    Commercially Hosted Government Payloads: Lessons from Recent Programs

    In a commercially hosted operational mode, a scientific instrument or operational device is attached to a spacecraft but operates independently from the spacecraft s primary mission. Despite the expected benefits of this arrangement, there are few examples of hosted payload programs actually being executed by government organizations. The lack of hosted payload programs is largely driven by programmatic challenges, both real and perceived, rather than by technical challenges. Partly for these reasons, NASA has not sponsored a hosted payload program, in spite of the benefits and visible community interest in doing so. In the interest of increasing the use of hosted payloads across the space community, this paper seeks to alleviate concerns about hosted payloads by identifying these programmatic challenges and presenting ways in which they can be avoided or mitigated. Despite the challenges, several recent hosted payload programs have been successfully completed or are currently in progress. This paper presents an assessment of these programs, with a focus on acquisition, costs, schedules, risks, and other programmatic aspects. The hosted payloads included in this study are the Federal Aviation Administration's Wide Area Augmentation System (WAAS) payloads, United States Coast Guard's Automatic Identification System (AIS) demonstration payload, Department of Defense's IP Router In Space (IRIS) demonstration payload, the United States Air Force's Commercially Hosted Infrared Payload (CHIRP), and the Australian Defence Force's Ultra High Frequency (UHF) payload. General descriptions of each of these programs are presented along with issues that have been encountered and lessons learned from those experiences. A set of recommended approaches for future hosted payload programs is presented, with a focus on addressing risks or potential problem areas through smart and flexible contracting up front. This set of lessons and recommendations is broadly applicable to future hosted payload programs, whether they are technology demonstrations, communications systems, or operational sensors.     The Potential for Hosted Payloads at NASA

    The 2010 National Space Policy encourages federal agencies to actively explore the use of inventive, nontraditional arrangements for acquiring commercial space goods and services to meet United States Government requirements, including...hosting government capabilities on commercial spacecraft. NASA's Science Mission Directorate has taken an important step towards this goal by adding an option for hosted payload responses to its recent Announcement of Opportunity (AO) for Earth Venture-2 missions. Since NASA selects a significant portion of its science missions through a competitive process, it is useful to understand the implications that this process has on the feasibility of successfully proposing a commercially hosted payload mission. This paper describes some of the impediments associated with proposing a hosted payload mission to NASA, and offers suggestions on how these impediments might be addressed. Commercially hosted payloads provide a novel way to serve the needs of the science and technology demonstration communities at a fraction of the cost of a traditional Geostationary Earth Orbit (GEO) mission. The commercial communications industry launches over 20 satellites to GEO each year. By exercising this repeatable commercial paradigm of privately financed access to space with proven vendors, NASA can achieve science goals at a significantly lower cost than the current dedicated spacecraft and launch vehicle approach affords. Commercial hosting could open up a new realm of opportunities for NASA science missions to make measurements from GEO. This paper also briefly describes two GEO missions recommended by the National Academies of Science Earth Science Decadal Survey, the Geostationary Coastal and Air Pollution Events (GEO-CAPE) mission and the Precipitation and All-weather Temperature and Humidity (PATH) mission. Hosted payload missions recently selected for implementation by the Office of the Chief Technologist are also discussed. Finally, there are technical differences specific to hosted payloads and the GEO environment that must be considered when planning and developing a hosted payload mission. This paper addresses some of payload accommodation differences from the typical NASA LEO mission, including spacecraft interfaces, attitude control and knowledge, communications, data handling, mission operations, ground systems, and the thermal, radiation, and electromagnetic environment. The paper also discusses technical and programmatic differences such as limits to NASA's involvement with commercial quality assurance processes to conform to the commercial schedule and minimizing the price that makes hosted payloads an attractive option

    ‘We are labeled as gang members, even though we are not’: belonging, aspirations and social mobility in Cartagena

    This paper explores how belonging and aspirations interact to shape marginalized young Colombians’ strategies for upward social mobility. Recent literature has argued that in the context of inequality and poverty, social mobility is constrained by people’s inability to aspire to and/or achieve their aspirations. The majority of this literature is from the economics field and looks at the way poverty acts as a brake on social mobility. This paper provides an additional interdisciplinary analysis of the role of ‘belonging’ (to places and social class) in influencing aspirations of young Colombians. Findings are based on ethnographic fieldwork with young people from two marginalized neighborhoods in Cartagena. It is argued that aspirations are closely linked to belonging and the extent to which young people feel integral to or distanced from their localities. Using a Bourdieusian perspective, the paper examines how belonging is developed and how it influences behavior, orientations and future prospects. This approach generates insights into young people’s apparent low aspirations beyond the explanation of internal behavioral poverty traps. In so doing, it provides a more comprehensive understanding of how societal structures limit aspiration development and achievement

    Comparison of Satellite Observations of Nitrogen Dioxide to Surface Monitor Nitrogen Dioxide Concentration

    Nitrogen dioxide is one of the U. S. EPA s criteria pollutants, and one of the main ingredients needed for the production of ground-level ozone. Both ozone and nitrogen dioxide cause severe public health problems. Existing satellites have begun to produce observational data sets for nitrogen dioxide. Under NASAs Earth Science Applications Program, we examined the relationship between satellite observations and surface monitor observations of this air pollutant to examine if the satellite data can be used to facilitate a more capable and integrated observing network. This report provides a comparison of satellite tropospheric column nitrogen dioxide to surface monitor nitrogen dioxide concentration for the period from September 1996 through August 1997 at more than 300 individual locations in the continental US. We found that the spatial resolution and observation time of the satellite did not capture the variability of this pollutant as measured at ground level. The tools and processes developed to conduct this study will be applied to the analysis of advanced satellite observations. One advanced instrument has significantly better spatial resolution than the measurements studied here and operates with an afternoon overpass time, providing a more representative distribution for once-per-day sampling of this photochemically active atmospheric constituent

    Association of feed efficiency with organ characteristics and fatty liver haemorrhagic syndrome in laying hens

    Poor feed efficiency (FE) in hens impacts body weight (BW) and may reflect suboptimal health. Fatty Liver Haemorrhagic Syndrome (FLHS) is mostly observed in laying hens and affects egg production and hen performance. The aim of this study was to investigate the relationships of FE and BW with organ characteristics, liver composition and incidence of FLHS of 150 individually housed ISA Brown hens ranked on the basis of feed conversion ratio (FCR) attained from early lay. At 45 weeks, 10 birds per FE group (HFE—High feed efficient; MFE—medium feed efficient; LFE—low feed efficient) were randomly selected and euthanized. Hen BW was positively associated with feed intake and FCR. The HFE hens had a lower abdominal fat pad and liver weight compared to LFE hens. FLHS lesion score was higher (worse) in the LFE than HFE hen group and was moderately positively associated with BW and abdominal fat pad, but strongly positively associated with liver weight. Liver pathology of LFE hens showed hepatocytes with abnormal retention of lipids causing distended cytoplasmic vacuoles compared to the HFE hens. Hens which exhibited poorer FE in early lay had heavier abdominal fat pads, heavier, fatter livers and were more prone to FLHS

    Sentencing as craftwork and the binary epistemologies of the discretionary decision process

    This article contends that it is time to take a critical look at a series of binary categories which have dominated the scholarly and reform epistemologies of the sentencing decision process. These binaries are: rules versus discretion; reason versus emotion; offence versus offender; normative principles versus incoherence; aggravating versus mitigating factors; and aggregate/tariff consistency versus individualized sentencing. These binaries underpin both the 'legal-rational' tradition (by which I mean a view of discretion as inherently suspect, a preference for the use of philosophy of punishment justifications and an explanation of the decision process through factors or variables), and also the more recent rise of the 'new penology'. Both approaches tend to rely on 'top-down' assumptions of change, which pay limited attention to the agency of penal workers. The article seeks to develop a conception of sentencing craftwork as a social and interpretive process.1 In so doing, it applies and develops a number of Kritzer's observations (in this issue) about craftwork to sentencing. These craftwork observations are: problem solving (applied to the rules - discretion and reason - emotion dichotomies); skills and techniques (normative penal principles and the use of cognitive analytical assumptions); consistency (tariff versus individualized sentencing); clientele (applied to account giving and the reality of decision making versus expression). By conceiving of sentencing as craftwork, the binary epistemologies of the sentencing decision process, which have dominated (and limited) the scholarly and policy sentencing imaginations, are revealed as dynamic, contingent, and synergistic. However, this is not to say that such binaries are no more than empty rhetoric concealing the reality of the decision process.     Children’s imaginaries in the city: on things and materials

    The article is an exploration of urban imaginaries emerging through a play with materials. Starting from a complex activist exercise for reimagining the space of a park in decay, whose protagonists are children, we propose a reflection on the productivity and resilience of matter. We argue that a new materialist sociology is one that takes disappearances seriously. Capitalism renders space abstract not only through flow and circulation, but also through stillness. We follow the curious disappearances and reappearances of the park in question, tracing the mutations of urban planning, of the juridical domain, and of the everyday use of space. Finally, we analyse the making of a maquette of the park by a group of children and their alliances with activists. The maquette is a political “thing”: it leads us away from an urban imaginary populated by discrete objects to an urban imaginary of depth and it reconcretises space

    Colin Ward’s discourses on the arcadian landscape of ‘plotlander’ housing are unique documentations of the anarchistic birth, life, and death of the last informal housing communities in the UK. Today the forgotten history of ‘plotlander’ housing documented by Ward can be re-read in the context of both the apparently never-ending ‘housing crisis’ in the UK, and the increasing awareness of the potential value of learning from comparable informal housing from the Global South. This papers observations of a previously unknown and forgotten plotlander site offers a chance to begin a new conversation regarding the positive potential of informal and alternative housing models in the UK and wider Westernised world

    Heritage designation and scale: a World Heritage case study of the Ningaloo Coast

    © 2015 Tod Jones, Roy Jones and Michael Hughes As heritage research has engaged with a greater plurality of heritage practices, scale has emerged as an important concept in Heritage Studies, albeit relatively narrowly defined as hierarchical levels (household, local, national, etcetera). This paper argues for a definition of scale in heritage research that incorporates size (geographical scale), level (vertical scale) and relation (an understanding that scale is constituted through dynamic relationships in specific contexts). The paper utilises this definition of scale to analyse heritage designation first through consideration of changing World Heritage processes, and then through a case study of the world heritage designation of the Ningaloo Coast region in Western Australia. Three key findings are: both scale and heritage gain appeal because they are abstractions, and gain definition through the spatial politics of interrelationships within specific situations; the spatial politics of heritage designation comes into focus through attention to those configurations of size, level and relation that are invoked and enabled in heritage processes; and researchers choice to analyse or ignore particular scales and scalar politics are political decisions. Utilising scale as size, level and relation enables analyses that move beyond heritage to the spatial politics through which all heritage is constituted
