    The Negotiated Investment Strategy (NIS) was created by the urban affairs program at the Kettering Foundation as a vehicle for cities to shape their own future. The creators of the NIS, in the late 1970\u27s, observed that while most major cities needed help, such help was hard to come by. Three reasons account for this. First, the assistance that was available to cities, particularly from the federal government, was often in the form of categorical grants, and it was difficult to tailor the assistance to the particular needs of the city. Second, there was a great deal of duplication of existing programs and a lack of coordination between them. Finally, cities had not discovered how they might capitalize upon their own assets, particularly: the facilities that were in place, the city\u27s infrastructure, and the commitment to the city by people from both the public and private sector

    Upstate New York, a term commonly used to denote that area outside the environs of Metropolitan New York City, could have boasted of many favorite sons over the years. A current example, Kenneth B. Keating, is the topic of this survey. Essentially this work was meant as a record of characteristic legislative commitments made by the Congressman relative to domestic concerns during his years of service in the House of Representatives. However, since the initial efforts were motivated by the author\u27s interest in discovering the basis for Mr. Keating\u27s continuing success at the polls, it was determined that the actual records, objectively transferred from the primary sources of Congress, would not serve this purpose adequately. Therefore, the approach which has been utilized is characterized by a concentration, not specifically on the total and actual record, but rather on those portions of the record which seemed to have been most exposed to the general Rochester public. Of necessity, therefore, reliance has been placed not only on the records of Congress and related materials, but also in large measure upon Rochester area news publications which by their intrinsic nature offered considerable aid in constructing, focusing and perpetrating that public image

    Azaborines are fascinating compounds because they possess valuable properties such as photochemical stability, have high molar absorption coefficient and high fluorescent quantum yields, as well as large Stokes shifts and tunable absorption/emission spectra. Here, we designed, synthesized, and will examine a novel reaction-based azaborine fluorescent probe capable of selectively detect carbon monoxide (CO) based on palladium-mediated carbonylation chemistry. This novel azaborine fluorescent probe will exhibit high selectivity for CO and display a robust turn-on fluorescent response in the presence of CO in aqueous buffer solution

    The Information Warefare Advisor: An Architecture for Interacting with Intelligent Agents Across the Web

    The global spread of digital communications and automated information systems, and the ever widening dependence on these systems for critical economic, political and military needs, has made the protection of these systems, as well as the ability to attack an enemy’s systems, an important part of military strategy and tactics. Information warfare (IW) has grown into a military specialty which seeks to use information and information systems to gain military advantages over an opponent. The US Army War College has several IW experts on its faculty, but during its annual Strategic Crisis Exercise (SCE) these experts are generally not available to assist students with questions on IW background or response planning since they have other duties during the exercise. In order to make the expertise of its faculty available to all students during each SCE, as well as preserve and expand this expertise as faculty come and go, a research project was established between the War College’s Knowledge Engineering Branch and George Washington University to design and demonstrate an architecture for an on-line expert advisor in Information Warfare. The objective of the IW Advisor was to provide any SCE student or War College faculty member the ability to access the captured knowledge and expertise of IW experts through the college’s private intranet using standard off-the- shelf web browser technology

    HARDWARE Astronomy: Repair and Refurbishment of the Small Radio Telescope

    A Small Radio Telescope (SRT), originally developed by MIT\u27s Haystack Observatory, was donated to Winona State University by Mayo High School in Rochester, Minnesota. The assembly includes a 2.3 meter dish with mount and motors that allow pointing over the entire sky. The SRT, unfortunately, has been weathered over years of exposure to the elements, and was absent all the electronics necessary for pointing and collecting data. Here we report our efforts to repair, replace, and refurbish the SRT for future undergraduate research. Specifically, the replacement of pointing hardware, the development of a motor control system and graphical user interface (GUI), and future work to implement a software defined radio (SDR) for detection of astronomical signals
