    There are many definitions of perceived quality, though some of them lack theoretical rationale for the definition and cannot be used as a foundation of a theoretical model of a quality perception model. Some of the definitions are: “the degree to which a product fulfills its function, given the needs of the consumer” Box (1983, p.25), “the consumer’s judgement about the superiority or excellence of a product” Zeithaml (1988, p. 5) and “the rated ability of the brand to perform its functions as perceived by consumers” Kotler (1984, p.479).     Analyzing the Relationship between Costumers Perceived Quality, Satisfaction and Loyalty (Case Study: SA Iran Electro Optic Industries Company)

    In this paper, the relationship between perceived quality and costumers loyalty and satisfaction of SA Iran Electro Optic Industries (SAPA) has been studied. This is a descriptive survey in which data has been collected among 358 company costumers by Non Probability Sampling method and analyzed using SPSS and LISREL. In order to analyze the data, Confirmatory Factor Analysis and Structural Function Model are used. The research shows that performance quality has positive relationship with loyalty and satisfaction and customer satisfaction positively and significantly is in relation with their loyalty.     PERTANGGUNGJAWABAN KEPALA DAERAH DALAM PENYALAHGUNAAN WEWENANG PENGADAAN BARANG DAN JASA

    Penyalahgunaan wewenang dalam pengadaan barang dan jasa masih banyak terjadi di daerah. Tidak hanya pejabat atau instansi daerah yang melakukannya, bahkan kepala daerah sebagai pemegang kekuasaan mengelola anggaran dalam kegiatan pengadaan barang dan jasa. Hal ini menyebabkan kerugian bagi keuangan negara maupun daerah. Pelayanan pemerintah kepada masyarakat menjadi tidak optimal. Oleh karena itu perlu dicari bagaimana bentuk pertanggungjawaban kepala daerah terhadap penyalahgunaan tersebut. Selain itu, perlu dicari upaya bagaimana mencegah terjadinya penyalahgunaan wewenang tersebut. Dari hasil penelitian ini penulis menemukan beberapa hal mengenai bentuk pertanggungjawaban kepala daerah terhadap penyalahgunaan wewenang yang dilakukannya. Pertanggungjawaban yang dimungkinkan diterapkan ada dua, yaitu pertanggungjawaban hukum kepala daerah berdasarkan Undang-Undang Nomor 32 Tahun 2004 tetang pemerintahan daerah dan pertanggungjawaban hukum pada pribadi atau pertanggungjawaban pidana. Mekanisme pertanggungjawaban hukum kepala daerah menurut UU No. 32 Tahun 2004 tidak pernah lepas dengan mekanisme pemberhentian kepala daerah. Mekanisme pemberhentian kepala daerah terhadap penyalahgunaan wewenang yang dapat diterapkan adalah mekanisme pemberhentian kepala daerah karena melanggar larangan kepala daerah dan mekanisme pemberhentian kepala daerah karena melakukan tindak pidana korupsi. Sedangkan pertanggungjawaban pribadi atau pidana bisa diterapkan pasal-pasal mengenai tindak pidana korupsi dan tindak pidana pencucian uang serta pengembalian kerugian negara. Dalam hal upaya pencegahan penyalahgunaan wewenang pada kegiatan pengadaan barang dan jasa dapat dilakukan dengan Penerapan Pemerintahan yang baik (good governance), Progam publik pemerintah dalam kegiatan pegadaan barang dan jasa serta Perbaikan Organisasi Pemerintah.Kata Kunci: Penyalahgunaan Wewenang, Pengadaan Barang dan Jasa, Pertanggungjawaban, Kepala Daera

    Background - Industrial revolution 4.0 make competition between countries will be more competitive. This competition was also felt by PT Semen Indonesia (Persero) Tbk, which is the market leader in the cement industry in Indonesia. Company that implement corporate culture very well, was reached hundred times growth that companies that don’t consider corporate culture s main concern. Aim – This study aims to mapping the organization culture through OCAI (Organizational Culture Assessment Intstrument. Design / methodology / approach - The sampling technique uses the proportionate stratified random sampling method which consists of 6 General Managers, 20 Senior Managers, 34 Head Section, 33 Head Teams and 13 Staffs. The instrument used in this study was the Organizational Culture Assessment Intstrument (OCAI), which maps organizational culture into four types of organizational culture through six-dimensional measurement, namely dominant characteristics, organizational leadership, employee management, organizational adhesives, and success criteria. Data collection techniques used are questionnaires. Finding - The results of the research show that the dominant culture now perceived is hierarchical culture, and the expected dominant culture is clan culture. The results of the validation from the expert stated that as a state-owned corporation that has a global go vision, the clan culture adopted by employees is irrelevant. Culture that is applied to be more suitable for going global is market culture as the main culture or common culture. Whereas the second culture or dominant sub-culture is a type of cultural hierarchy. Research implication - The existence of this mapping is expected to be an input to management, how management can create a more dominant competitive culture and unite employees with a culture that has been determined by management

    Identify economic indicators (direct and indirect costs) of occupational accidents

    The analysis of HSE events, especially occupational accidents, along with identifying the effective factors on the occurrence of accidents is of crucial importance. The study of events before, during and after their occurrence is one of the requirements of study in accidents field. The present study is aimed to manage direct and indirect accident costs and improve the mechanism of accident management based on critical accident costs in the country. The present study is an analytical study that is a cross-sectional case study in different industries of the country. The statistical population of the research includes experts in oil, gas, petrochemical, cement, steel, power plant and road construction and construction, and university professors related to occupational health, industrial safety, HSE, and finally active professors in crisis management and under emergency conditions. 12 people were selected by theoretical saturation method. This research was conducted during 2018 and 2019 in determining the costs of occupational accidents. The research area is in various upstream industries, oil, gas and petrochemical and steel and cement industries and other industrial and urban areas. The research instrument includes a researcher-made questionnaire. Data analysis was performed using fuzzy Delphi method. In the field studies of the study, 8 important and major groups of indicators in occupational accident costs at workplace were identified. In order to calculate and obtain the amount of each of the mentioned indicators, a number of sub- criteria were determined and by examining economic models and calculation software, accident costs and conventional and valid models that had verified validity and reliability showed that 51 sub-indicators in the above 8 groups were effective on calculating the accidents costs. It was found that out of 51 indicators identified in the direct and indirect costs of accidents, 45 indicators have a greater effect and to calculate and technically and economically investigate the accidents costs, 45 indicators were required to be investigated
