyperbaric Oxygen of Vietnam National Institute of Maritime Medicine during the period from January2020 to December 2022. Study group included 100 patients with acute cerebral infarction treated witha combination of HBOT and medication and reference group included 95 patients treated by medicationonly (antiplatelets drugs, statins, control of associated risks factors)Results: After 7 days of treatment with hyperbaric oxygen (HBO), symptoms such as headache, dizziness,nausea, sensory disturbances, and Glasgow score of the study group improved better than that of the referencegroup (p < 0.01). Movement recovery in the study group was better than the reference group:the percentage of patients with mild and moderate paralysis in the study group increased higher than thatof the reference group (86.0% and 68.4%), the degree of complete paralysis of the study group decreasedmore than that of the reference group (14.0% and 31.6%). The degree of independence in daily activitiesin the study group was better than the reference group. In the study group, the percentage of patients withcomplete independence in daily life increased from 27.0% to 84.0%. In the reference group, the rate of patientswho were independent in their daily activities increased from 37.9% to 51.6%. The average numberof treatment days of the study group was 10.32 ± 2.41 days and it the reference group 14.51 ± 3.24 days.Conclusions: Hyperbaric oxygen therapy is a non-drug treatment with many good effects in the treatmentof cerebral infarction, especially acute cerebral infarction. HBOT reduces and improves functional symptoms,improves mobility, and reduces treatment time for patients

    Research on marine environment and coral distribution on Nam Yet island using VNRedsat-1 and QuickBird images

    Based on the processing of VNRedsat-1 and QuickBird images in the area of Truong Sa archipelago, the research results showed the efficiency of assessing marine environmental characteristics in surroundings of these islands. In this paper, we presented the research results on Nam Yet island and adjacent area. The marine parameters in this research include sea surface temperature (SST) and chlorophyll-a concentration in the surface layer as well as in the deep layers of 20m and 40m, the distributions of the ground objects such as coral shelf, sand accumulation, coral reef combined with seagrass and seaweed. The accuracy of assessment of supervised and unsupervised classified results is approximate of 87.8%. The research results allowed assessing the environmental characteristics, warning of the risk of erosion and coastal line change in the study area

    Network Coding with Multimedia Transmission and Cognitive Networking: An Implementation based on Software-Defined Radio

    Network coding (NC) is considered a breakthrough to improve throughput, robustness, and security of wireless networks. Although the theoretical aspects of NC have been extensively investigated, there have been only few experiments with pure NC schematics. This paper presents an implementation of NC under a two-way relay model and extends it to two\ua0non-straightforward scenarios: (i) multimedia transmission with layered coding and multiple-description coding, and (ii) cognitive radio with Vandermonde frequency division multiplexing (VFDM). The implementation is in real time and based on software-defined radio (SDR). The experimental results show that, by combining NC and source coding, we can control the quality of the received multimedia content in an on-demand manner. Whereas in the VFDM-based cognitive radio, the quality of the received content in the primary receiver is low (due to imperfect channel estimation) yet retrievable. Our implementation results serve as a proof for the practicability of network coding in relevant applications

    Prevalence of arterial hypertension in Vietnamese seafarers aboard merchant vessels: a cross-sectional study

    Background: Hypertension is one of the leading causes of morbidity and mortality globally. It is a major riskfactor for major cardiovascular events such as stroke, myocardial infarction, heart failure, kidney failure,and blindness. The aim of this research is to assess the prevalence and some factors related to arterialhypertension on Vietnamese seafarers aboard merchant vessels.Materials and methods: Seven hundred eight Vietnamese seafarers working aboard merchant ships wereexamined at the Institute of Marine Medicine before going to sea during the period from January 2022to December 2022. It was a cross-sectional descriptive epidemiological study. The following parameterswere measured: blood pressure, height, weight, waist circumference, buttock circumference to assess theprevalence of hypertension, overweight, and obesity. Seafarers we directly interviewed about workplaceon ships and physical exercise, smoking tobacco, alcohol abuse, and anxiety symptoms to identify severalfactors associated with hypertension.Results: The prevalence of hypertension in seafarers was 32.9%, prehypertension 26.4%, overweight32.4%, obesity 13.3%, abdominal obesity 47.7%. Factors related to hypertension of seafarers included: jobduration at sea > 10 years, odds ratio (OR) = 8.23 (95% confidence interval [CI] 4.34–17.27); non-officers,OR = 2.11 (95% CI 1.45–2.82); engine room crew, OR = 2.11 (95% CI 1.45–3.58); obesity, OR = 3.34(95% CI 2.15–5.63); abdominal obesity, OR = 9.12 (95% CI 4.23–18.45); current smoking, OR = 1.32(95% CI 1.02–1.99); irregular exercise, OR =1.43 (95% CI 1.03–2.18); anxiety symptoms, OR = 1.56 (95%CI 1.08–2.27).Conclusions: Hypertension is a health problem for Vietnamese seafarers.
