La experiencia de descentralización en Chile: Avances y desafíos para un desarrollo a escala local
This paper analyzes the experience of decentralization in Chile examining its different stages, elements and actions taken, their effectiveness and outstanding issues. It also summarizes the specific problems of Chile, using a new perspective from the theory of Human Scale Development proposed by Max Neef (1993). We discuss about the paradigm shift at the political and economic levels, necessary to achieve a sustainable development process at the local level. Following this guideline, we propose some measures to reverse the prevailing centralism that caracterizes Chilean politics. We conclude that there is a need for new forms of relationships between the community and government organizations, to generate actions that meet the needs of citizens.En este trabajo se analiza la experiencia de descentralización de Chile examinando sus distintas fases, los elementos, acciones desarrolladas, su eficacia y los temas pendientes. Además se resumen las problemáticas particulares de Chile, usando una nueva perspectiva desde la teoría del Desarrollo a Escala Humana propuesta por Max Neef. También se discute el cambio de paradigma a nivel político-económico necesario para lograr un proceso de desarrollo sostenible a escala local, y se proponen algunas medidas para revertir el centralismo imperante. Se concluye que existe la necesidad de construir nuevas formas de relaciones entre la comunidad y las organizaciones del gobierno para generar acciones que satisfagan las necesidades de los ciudadanos
High-resolution imaging at the SOAR telescope
Bright single and binary stars were observed at the 4.1-m telescope with a
fast electron-multiplication camera in the regime of partial turbulence
correction by the visible-light adaptive optics system. We compare the angular
resolution achieved by simple averaging of AO-corrected images (long-exposure),
selection and re-centering (shift-and-add or "lucky" imaging) and speckle
interferometry. The effect of partial AO correction, vibrations, and image
post-processing on the attained resolution is shown. Potential usefulness of
these techniques is evaluated for reaching the diffraction limit in
ground-based optical imaging. Measurements of 75 binary stars obtained during
these tests are given and objects of special interest are discussed. We report
tentative resolution of the astrometric companion to Zeta Aqr B. A concept of

Protective Effect of Red Algae (Rhodophyta) Extracts on Essential Dietary Components of Heat-Treated Salmon
Salmon paste contains nutritious components such as essential fatty acids (EPA, DHA), vitamin E and astaxanthin, which can be protected with the addition of red algae extracts. Phenolic extracts were prepared with an ethanol: water mixture (1:1) from the red seaweeds Gracilaria chilensis, Gelidium chilense, Iridaea larga, Gigartina chamissoi, Gigartina skottsbergii and Gigartina radula, obtained from the Pacific Ocean. Most algae had a high content of protein (>7.2%), fiber (>55%) and β-glucans (>4.9%), all expressed on a dry weight basis. Total polyphenols (TP), total flavonoids (TF), antioxidant (DPPH, FRAP) and antibacterial power of the extracts were measured. In addition, the nutritional components of the algae were determined. Results showed that the content of TP in the six algae varied between 2.6 and 11.3 mg EAG/g dw and between 2.2 and 9.6 for TF. Also, the extracts of G. skottsbergii, G. chamissoi, G. radula and G. chilensis showed the highest antiradical activity (DPPH, FRAP). All samples exhibited a low production of primary oxidation products, and protection of the essential components and the endogenous antioxidants tocopherols and astaxanthin, particularly in the case of G. skottsbergii, G. chamissoi, G. radula and G. chilensis. Furthermore, all algae had inhibitory activity against the tested microorganisms, coincident with their antioxidant capacity. In this paper, we experimentally demonstrate the benefit of polarization insensitive dual-band optical phase conjugation for up to ten 400 Gb/s optical super-channels using a Raman amplified transmission link with a realistic span length of 75 km. We demonstrate that the resultant increase in transmission distance may be predicted analytically if the detrimental impacts of power asymmetry and polarization mode dispersion are taken into account
