    An improvement of the Berry--Esseen inequality with applications to Poisson and mixed Poisson random sums

    By a modification of the method that was applied in (Korolev and Shevtsova, 2009), here the inequalities ρ(Fn,Φ)0.335789(β3+0.425)n\rho(F_n,\Phi)\le\frac{0.335789(\beta^3+0.425)}{\sqrt{n}} and ρ(Fn,Φ)0.3051(β3+1)n\rho(F_n,\Phi)\le \frac{0.3051(\beta^3+1)}{\sqrt{n}} are proved for the uniform distance ρ(Fn,Φ)\rho(F_n,\Phi) between the standard normal distribution function Φ\Phi and the distribution function FnF_n of the normalized sum of an arbitrary number n1n\ge1 of independent identically distributed random variables with zero mean, unit variance and finite third absolute moment β3\beta^3. The first of these inequalities sharpens the best known version of the classical Berry--Esseen inequality since 0.335789(β3+0.425)0.335789(1+0.425)β3<0.4785β30.335789(\beta^3+0.425)\le0.335789(1+0.425)\beta^3<0.4785\beta^3 by virtue of the condition β31\beta^3\ge1, and 0.4785 is the best known upper estimate of the absolute constant in the classical Berry--Esseen inequality. The second inequality is applied to lowering the upper estimate of the absolute constant in the analog of the Berry--Esseen inequality for Poisson random sums to 0.3051 which is strictly less than the least possible value of the absolute constant in the classical Berry--Esseen inequality. As a corollary, the estimates of the rate of convergence in limit theorems for compound mixed Poisson distributions are refined.Comment: 33 page

    This paper describes digital radio astronomical receivers used for decameter and meter wavelength observations. This paper describes digital radio astronomical receivers used for decameter and meter wavelength observations. Since 1998, digital receivers performing on-the-fly dynamic spectrum calculations or waveform data recording without data loss have been used at the UTR-2 radio telescope, the URAN VLBI system, and the GURT new generation radio telescope. Here we detail these receivers developed for operation in the strong interference environment that prevails in the decameter wavelength range. Data collected with these receivers allowed us to discover numerous radio astronomical objects and phenomena at low frequencies, a summary of which is also presented.Comment: 24 pages, 15 figure

    The dissatisfaction of patients having generalized peritonitis with the results of treatment and high mortality rates have induced the authors to optimize treatment policy, by introducing the cryoplasmasorption technique aimed at correcting endogenous intoxication.Subjects and methods. The study covered 67 patients with generalized peritonitis, including 29 and 38 patients having its toxic and terminal stages, respectively. According to the therapy performed, the patients were divided into 2 groups: 1) 39 received cryoplasmasorption and 2) 28 had conventional therapy. The efficiency of treatment was evaluated by the changes in a battery of clinical laboratory data including hemostasis, immunity, and intoxication indices.Results. Cryoplasmasorption was shown to have a positive impact on the homeostatic parameters under study, which could reduce mortality rates in patients with generalized peritonitis by 14%. Неудовлетворенность результатами лечения больных распространенным перитонитом и высокая летальность побудили нас оптимизировать лечебную тактику путем внедрения метода криоплазмосорбции, направленного на коррекцию эндогенной интоксикации.Материалы и методы. В исследование включили 67 больных распространенным перитонитом, течение заболевания у 29 из них соответствовало токсической, у 38 — терминальной стадиям. В зависимости от проводимой интенсивной терапии больные были разделены на группы: в I группе (39 человек) проводили криоплаз-мосорбцию, во II (28человек) — традиционную терапию. Эффективность проводимого лечения оценивали на основании динамики комплекса клинико-лабораторных данных, включающих гемостаз, иммунный статус, показатели интоксикации.Результаты исследования показали, что метод криоплазмосорбции благоприятно воздействует на изучаемые показатели гомеостаза, что позволило снизить летальность больных распространенным перитонитом на 14%.

    Elite opinion and foreign policy in post-communist Russia

    Russian elite opinion on matters of foreign policy may be classified as ‘Liberal Westerniser’, ‘Pragmatic Nationalist’ and ‘Fundamentalist Nationalist’, terms that reflect longstanding debates about the country’s relationship with the outside world. An analysis of press statements and election manifestoes together with a programme of elite interviews between 2004 and 2006 suggests a clustering of opinion on a series of strategic issues. Liberal Westernisers seek the closest possible relationship with Europe, and favour eventual membership of the EU and NATO. Pragmatic Nationalists are more inclined to favour practical co-operation, and do not assume an identity of values or interests with the Western countries. Fundamentalist Nationalists place more emphasis on the other former Soviet republics, and on Asia as much as Europe, and see the West as a threat to Russian values as well as to its state interests. Each of these positions, in turn, draws on an identifiable set of domestic constituencies: Liberal Westernisers on the promarket political parties, Pragmatic Nationalists on the presidential administration and defence and security ministries, and Fundamentalist Nationalists on the Orthodox Church and Communists

    The main principles and prospects for using the new education strategy, which was named by SMART, are considered. It is shown that the most important principle of medical postgraduate SMART-education is to ensure its competence-oriented orientation, that is, constant updating of the content of training. It is emphasized that the solutions to the problems of SMART education are related to two areas: the recognition of the need to combine formal and informal learning and the intellectualization of knowledge transfer processes.Рассмотрены основные принципы и перспективы использования новой стратегии образования, которая получила название SMART. Показано, что важнейшим принципом медицинского последипломного SMART-образования является обеспечение его компетентностной ориентированности, то есть постоянное обновление содержания обучения. Подчеркивается, что решение проблем SMART-образования связано с двумя направлениями: признанием необходимости объединения формального и информального обучения и интеллектуализацией процессов передачи знаний.Розглянуто основні принципи та перспективи використання нової стратегії освіти, що здобула назву SMART. Показано, що найважливішим принципом медичної післядипломної SMART-освіти є забезпечення її компетентнісної орієнтованості, тобто постійного оновлення змісту навчання.
