    O artigo busca discutir se o impacto das mudanças políticas, ocorridas na América do Sul a partir da primeira de década do século, influenciou a compra de equipamentos militares por alguns países da região. O surgimento de novos governos, com forte inclinação à esquerda, ocorreu concomitantemente com uma clara mudança no padrão clássico de compra de equipamentos de defesa. Países europeus e os EUA passaram a ser preteridos, em contraponto a Rússia e China, como fornecedores de armamentos para as várias forças armadas sul-americanas.The article tries to discuss if the impact of the political changes, which occurred in South America from the first decade of the century, influenced the purchase of military equipment by some countries of the region. The emergence of new governments, with a strong left leaning, occurred concurrently with a clear change in the classic pattern of buying defense equipment. European countries and the US have come to be preferred, as opposed to Russia and China, as suppliers of arms to the various South American armed forces

    Seeing like a routier: routiers’ borderscapes between Southern Europe and West Africa

    Routier is the self-designation employed by Senegalese men driving decades-old vehicles overloaded with mostly second-hand items from Southern Europe to be sold in West Africa. This activity involves navigating a constellation of overlapping politico-administrative, socio-economic, cultural and geographical borders. Building on the concept of borderscapes, whose plasticity and aesthetic qualities allows us to interrogate diverse border universes, this essay visually explores routiers border(ing) enactments and contingent meanings.     Efficient Computation of Multiple Density-Based Clustering Hierarchies

    HDBSCAN*, a state-of-the-art density-based hierarchical clustering method, produces a hierarchical organization of clusters in a dataset w.r.t. a parameter mpts. While the performance of HDBSCAN* is robust w.r.t. mpts in the sense that a small change in mpts typically leads to only a small or no change in the clustering structure, choosing a "good" mpts value can be challenging: depending on the data distribution, a high or low value for mpts may be more appropriate, and certain data clusters may reveal themselves at different values of mpts. To explore results for a range of mpts values, however, one has to run HDBSCAN* for each value in the range independently, which is computationally inefficient. In this paper, we propose an efficient approach to compute all HDBSCAN* hierarchies for a range of mpts values by replacing the graph used by HDBSCAN* with a much smaller graph that is guaranteed to contain the required information. An extensive experimental evaluation shows that with our approach one can obtain over one hundred hierarchies for the computational cost equivalent to running HDBSCAN* about 2 times.Comment: A short version of this paper appears at IEEE ICDM 2017.
