    WETLANDS, WILDLIFE, AND WATER QUALITY: TARGETING AND TRADE OFFS

    Cost-effective targeting of conservation activities has only recently been addressed by economists. Most work to date has focused on finding the best locations to set aside land for the protection of biodiversity. An economic approach to the problem, where biodiversity reserve networks are delineated to maximize the number of species protected subject to a budget constraint, has been shown to be much more cost-effective than the standard approach, where reserve networks are delineated subject to an area constraint, ignoring differences in costs across sites. This paper is among the first to use spatially explicit models of production functions for ecosystem services in an optimization framework for prioritizing sites for wetlands restoration. Tradeoffs between two classes of environmental benefits from wetlands restoration, habitat, and water quality were assessed in the Central Valley of California. Habitat benefits were estimated by a count regression model that relates breeding mallard abundances to the configuration of land use types in the study area, and water quality benefits were estimated by a spatially distributed model of nonpoint source pollution and nutrient attenuation in wetlands. Two decision scenarios were analyzed. In the first scenario the optimal configuration of restoration activity was determined for a small watershed, and in the second scenario sites were selected from those offered for enrollment in an easement program throughout the valley. The results reveal the potential for gains in effectiveness from spatial targeting, and they suggest that there will be substantial tradeoffs between environmental benefits. Maximizing habitat quality in the small watershed yielded a 34% increase in mallard abundance and a 3% decrease in nitrogen loads to the river. In contrast, maximizing water quality resulted in a 25% decrease in nitrogen loads and a 2% increase in mallard abundance. Qualitatively similar results were obtained when sites were selected from a set of offered sites throughout the valley, but the tradeoffs were not as severe. The results also suggest that at traditional funding levels the Wetlands Reserve Program in California could reduce nitrogen loads to rivers by approximately 29,000 kg and increase total mallard abundance in the breeding season by approximately 150 individuals throughout the Central Valley in a given year.Resource /Energy Economics and Policy,

    The Preparation of Cyclic Organic Carbonyl Compounds from ƞ5-Cyclopentadienyltetracarbonylvanadium and Substituted Acetylenes

    Studies on the reactivity of many transition metal carbonyl complexes with various acetylenes have generated significant interest in the field of organometallic chemistry, but little effort has been put forth to make use of these compounds as genuine organic reagents. Most metal carbonyl compounds generate both organic and organometallic products, where oxidative cleavage becomes necessary to obtain the organic moiety. (35-c5H5)v(CO)4 is an oxygen-sensitive carbonyl complex which has been shown to thermally react with bis-(pentafluoro­phenyl)acetylene to produce cyclic carbonyl compounds in high yield, particularly the quinone derivative, with few organometallic products. The thermal reactivity of (35-c5H5)v(CO)4 is characterized with various symmetrically and non-symmetrically substituted acetylenes, wiU, emphasis placed on the effect of electron-donating and withdrawing substituents on the alkyne. It was found that in general, acetylenes with electron-donating substituents such as 3-hexyne, bis-(trimethyl­silyl)acetylene, and 2-butyne-1,4-diol will not react with (35-c5H5)v(CO)4 to form organic carbonyl compounds. Acetylenes with electron-withdrawing substituents were found to react readily with this vanadium compound to form a variety of cyclic structures, including cyclopentadienones, quinones, tropones, and substituted benzene derivatives. Acetylenes in this catagory include dimethylacetylene dicarboxylate, diphenylacetylene, and pentafluorophenyl phenyl acetylene.     Prison Research from the Inside: The Role of Convict Autoethnography

    A perspective that has often been absent in criminal justice research is that of former prisoners. This article discusses the establishment, in 1997, of “convict criminology,” a group of scholars producing research informed by their experiences of crime and the criminal justice process; that is, either those who have served time themselves or who have operated alongside prisoners as professionals in custodial settings. It is argued that such scholars face similar dilemmas to others in terms of emotionalism, but suggests that their emotions are of a different nature. While an “insider” perspective cannot lay claim to scientific “objectivity,” the article argues that the existence of emotion does not invalidate an “insider” criminologist’s views. Rather, the passion engendered by the experience of incarceration can add color, context, and contour to data collection, findings, and analysis and may therefore be regarded as an essential thread in the tapestry of criminological inquiry

    Comparison of bacterioneuston and bacterioplankton dynamics during a phytoplankton bloom in a fjord mesocosm

    The bacterioneuston is the community of Bacteria present in surface microlayers, the thin surface film that forms the interface between aquatic environments and the atmosphere. In this study we compared bacterial cell abundance and bacterial community structure of the bacterioneuston and the bacterioplankton (from the subsurface water column) during a phytoplankton bloom mesocosm experiment. Bacterial cell abundance, determined by flow cytometry, followed a typical bacterioplankton response to a phytoplankton bloom, with Synechococcus and high nucleic acid (HNA) bacterial cell numbers initially falling, probably due to selective protist grazing. Subsequently HNA and low nucleic acid (LNA) bacterial cells increased in abundance but Synechococcus did not. There was no significant difference between bacterioneuston and bacterioplankton cell abundances during the experiment. Conversely, distinct and consistent differences between the bacterioneuston and the bacterioplankton community structure were observed. This was monitored simultaneously by Bacteria 16S rRNA gene terminal restriction fragment length polymorphism (T-RFLP) and denaturing gradient gel electrophoresis (DGGE). The conserved patterns of community structure observed in all of the mesocosms indicate that the bacterioneuston is distinctive and non-random

    Trends in Competition and Profitability in the Banking Industry: A Basic Framework

    This paper brings to the forefront the assumptions that we make when focusing on a particular type of explanation for bank profitability. We evaluate a broad field of research by introducing a general framework for a profit maximizing bank and demonstrate how different types of models can be fitted into this framework. Next, we present an overview of the current major trends in European banking and relate them to each model’s assumptions, thereby shedding light on the relevance, timeliness and shelf life of the different models. This way, we arrive at a set of recommendations for a future research agenda. We advocate a more prominent role for output prices, and suggest a modification of the intermediation approach. We also suggest ways to more clearly distinguish between market power and efficiency, and explain why we need time-dependent models. Finally, we propose the application of existing models to different size classes and sub-markets. Throughout we emphasize the benefits from applying several, complementary models to overcome the identification problems that we observe in individual models.
