    Flight test of ARINC 741 configuration low gain SATCOM system on Boeing 747-400 aircraft

    The Boeing company conducted a flight test of a SATCOM system similar to the ARINC 741 configuration on a production model 747-400. A flight plan was specifically designed to test the system over a wide variety of satellite elevations and aircraft attitudes as well as over land and sea. Interface bit errors, signal quality and aircraft position and navigational inputs were all recorded as a function of time. Special aircraft maneuvers were performed to demonstrate the potential for shadowing by aircraft structures. Both a compass rose test and the flight test indicated that shadowing from the tail is insignificant for the 747-400. However, satellite elevation angles below the aircraft horizon during banking maneuvers were shown to have a significant deleterious effect on SATCOM communications

This Article proposes that, with respect to employee creative outputs, the current status of trade secrets law is inconsistent with the modern workplace, including as significantly altered, maybe permanently, by the COVID-19 pandemic. Accordingly, the goal of this Article is to establish a mode of recognizing employee rights in their own creative outputs through a modification to the existing general skills and knowledge exclusion to explicitly recognize an employee\u27s own creative outputs as subject to the exclusion. The proposal, if adopted, would provide employees with increased autonomy over their own creative outputs and greater ability to chart their own careers in their chosen field without fear of trade secrets misappropriation claims from former employers

    An Instance of Open Hardware: A Different Approach to Free and Open Source Hardware Licensing

    As open source software (“OSS”) has become more prevalent, and more widely accepted, many different OSS licenses have proliferated to provide different licensing constructs for licensors and licensees. The most popular OSS license is the GNU General Public License (“GPL”), which is protective of author rights and intended to foster an open software community. Because software source code and object code files are primarily protected by copyright, the options for license terms are relatively straightforward and well-known. To the extent patent rights become an issue, various additional provisions have been proposed to address that issue in the context of the overall, copyright-focused license. By contrast, open hardware (“OHW”), a relatively new entrant to the open source arena, does not have a robust ecosystem of potential licenses. Because of the many different types of OHW and the different types of intellectual property that are applicable at each stage of the OHW development cycle, crafting a single license to govern all aspects of OHW has proven difficult. This Article will explore the technical environment for OHW and the underlying principles and drivers of the open source community. The applicability of different forms of intellectual property at each stage of the OHW design/productization cycle will be discussed, along with the accompanying challenges presented by OHW. Finally, the Article will review existing licenses before proposing a new licensing approach that focuses on permissive instantiations of OHW and distribution in non-editable form to provide a different approach to building a robust OHW community

    Gleaning Secrets from the Transverse Profiles of AGN jets

    Both the emission properties and evolution of Active Galactic Nuclei (AGN) radio jets are dependent on the magnetic fields that thread them. A better understanding of these magnetic fields is therefore important in helping our understanding of jets in AGN. Several observations of jets have suggested that, on parsec scales, the jet magnetic field may have a significant helical component. Using a model first proposed by Laing and developed by Papageorgiou and Cawthorne, all of the above observations can be reproduced by varying only the helical pitch angle of the magnetic field and the line of sight angle. In order to reduce the total polarization to agree with observed values, a tangled magnetic field component is also introduced to the model, via another parameter, the degree of entanglement. We are in the process of comparing data from observations of several AGN with this model, making it possible to derive estimates of the helical pitch angle, the viewing angle and the degree of entanglement for these jets in the framework of this model. The observed profiles are compared with a set of theoretical profiles. This proves to be an objective approach to profile fitting that should enable analysis of a large number of AGN jets, making it possible to look for trends. Results for Mrk501 are presented

    The Negation of a Negation Fixed in a Form: Luigi Nono and the Italian Counter-culture 1964–1979

    My goal in what follows is to trace the role of avant-garde music in the rise and development of the Italian counter-culture from the early 1960s until its destruction at the end of the 1970s. Instead of approaching this issue along quantitative, sociological lines, I will focus on one figure whose simultaneous engagement with musical innovation and sociopolitical revolution was exemplary in its intent (though exceptional in its extent): the avant-garde composer Luigi Nono, whose career parallels the rise of the Italian counter-culture during the 1960s and early 1970s. I will also briefly examine how the forcible destruction of the Italian counter-culture in 1979 is reflected in the last phase of Nono’s musical career

    Managing Environmental, Health, and Safety Risks: A Comparative Assessment of the Minerals Management Service and Other Agencies

    This study compares and contrasts regulatory and related practices—in particular, regulatory decisionmaking, risk assessment and planning processes, inspection and compliance, and organization structure, budgets, and training—of the Minerals Management Service (MMS, now the Bureau of Ocean Energy Management, Regulation, and Enforcement, or BOEMRE) with those of the Federal Aviation Administration (FAA) and the Environmental Protection Agency (EPA). Comparing MMS practices with those of other federal agencies that also manage low-probability but high-consequence environmental risks provides a basis for identifying opportunities for enhancing regulatory capacity and safety performance in managing deepwater energy exploration and production. Our research finds important differences in processes for setting standards; peer review contribution to the rulemaking process; establishment of tolerable risk thresholds; and training of key staff. The paper concludes with several recommendations for how various EPA and FAA practices might be modified and used at BOEMRE to strengthen its regulatory and risk management processes.Minerals Management Service, Federal Aviation Administration, Environmental Protection Agency, risk management
