The recognition of the indigenous cultures was one of the leading arguments to
reform the Constitution. In fact, indigenous people were fundamental protagonists in enacting a
new Constitution. In this article we analyze how indigenous people fight for the recognition of
theirs collective rights has been reflected in the Bolivian Constitution through the years
On this article the author makes a theoretical journey across the history of
constitutionalism. It not only affirms the importance of a Constitution as a guarantee to the
exercise of liberties, but also exposes the doctrines opposed to constitutionalism as well as
the modern doctrines that pretend to push forward the idea of the Rule of Law
Switching to clean(er) technologies in a stochastic environment
In this paper, we consider an economy having access to two different energy sources. The first one is coming from natural polluting resources; and second one is coming from a backstop natural resource. There are two productive sectors in the economy. The first one is dedicated to manufacturing the backstop resources; the second one is devoted to production of the consumption good. Both sectors are dirty in the sense that both use the polluting resource at any time. The social planner, however, has always the possibility of paying an irreversible fixed cost to switch the consumption sector towards the use of a cleaner technology. Additionally, we assume that the accumulation of the backstop, and the increase in pollution stock are stochastic. Our results imply that the incentives to switch to the cleaner technology depend on the relative importance of fossil fuels in the production of consumption goods after the switch. We also find that technological improvement in the solar panels sector is of some importance in order to switch to cleaner technologies
A Theory of Sequential Group Reciprocity
Games that appear to be independent, involving none of the same players, may be related by emotions of reciprocity between the members of the same groups. In the real world, individuals are members of groups and want to reward or punish those groups whose members have been kind or unkind to members of their own. In this paper we extend Dufwenberg and Kirchsteiger's model of sequential reciprocity (2004) to groups of individuals and define a new "sequential group reciprocity equilibrium" for which we prove its existence. We study the case of two games with two players in each game, where each player belongs to the same group as a player in the other game. We show that when the payoffs of one game are much higher than the payoffs of the other, the outcome of the game with higher payoffs determines the outcome of the other game. We also find that when the payoffs are very asymmetric, the outcome where the sum of the payoffs is maximized is a sequential group reciprocity equilibrium
Precipitation and Temperature in Costa Rica at the End of the Century Based on NEX-GDDP Projected Scenarios
The evaluation of intraseasonal, seasonal, and annual variability of rainfall and temperature
extremes, while using climate change scenarios data, is extremely important for socio-economic
activities, such as water resources management. Costa Rica, a climate change hotspot, is largely
dependent on rainfall for socioeconomic activities; hence, the relevance of this study. Based on the
NEX-GDDP, rainfall and temperature range were analyzed for Costa Rica at the end of the century
(2070–2099), while using 1970–1999 as a baseline for six available meteorological stations. Differences
between the multimodel ensembles of two prospective scenarios (RCP 4.5 and 8.5) and the historical
information were computed. This study highlights Costa Rica as an inflexion region for climate
change impacts in Central America, for which projected scenarios suggest an early onset of the rainy
season, and a decline in the mid-summer drought (MSD) minimum. The assessment of model data in
some regions of Costa Rica, for which historical data were available, suggests that the latter does not
capture a well-known regional climate feature, the MSD, in both precipitation and temperature range
well. The availability of observed past data sources is a major limitation of this research; however,
with the station data used, it is still possible to draw some conclusions regarding future climate
in some regions of Costa Rica, especially in the northwest side of the country, where past data are
consistent with model information, providing a more reliable picture of changes in climate there that
has potential implications for socioeconomic sectors.

Subsidies for Renewable Energy Facilities under Uncertainty
YesWe derive the optimal investment timing and real option value for a facility with price and quantity uncertainty, where there might be a government subsidy proportional to production quantity. Where the subsidy is proportional to the multiplication of the price and quantity, dimensionality can be reduced. Alternatively, we provide quasi-analytical solutions for different quantity subsidy arrangements: permanent (policy is certain); retractable; suddenly permanent; and suddenly retractable. Whether policy uncertainty acts as a disincentive for early investment depends on the type of subsidy arrangement. The greatest incentive for early investment is an actual retractable subsidy, a ‘flighty bird in hand’
