âEchoing Silences\': Ethnicity in post-colonial Zimbabwe, 1980-2007
In spite of its rare entry into both official and public discourses about
contemporary Zimbabwe, ethnicity, alongside race, has continued to shape and influence the economic, social, and political life of Zimbabwe since the achievement of independence in 1980. In this article we argue that whilst post-independence Zimbabwe has since the days of the Gukurahundi war (1982-1986) not experienced serious ethnic-based wars
or political instability, there is serious ethnic polarisation in the country and ethnicity remains one of the challenges to the survival of both the state and the country. This ethnic polarisation is to be explained mainly in terms of the broader failure by the state to develop an effective response to the political economy of ethnicity inherited from the colonial past. As with most postcolonial African nationalist governments which have come to be haunted by ethnicity, such as Rwanda, the Democratic Republic of the Congo and most recently Kenya and South Africa, the postcolonial government of Zimbabwe has largely remained reluctant to engage ethnicity as an issue in both politics and the economy, particularly
with regard to addressing historical and contemporary factors that continued to make ethnicity an important issue in people's lives. The nationalist government's state-building project, especially its coercive mobilisation and nation-building projects of the early 1980s, paid little attention to the ethnic configuration of the inherited state, as well as the structures and institutions which enacted and reproduced ethnicity. Decolonising the Human
"Decolonising the Human examines the ongoing project of constituting âthe humanâ in light of the durability of coloniality and the persistence of multiple oppressions. The âhumanâ emerges as a deeply political category, historically constructed as a scarce existential resource. Once weaponised, it allows for the social, political and economic elevation of those who are centred within its magic circle, and the degradation, marginalisation and immiseration of those excluded as the different and inferior Other, the less than human.
Speaking from Africa, a key site where the category of the human has been used throughout European modernity to control, exclude and deny equality of being, the contributors use decoloniality as a potent theoretical and philosophical tool, gesturing towards a liberated, pluriversal world where human difference will be recognised as a gift, not used to police the boundaries of the human. Here is a transdisciplinary critical exploration of a wide range of subjects, including history, politics, philosophy, sociology, anthropology and decolonial studies.
Regional identity and the politics of belonging in the consumption of Zimbabwe's vernacular tabloid newspaper, uMthunywa in Bulawayo
This paper is a qualitative study of the consumption of uMthunywa, a Zimbabwean state-controlled tabloid newspaper. It focuses on its Bulawayo readers who constitute the bulk of the paperâs readership and particularly explores the meanings and relevance of its content to their everyday lives. The study establishes that the paper constitutes a forceful alternative mediated sphere that cements a regional identity and accommodates feelings of belonging among a readership that feels disenfranchised and neglected by the âpower blocâ. The newspaper has (re)kindled a relationship with readers through its use of the vernacular language, isiNdebele and the coverage of community issues that resonate with the readersâ everyday lives
A Decolonial Critique of the Racialized âLocalwashingâ of Extraction in Central Africa
Responding to calls for increased attention to actions and reactions âfrom aboveâ within the
extractive industry, we offer a decolonial critique of the ways in which corporate entities and multinational institutions propagate racialized rhetoric of âlocalâ suffering, âlocalâ consultation, and âlocalâ fault for failure in extractive zones. Such rhetoric functions to legitimize extractive intervention within a set of practices that we call localwashing. Drawing from a decade of research on and along the Chad-Cameroon Oil Pipeline, we show how multi-scalar actors converged to assert knowledge of, responsibility for, and collaborations with âlocalâ people within a racialized politics of scale. These corporate representations of the racialized âlocalâ are coded through long-standing colonial tropes. We identify three interrelated and overlapping flexian elite rhetoric(s) and practices of racialized localwashing: (a) anguishing, (b) arrogating, and (c) admonishing. These elite representations of a racialized âlocalâ reveal diversionary efforts âfrom aboveâ to manage public opinion, displace blame for project failures, and domesticate dissent in a context of persistent scrutiny and criticism from international and regional advocates and activists
On the coloniality of ânewâ megaâinfrastructure projects in east Africa
This article responds to a preference for shortâterm history in research on the infrastructure turn by engaging with the longue durĂ©e of East Africaâs latest infrastructure scramble. It traces the history of LAPSSET in Kenya and the Central Corridor in Tanzania, revealing the coloniality of new and improved transport infrastructure along both corridors. This exercise demonstrates how the spatial visions and territorial plans of colonial administrators get built in to new infrastructure and materialise in ways that serve the interests of global capital rather than peasant and indigenous peoples being promised more modern, prosperous futures. The article concludes by suggesting that a focus on the longue durĂ©e also reveals uneven patterns of mobility and immobility set in motion during the colonial scramble for Africa and reinforced after independence. These âcolonial mooringsâ are significant as they shape political reactions to new megaâinfrastructure projects today and constrain the emancipatory potential of infrastructureâled development
The idea of a new Zimbabwe post- Mugabe
Zimbabwe has gone through deep political, economic and social challenges for close to three decades. Once known as the shining light of
Africa, Zimbabwe is now often known for dominating international headlines for the wrong reasons. In November 2017, the country experienced a radical change to the constitutional and political order, which brought an end to former President Robert Mugabeâs 37-year reign. Emmerson Mnangagwa, who was once Mugabeâs right-hand man, assumed leadership of both the country and the ruling Zimbabwe African National UnionâPatriotic Front (ZANUâPF). He was reelected in the July 2018 harmonised elections, although under disputed circumstances. The removal of Robert Mugabe has provided the country an opportunity to break from the past, and hopes have been raised for the birth of a new Zimbabwe. This chapter explores some of the measures that the administration post-Mugabe should implement to set the country on a new path. Thus, the purpose of this chapter is not to argue for a particular political formation or political leaders to govern. Rather, its objective is to explore whether the idea of a new Zimbabwe is possible and what it would take to realise this objective. Before discussing the prospects for this desired state of affairs, it is important to examine the current situation, which is explored in the first part of the chapter. A brief overview of the fall of Mugabe and rise of Mnangagwa is then provided to show how a leader who commanded respect beyond the shores of our continent could exit in such an undignified manner. The core section is dedicated to a discussion of the prospects for a new Zimbabwe, and concluding remarks end the chapter
Foreign aid, instability and governance in Africa
This study contributes to the attendant literature by bundling governance dynamics and focusing on foreign aid instability instead of foreign aid. We assess the role of foreign aid instability on governance dynamics in fifty three African countries for the period 1996-2010. An autoregressive endogeneity-robust Generalized Method of Moments is employed. Instabilities are measured in terms of variance of the errors and standard deviations. Three main aid indicators are used, namely: total aid, aid from multilateral donors and bilateral aid. Principal Component Analysis is used to bundle governance indicators, namely: political governance (voice & accountability and political stability/no violence), economic governance (regulation quality and government effectiveness), institutional governance (rule of law and corruption-control) and general governance (political, economic and institutional governance). Our findings show that foreign aid instability increases governance standards, especially political and general governance. Policy implications are discussed
