ТРАНСФОРМАЦІЯ ФОРМ ВЛАСНОСТІ В УКРАЇНІ: ПРОБЛЕМИ І ПРІОРИТЕТИ (TRANSFORMATION OF OWNERSHIP IN UKRAINE: PROBLEMS AND PRIORITIES)

Визначено роль роздержавлення як фактора ринкових перетворень. Досліджено особливості, досягнення та вади зазначених процесів в Україні. На основі отриманих результатів сформульовано рекомендації щодо пріоритетів інституційних перетворень на перспективу. При здійсненні роздержавлення власності має бути пошук економічної результативності та ефективності за рахунок раціоналізації її структури. Проведені дослідження засвідчили, що найбільш оптимальною формою власності в сучасних умовах розвитку вітчизняної економіки може стати акціонерна власність. (The role of privatization as a factor of market reforms. The features, achievements and shortcomings of these processes in Ukraine. Based on the results formulated recommendations on priorities for the future institutional reforms. Privatization demands search of economic effectiveness through the rationalization of its structure. Investigations showed that the most optimal ownership in the current conditions of the national economy can be a joint-stock ownership.

НЕОБХІДНІСТЬ РЕФОРМУВАННЯ ПОДАТКОВОЇ ПОЛІТИКИ УКРАЇНИ В УМОВАХ ЄВРОІНТЕГРАЦІЇ. (NEED FOR REFORM TAX POLICY OF UKRAINE IN THE EUROPEAN INTEGRATION).

У статті обґрунтовано необхідність реформування податкової політики України в умовах євроінтеграції. Визначено основні проблеми вітчизняної податкової системи на сучасному етапі, зокрема основну увагу приділено адаптації вітчизняного законодавства до вимог ЄС. Наголошено на важливості проведення зваженої та раціональної податкової політики з урахуванням тенденцій розвитку економічної системи. Подано досвід ЄС щодо здійснення податкової політики, зокрема проаналізовано частки різних видів податків у загальному обсязі податкових надходжень країн-учасниць Союзу. Виділено основні напрями реформування податкової політики України з урахуванням євроінтеграційних прагнень. (In the article the author considered the need to reform the tax policy of Ukraine in terms of European integration. The main problems of the domestic tax system at present are systematized, in particular focuses on the adaptation of national legislation with EU requirements. The author emphasized on the importance of a balanced and rational tax policy, taking into account trends in the economic system. In the article there are posted EU experience in the implementation of fiscal policy, including analysis of the proportion of different types of taxes in total tax revenues of the participating countries of the Union. The basic directions of reforming tax policy of Ukraine in view of European integration aspirations are covered.

Irreversible Effects in LaGa1-xMnxO3

Quasi-irreversible increase in the electrical conductivity is observed in single crystals of LaGa1-xMnxO3. The effect lasts for long time at room temperature and can be erased by heating of the crystal above the phase transition temperature. We explain the observed effects in terms of ionization and local lattice distortion processes.Comment: 8 pages, 4 figure

Magnetic resonance in iron oxide nanoparticles: quantum features and effect of size

In order to better understand the transition from quantum to classical behavior in spin system, electron magnetic resonance (EMR) is studied in suspensions of superparamagnetic magnetite nanoparticles with an average diameter of ~ 9 nm and analyzed in comparison with the results obtained in the maghemite particles of smaller size (~ 5 nm). It is shown that both types of particles demonstrate common EMR behavior, including special features such as the temperature-dependent narrow spectral component and multiple-quantum transitions. These features are common for small quantum systems and not expected in classical case. The relative intensity of these signals rapidly decreases with cooling or increase of particle size, marking gradual transition to the classical FMR behavior

Stimulated emission of surface plasmon polaritons

We have observed laser-like emission of surface plasmon polaritons (SPPs) decoupled to the glass prism in an attenuated total reflection setup. SPPs were excited by optically pumped molecules in a polymeric film deposited on the top of the silver film. Stimulated emission was characterized by a distinct threshold in the input-output dependence and narrowing of the emission spectrum. The observed stimulated emission and corresponding to it compensation of the metallic absorption loss by gain enables many applications of metamaterials and nanoplasmonic devices.Comment: 8 pages; 3 figure
