    Abstract : Paradiplomacy as a new phenomenon in international studies brings a large number of information, but it is very scarce in theoretical framework. Paradiplomacy as a part of transnational interactions grows rapidly around the world marking local awakening to face global affairs, and it offers opportunities and obstacles. Although this first symptom came from Europe, but nowadays, local governments in Indonesia also work in the same way.     Paradiplomacy Policies and Regional Autonomy in Indonesia and Korea

    This analysis focuses on the paradiplomatic policies in Indonesia and Korea. The two countries have similar characteristics, namely as unitary state systems, and enacted regional autonomy in the same era, 1998s. This qualitative research aims to examine paradiplomatic types in both countries and why the policies are rationalized. The findings revealed that although both countries are unitary states, paradiplomatic activism runs in different types. Provinces and cities in Indonesia face many restrictions and limitations by national regulations, while regional governments in Korea have more discretions and authorities to practice paradiplomacy around the world. The research finding also portrayed several provinces in Indonesia instrumentalizing paradiplomacy as instruments to provide international recognitions related to self-determination, and this similar fact is not met in Korea. This paper argues that the different types of paradiplomatic policies in both countries are influenced by domestic political conditions and typically influenced by the presence or absence of regional movements

    THE FUTURE OF PEACE BETWEEN ACEH AND JAKARTA UNDER HELSINKI AGREEMENT 2005

    Purpose of the study: The paper examines the waves of criticism on the Indonesian government's violations in the implementation of the Helsinki agreement 2005 between Indonesia and the Aceh National Liberation Front (GAM). The question is, why the Aceh government which is controlled by GAM is retaining and loyal to the peace treaty when the Government of Indonesia has less attention. The objective of this research is to identify the latent interest in the post-conflict period. Methodology: By the qualitative method, data from the Aceh region were collected by interviewing selected informants from stakeholders in parliament, bureaucrats, academicians, local parties' leaders, and ex-combatants. Main Findings: The findings show that the existence of the idea of self-government in Aceh societies is still maintained, and peace agreement becomes a new document of struggle in a democratic system. Applications of this study: This research is useful for those who involved in the peace agreement including the Conflict Management Initiative and the European Union who initiated the peace to find common ground on the issue of the implementation of all points in the agreement which has not been realized until now. Novelty/Originality of this study: The research argues that Aceh government that dominated by GAM exponents, has efforts to defend the treaty as a legal-political instrument to reach the self-government’s status with its main elements namely local parties, the Aceh Guardian institutions, and recognition of Aceh society with flag and hymn as continuity of ideological movement. It implicates the dynamic of relations between the center and the regional government

    Early Childhood Education (PAUD) Anggrek in Parangtritis Village, in responding to the covid-19 pandemic, has adapted learning for students by carrying out an assignment learning program from home, which is regularly given assignments every week on Mondays. The problem that arises from this learning system is the accumulation of files resulting from student assignments that require storage and management, which is quite inconvenient for teachers. This community service offers and implements a learning document digitization program to address existing problems. This service program is carried out using an institutional approach method, through three main activities, namely objectification in the preparation of digital document management steps; externalization in the form of focus group discussions for managers and related stakeholders; and internalization in the form of coaching for PAUD management trainers and several hamlet cadres. The evaluation results showed a significant increase in the effectiveness of managing learning documents, namely the reduction of files that had to be physically stored by 90% from the amount usually held in the previous PAUD office
