    Violence against female sex workers in Karnataka state, south India: impact on health, and reductions in violence following an intervention program.

    ABSTRACT: BACKGROUND: Violence against female sex workers (FSWs) can impede HIV prevention efforts and contravenes their human rights. We developed a multi-layered violence intervention targeting policy makers, secondary stakeholders (police, lawyers, media), and primary stakeholders (FSWs), as part of wider HIV prevention programming involving >60,000 FSWs in Karnataka state. This study examined if violence against FSWs is associated with reduced condom use and increased STI/HIV risk, and if addressing violence against FSWs within a large-scale HIV prevention program can reduce levels of violence against them. METHODS: FSWs were randomly selected to participate in polling booth surveys (PBS 2006-2008; short behavioural questionnaires administered anonymously) and integrated behavioural-biological assessments (IBBAs 2005-2009; administered face-to-face). RESULTS: 3,852 FSWs participated in the IBBAs and 7,638 FSWs participated in the PBS. Overall, 11.0% of FSWs in the IBBAs and 26.4% of FSWs in the PBS reported being beaten or raped in the past year. FSWs who reported violence in the past year were significantly less likely to report condom use with clients (zero unprotected sex acts in previous month, 55.4% vs. 75.5%, adjusted odds ratio (AOR) 0.4, 95% confidence interval (CI) 0.3 to 0.5, p < 0.001); to have accessed the HIV intervention program (ever contacted by peer educator, 84.9% vs. 89.6%, AOR 0.7, 95% CI 0.4 to 1.0, p = 0.04); or to have ever visited the project sexual health clinic (59.0% vs. 68.1%, AOR 0.7, 95% CI 0.6 to 1.0, p = 0.02); and were significantly more likely to be infected with gonorrhea (5.0% vs. 2.6%, AOR 1.9, 95% CI 1.1 to 3.3, p = 0.02). By the follow-up surveys, significant reductions were seen in the proportions of FSWs reporting violence compared with baseline (IBBA 13.0% vs. 9.0%, AOR 0.7, 95% CI 0.5 to 0.9 p = 0.01; PBS 27.3% vs. 18.9%, crude OR 0.5, 95% CI 0.4 to 0.5, p < 0.001). CONCLUSIONS: This program demonstrates that a structural approach to addressing violence can be effectively delivered at scale. Addressing violence against FSWs is important for the success of HIV prevention programs, and for protecting their basic human rights

    Commissioning of the electron injector for the AWAKE experiment

    The advanced wakefield experiment (AWAKE) at CERN is the first proton beam-driven plasma wakefield acceleration experiment. The main goal of AWAKE RUN 1 was to demonstrate seeded self-modulation (SSM) of the proton beam and electron witness beam acceleration in the plasma wakefield. For the AWAKE experiment, a 10-meter-long Rubidium-vapor cell together with a high-power laser for ionization was used to generate the plasma. The plasma wakefield is driven by a 400 GeV/c proton beam extracted from the super proton synchrotron (SPS), which undergoes a seeded self-modulation process in the plasma. The electron witness beam used to probe the wakefields is generated from an S-band RF photo-cathode gun and then accelerated by a booster structure up to energies between 16 and 20 MeV. The first run of the AWAKE experiment revealed that the maximum energy gain after the plasma cell is 2 GeV, and the SSM mechanism of the proton beam was verified.     Experimental Evidence of Quantum Confinement Impairment In The Optical Properties of Annealed Lead Sulphide Thin Film

    Recent characterizations of compounds are undoubtedly one of the avenues for the emergence of new semiconducting-light emitting diode (LED) devices. The industrial application of the lead sulphide thin film has been proposed. The lead sulphide thin film was grown by Chemical Bathe Deposition Technique (CBDT) and annealed at four temperatures of 100oC, 150oC, 200oC and 250oC. The samples were analyzed via the 6045 U-V spectrometer. The results shows that PbS thin film has a low transmittance value ranging from 0.204709% to 0.85722%; absorbance value ranging between 3.026% and 3.564%; reflectance value ranging from 81% to 114%; direct band gap was between 1.66eV to 1.78eV. Hence, the calculated refractive index ranges from 1.67 to 1.669. The evidence of quantum confinement impairment in each annealed samples was proofed.     A multiscale model for dilute turbulent gas-particle flows based on the equilibration of energy concept

    The objective of this study is to improve Eulerian-Eulerian models of particle-laden turbulent flow. We begin by understanding the behavior of two existing models—one proposed by Simonin [von Kármán Institute of Fluid Dynamics Lecture Series, 1996], and the other by Ahmadi [Int. J. Multiphase Flow16, 323 (1990)]—in the limiting case of statistically homogeneous particle-laden turbulent flow. The decay of particle-phase and fluid-phase turbulent kinetic energy (TKE) is compared with direct numerical simulation results. Even this simple flow poses a significant challenge to current models, which have difficulty reproducing important physical phenomena such as the variation of turbulent kinetic energy decay with increasing particle Stokes number. The model for the interphase TKE transfer time scale is identified as one source of this difficulty. A new model for the interphase transfer time scale is proposed that accounts for the interaction of particles with a range of fluid turbulence scales. A new multiphase turbulence model—the equilibration of energy model (EEM)—is proposed, which incorporates this multiscale interphase transfer time scale. The model for Reynolds stress in both fluid and particle phases is derived in this work. The new EEM model is validated in decaying homogeneous particle-laden turbulence, and in particle-laden homogeneous shear flow. The particle and fluid TKE evolution predicted by the EEM model correctly reproduce the trends with important nondimensional parameters, such as particle Stokes number

    Reconstruction of plasma density profiles by measuring spectra of radiation emitted from oscillating plasma dipoles

    We suggest a new method for characterising non-uniform density distributions of plasma by measuring the spectra of radiation emitted from a localised plasma dipole oscillator excited by colliding electromagnetic pulses. The density distribution can be determined by scanning the collision point in space. Two-dimensional particle-in-cell simulations demonstrate the reconstruction of linear and nonlinear density profiles corresponding to laser-produced plasma. The method can be applied to a wide range of plasma, including fusion and low temperature plasmas. It overcomes many of the disadvantages of existing methods that only yield average densities along the path of probe pulses, such as interferometry and spectroscopy

    Abstract: One of the greatest challenge confronting both rural and urban residents in Niger State is the need to provide adequate shelter. This study examined the individual significant contribution of the public and private sector in public-private partnerships (PPP) in housing contracts in Niger State, Nigeria. The study review that PPP has so far achieved little success in providing decent and unaffordable housing accommodation to Nigerlites. Accordingly to Niger State housing corporation 2 bedrooms flat worth N3,500,000.00 and 3 bedrooms flat worth N4,500,000.00 so it’s clear that the houses are unaffordable to low and medium incomes earners. The researcher finding that the private sector in Niger State can be said to have contributed very little to the development of an urban project in the state, however, even this insignificant level of participation has been serious challenges by poor funding and lack of policy framework to regulate it activities. Therefore, it is paramount importance that the state should develop a regulatory framework and partner with the private sector in this regard so as to ensure that the resident of Niger State has access to this important component of the human environment. Researcher concluded that to ensure the effective participation of the private sector in housing delivery in Niger State in general and Minna in particular, the following recommendation has been put forward (1) Aside from providing enabling environment for the private sector to develop real estate, government should also invest more in provision of site and services scheme this will hasten the development of estate sector.  (2) The establishment a power federal mortgage bank (FMB) and  urban development bank would guarantee investors access to loan and other facilities needed for mass housing development.(3) strengthening the activities of the Niger State Ministry of land and housing in order to ensure that both the formal and informal neighborhood save provided with sanction and neighborhood facilities and (4) The establishment of a PPP steering committee in the Niger State that would be responsible for the general oversight of state’s PPP arrangement. (5) Finally, the study recommends that to ensure the success of public and private partnership in housing delivering, all tiers of government must strive to complement the weakness of the public sector with the strength of the private sector.

    Mid-Infrared Spectroscopy of Uranus from the Spitzer Infrared Spectrometer: 2. Determination of the Mean Composition of the Upper Troposphere and Stratosphere

    Mid-infrared spectral observations Uranus acquired with the Infrared Spectrometer (IRS) on the Spitzer Space Telescope are used to determine the abundances of C2H2, C2H6, CH3C2H, C4H2, CO2, and tentatively CH3 on Uranus at the time of the 2007 equinox. For vertically uniform eddy diffusion coefficients in the range 2200-2600 cm2 s-1, photochemical models that reproduce the observed methane emission also predict C2H6 profiles that compare well with emission in the 11.6-12.5 micron wavelength region, where the nu9 band of C2H6 is prominent. Our nominal model with a uniform eddy diffusion coefficient Kzz = 2430 cm2 sec-1 and a CH4 tropopause mole fraction of 1.6x10-5 provides a good fit to other hydrocarbon emission features, such as those of C2H2 and C4H2, but the model profile for CH3C2H must be scaled by a factor of 0.43, suggesting that improvements are needed in the chemical reaction mechanism for C3Hx species. The nominal model is consistent with a CH3D/CH4 ratio of 3.0+-0.2x10-4. From the best-fit scaling of these photochemical-model profiles, we derive column abundances above the 10-mbar level of 4.5+01.1/-0.8 x 10+19 molecule-cm-2 for CH4, 6.2 +- 1.0 x 10+16 molecule-cm-2 for C2H2 (with a value 24% higher from a different longitudinal sampling), 3.1 +- 0.3 x 10+16 molecule-cm-2 for C2H6, 8.6 +- 2.6 x 10+13 molecule-cm-2 for CH3C2H, 1.8 +- 0.3 x 10+13 molecule-cm-2 for C4H2, and 1.7 +- 0.4 x 10+13 molecule-cm-2 for CO2 on Uranus. Our results have implications with respect to the influx rate of exogenic oxygen species and the production rate of stratospheric hazes on Uranus, as well as the C4H2 vapor pressure over C4H2 ice at low temperatures

    Working practices and incomes of health workers : evidence from an evaluation of a delivery fee exemption scheme in Ghana

    Background: This article describes a survey of health workers and traditional birth attendants (TBAs) which was carried out in 2005 in two regions of Ghana. The objective of the survey was to ascertain the impact of the introduction of a delivery fee exemption scheme on both health workers and those providers who were excluded from the scheme (TBAs). This formed part of an overall evaluation of the delivery fee exemption scheme. The results shed light not only on the scheme itself but also on the general productivity of a range of health workers in Ghana. Methods: A structured questionnaire was developed, covering individual and household characteristics, working hours and practices, sources of income, and views of the exemptions scheme and general motivation. After field testing, this was administered to 374 respondents in 12 districts of Central and Volta regions. The respondents included doctors, medical assistants (MAs), public and private midwives, nurses, community health nurses (CHNs), and traditional birth attendants, both trained and untrained. Results: Health workers were well informed about the delivery fee exemptions scheme and their responses on its impact suggest a realistic view that it was a good scheme, but one that faces serious challenges regarding financial sustainability. Concerning its impact on their morale and working conditions, the responses were broadly neutral. Most public sector workers have seen an increased workload, but counterbalanced by increased pay. TBAs have suffered, in terms of client numbers and income, while the picture for private midwives is mixed. The survey also sheds light on pay and productivity. The respondents report long working hours, with a mean of 54 hours per week for community nurses and up to 129 hours per week for MAs. Weekly reported client loads in the public sector range from a mean of 86 for nurses to 269 for doctors. Over the past two years, reported working hours have been increasing, but so have pay and allowances (for doctors, allowances now make up 66% of their total pay). The lowest paid public health worker now earns almost ten times the average gross national income (GNI) per capita, while the doctors earn 38.5 times GNI per capita. This compares well with average government pay of four times GNI per capita. Comparing pay with outputs, the relatively high number of clients reported by doctors reduces their pay differential, so that the cost per client – $1.09 – is similar to a nurse's (and lower than a private midwife's). Conclusion: These findings show that a scheme which increases demand for public health services while also sustaining health worker income and morale, is workable, if well managed, even within the relatively constrained human resources environment of countries like Ghana.
