    Production of electronics and photovoltaics using a reel-to-reel process

    Reel to reel manufacturing is a mature technology that involves the passing of a flexible substrate or web continuously through one or more processes. The web is typically much longer than it is wide, and the width in turn is much greater than its thickness. It is a continuous process that results in high output at a low unit cost when compared with other production methods. Historically this has included newspaper printing and textile manufacture, but more recent research is being conducted in developing printed electronics, such as solar cells (Organic Photo-Voltaic or OPV), and wearable tech and flexible screens (Polymer LEDs or PLEDs). These devices consist of up to five layers, with a separate printing or coating process needed for each. Greater accuracy is necessary than for traditional industries and advances are required in three areas: control of the web; measurement and registration of the printed web; and flexible semi-conductor materials.     Sub-surface damage issues for effective fabrication of large optics

    A new ultra precision large optics grinding machine, BoX®has been developed at Cranfield University. BoX®islocated at the UK's Ultra Precision Surfaces laboratory at the OpTIC Technium. This machine offers a rapidand economic solution for grinding large off-axis aspherical and free-form optical components.This paper presents an analysis of subsurface damage assessments of optical ground materials produced usingdiamond resin bonded grinding wheels. The specific materials used, Zerodur®and ULE®are currently understudy for making extremely large telescope (ELT) segmented mirrors such as in the E-ELT project.The grinding experiments have been conducted on the BoX®grinding machine using wheels with grits sizes of76 μm, 46 μm and 25 μm. Grinding process data was collected using a Kistler dynamometer platform. Thehighest material removal rate (187.5 mm3/s) used ensures that a 1 metre diameter optic can be ground in lessthan 10 hours. The surface roughness and surface profile were measured using a Form Talysurf. The subsurfacedamage was revealed using a sub aperture polishing process in combination with an etching technique.These results are compared with the targeted form accuracy of 1 μm p-v over a 1 metre part, surface roughnessof 50-150 nm RMS and subsurface damage in the range of 2-5 μm.     Physical and sexual abuse in orphaned compared to non-orphaned children in sub-Saharan Africa: A systematic review and meta-analysis

    This systematic review assessed the quantitative literature to determine whether orphans are more likely to experience physical and/or sexual abuse compared to non-orphans in sub-Saharan Africa (SSA). It also evaluated the quality of evidence and identified research gaps. Our search identified 10 studies, all published after 2005, from Zimbabwe, South Africa, Kenya and Uganda. The studies consisted of a total 17,336 participants (51% female and 58% non-orphans). Of those classified as orphans (n = 7,315), 73% were single orphans, and 27% were double orphans. The majority of single orphans were paternal orphans (74%). Quality assessment revealed significant variability in the quality of the studies, although most scored higher for general design than dimensions specific to the domain of orphans and abuse. Combined estimates of data suggested that, compared to non-orphans, orphans are not more likely to experience physical abuse (combined OR = 0.96, 95% CI [0.79, 1.16]) or sexual abuse (combined OR = 1.25, 95% CI [0.88, 1.78]). These data suggest that orphans are not systematically at higher risk of experiencing physical or sexual abuse compared to non-orphans in sub-Saharan Africa. However, because of inconsistent quality of data and reporting, these findings should be interpreted with caution. Several recommendations are made for improving data quality and reporting consistency on this important issue

    The following study is realised within the frame of the PACMAN project: a study on Particle Accelerator Components Metrology and Alignment to the Nanometre scale, which is a Marie Curie program supported by the European commission and hosted by CERN (European Organisation for Nuclear Research). The aim of this program is to develop and build a pre-alignment bench on which each component is aligned to the required level in one single step using a stretched wire. During the operation, the centre of the stretched wire is aligned with the magnetic axis of the magnet. Then, the position of the wire is measured to the highest possible accuracy using a 3D Coordinate Measuring Machine (CMM) Leitz PMM-C Infinity from HEXAGON Metrology.     Expanded subgenomic mRNA transcriptome and coding capacity of a nidovirus

    Members of the order Nidovirales express their structural protein ORFs from a nested set of 3′ subgenomic mRNAs (sg mRNAs), and for most of these ORFs, a single genomic transcription regulatory sequence (TRS) was identified. Nine TRSs were previously reported for the arterivirus Simian hemorrhagic fever virus (SHFV). In the present study, which was facilitated by next-generation sequencing, 96 SHFV body TRSs were identified that were functional in both infected MA104 cells and macaque macrophages. The abundance of sg mRNAs produced from individual TRSs was consistent over time in the two different cell types. Most of the TRSs are located in the genomic 3′ region, but some are in the 5′ ORF1a/1b region and provide alternative sources of nonstructural proteins. Multiple functional TRSs were identified for the majority of the SHFV 3′ ORFs, and four previously identified TRSs were found not to be the predominant ones used. A third of the TRSs generated sg mRNAs with variant leader–body junction sequences. Sg mRNAs encoding E′, GP2, or ORF5a as their 5′ ORF as well as sg mRNAs encoding six previously unreported alternative frame ORFs or 14 previously unreported C-terminal ORFs of known proteins were also identified. Mutation of the start codon of two C-terminal ORFs in an infectious clone reduced virus yield. Mass spectrometry detected one previously unreported protein and suggested translation of some of the C-terminal ORFs. The results reveal the complexity of the transcriptional regulatory mechanism and expanded coding capacity for SHFV, which may also be characteristic of other nidoviruses

    Prime Focus Spectrograph (PFS) for the Subaru Telescope: Overview, recent progress, and future perspectives

    PFS (Prime Focus Spectrograph), a next generation facility instrument on the 8.2-meter Subaru Telescope, is a very wide-field, massively multiplexed, optical and near-infrared spectrograph. Exploiting the Subaru prime focus, 2394 reconfigurable fibers will be distributed over the 1.3 deg field of view. The spectrograph has been designed with 3 arms of blue, red, and near-infrared cameras to simultaneously observe spectra from 380nm to 1260nm in one exposure at a resolution of ~1.6-2.7A. An international collaboration is developing this instrument under the initiative of Kavli IPMU. The project is now going into the construction phase aiming at undertaking system integration in 2017-2018 and subsequently carrying out engineering operations in 2018-2019.     The politics of regulatory enforcement and compliance: Theorizing and operationalizing political influences

    There is broad consensus in the literature on regulatory enforcement and compliance that politics matters. However, there is little scholarly convergence on what politics is or rigorous theorization and empirical testing of how politics matters. Many enforcement and compliance studies omit political variables altogether. Among those that address political influences on regulatory outcomes, politics has been defined in myriad ways and, too often, left undefined. Even when political constructs are explicitly operationalized, the mechanisms by which they influence regulatory outcomes are thinly hypothesized or simply ignored. If politics is truly as important to enforcement and compliance outcomes as everyone in the field seems to agree, regulatory scholarship must make a more sustained and systematic effort to understand their relationship, because overlooking this connection risks missing what is actually driving regulatory outcomes. This article examines how the construct of “politics” has been conceptualized in regulatory theory and analyzes how it has been operationalized in empirical studies of regulatory enforcement and compliance outcomes. It brings together scholarship across disciplines that rarely speak but have much to say to one another on this subject in order to constitute a field around the politics of regulation. The goal is to sharpen theoretical and empirical understandings of when and how regulation works by better accounting for the role politics plays in its enforcement

    The Current Status of Prime Focus Instrument of Subaru Prime Focus Spectrograph

    The Prime Focus Spectrograph (PFS) is a new optical/near-infrared multi-fiber spectrograph design for the prime focus of the 8.2m Subaru telescope. PFS will cover 1.3 degree diameter field with 2394 fibers to complement the imaging capability of Hyper SuprimeCam (HSC). The prime focus unit of PFS called Prime Focus Instrument (PFI) provides the interface with the top structure of Subaru telescope and also accommodates the optical bench in which Cobra fiber positioners are located. In addition, the acquisition and guiding cameras (AGCs), the optical fiber positioner system, the cable wrapper, the fiducial fibers, illuminator, and viewer, the field element, and the telemetry system are located inside the PFI. The mechanical structure of the PFI was designed with special care such that its deflections sufficiently match those of the HSC's Wide Field Corrector (WFC) so the fibers will stay on targets over the course of the observations within the required accuracy.     Establishing the safety of waterbirth for mothers and babies: a cohort study with nested qualitative component: the protocol for the POOL study

    Introduction Approximately 60 000 (9/100) infants are born into water annually in the UK and this is likely to increase. Case reports identified infants with water inhalation or sepsis following birth in water and there is a concern that women giving birth in water may sustain more complex perineal trauma. There have not been studies large enough to show whether waterbirth increases these poor outcomes. The POOL Study (ISRCTN13315580) plans to answer the question about the safety of waterbirths among women who are classified appropriate for midwifery-led intrapartum care. Methods and analysis A cohort study with a nested qualitative component. Objectives will be answered using retrospective and prospective data captured in electronic National Health Service (NHS) maternity and neonatal systems. The qualitative component aims to explore factors influencing pool use and waterbirth; data will be gathered via discussion groups, interviews and case studies of maternity units. Ethics and dissemination The protocol has been approved by NHS Wales Research Ethics Committee (18/WA/0291) the transfer of identifiable data has been approved by Health Research Authority Confidentiality Advisory Group (18CAG0153). Study findings and innovative methodology will be disseminated through peer-reviewed journals, conferences and events. Results will be of interest to the general public, clinical and policy stakeholders in the UK and will be disseminated accordingly
