Green Economy: Regional Priorities

The article is dedicated to transforming the economy of Russian regions to a green economy, which is an essential factor for the sustainable development. This is important not only for Russia but the whole world because our country has the great natural capital and provides important environmental services that support the planet biosphere. Based on the analysis of economic, social and ecological statistical data and Human Development Index (HDI) we have shown that the development of Russian Federal Districts is very unbalanced and each Russian region has its own way to new economic model. For instance, it is necessary to increase the well-being in the North Caucasus Federal District, it is important to reach higher life expectancy at birth in the Siberian and the Far Eastern Districts. It is necessary to move from the «brown» economy to a green one by using the human capital (building a knowledge economy), by applying Best Available Technologies (Techniques), by investing in efficiency of use of natural resources and by increasing energy efficiency. The transition to a green economy will help to achieve social equity and the development of human potential; it helps to move from the exploitation of non-renewable natural capital to renewable human capital. All these socio-economic measures should give decoupling effect, make risks lower, reduce the exploitation of natural capital, stop the environmental degradation and prevent the ecological crisis. Transition to the green economic model has to be accompanied by new economic development indicators, which take into account social and environmental factors.The research was supported by the grant of the Russian Foundation for Basic Research No. 14-06-00075

Results of the study of the vestibular apparatus and the functions of the perception of space in cosmonauts (pre- and post-flight observations)

The effect of the set of space flight factors caused a change in the activity of the vestibular apparatus and the spatial perception function. More significant and longer shifts were observed during expeditions of great duration. The detected disorders (increase in reactivity of the otolithic apparatus, decrease in sensitivity of the cupula receptor, deterioration in the perception accuracy, etc.) had a definite tendency to be restored. The primary damage to the otolithic reflex (changes were found in practically all the subjects) is probably caused by the specific effect of zero gravitation, and apparently, may be one of the trigger mechanisms for discrepancy in the activity of the sensory systems, disorders in the correcting function of the cerebellum, and central vestibular formations

The dynamics of changes in the system for electing people’s deputies of Ukraine

Стаття присвячена змінам виборчої системи до Верховної Ради України протягом доби Незалежності. Окреслено використання різних типів виборчих систем для формування українського парламенту. Виокремлено переваги і недоліки кожного з типів, виходячи з впливу на політичний розвиток. Оцінено перспективу подальшої кодифікації виборчого законодавства України.The article deals with the changes in the system of election to the Verkhovna Rada of Ukraine since proclamation of independence. Employment of various types of electoral systems for formation of the Ukrainian parliament has been outlined. Advantages and disadvantages of each type have been categorized according to effect thereof on political progress. The prospect of further codification of the electoral legislation of Ukraine has been estimated.Статья посвящена изменениям избирательной системы в Верховную Раду Украины на протяжении периода Независимости. Описано использование разных типов избирательных систем для формирования украинского парламента. Выделены преимущества и недостатки каждого из типов, исходя из влияния на политическое развитие. Results of the investigation of the otolith function in manned space flights

The effects of conditions of long term and short term space flights on the otolith function of cosmonauts were investigated via pre and post examinations. The results show that after long term flight, the intensity of the otolith reflex increased and asymmetry occurred in the indicators of the otolith function. Large changes in terms of expression and duration in the indicators of the otolith function after long term flight as compared with short term flight were also noted
