Features of human capital in urban territories
The article is devoted to the peculiarities of the agglomeration processes in Russia that are associated with the transition from the industrial phase to the post-industrial phase of the urbanization. Comparative analysis of results of transition processes in Perm and Yekaterinburg areas is given. Special attention is paid to human capital agglomeration, which is regarded as a component of territorial capital. The calculations of human capital of agglomerated areas in general and of centers of agglomerated areas are carried out. The article contains conclusions on the relationship of human capital as a tangible asset of a big city with the development of specific social capital of the city, aimed at active policy of urbanization. As a theoretical framework it is proposed to use the territorial capital theory.Keywords: urbanization; agglomeration; human capital; territorial capita
Solar energy application in houses heating systems in Russia
The solar energy is widely used around the world for electricity generation and heating systems in municipal services. But its use is complicated in the number of territories with uneven receipts of solar radiation on the earth’s surface and large number of cloudy days during a year. A hypothesis on the possibility of application of individual solar collectors for heating of houses in the number of cities of Russia has been tested. The existing designs of solar collectors and checking the possibility of their application in northern territories of Russia are investigated. The analysis was carried out taking into account features of relief and other climatic conditions of the Perm and Sverdlovsk regions. As the result of research, the basic recommended conditions for application of solar batteries in houses of the northern Russian cities have been resumed. © 2017 IJCRSEE. All Right Reserved
A Study on Green Economy Indicators and Modeling: Russian Context
This article aims to assess and forecast the dynamics of a regional green economy. The research relevance is determined by the need to develop theoretical and methodological basis of the green economy for the transition period and to identify criteria basis for assessing the state and regional level of it. The authors applied the modern methods, which allowed to model criteria considering data uncertainty and both static and dynamic criteria. The research process involved the methods of scientific analysis, comparison and synthesis, the theory of fuzzy sets, and fuzzy modeling. The main principles and methodology of the criteria evaluation for a regional green economy are proposed. The principal methodological approach in this research combines the current state and dynamics of the green economy in evaluating and forecasting the conditions of data uncertainty. The research results form a theoretical, methodological, and practical basis for assessing the current state and level of a regional green economy development, determining the effectiveness of environmental and economic programs, optimizing financial management, conducting environmental monitoring, and developing state plans.The research was funded by the grant of the Ministry of Education and Science of the Russian Federation to Perm National Research Polytechnic University # 26.6884.2017/8.9 "Sustainable development of urban areas and the improvement of the human environment.

Competitiveness assessment of Russian territories in terms of inbound tourism
The article explores current main development challenges of tourism in Russia. The behavior pattern of the travel and tourism competitiveness index in Russia over the years from 2009 to 2013 has been analyzed. Authors reveal the causes of the low tourism competitiveness in Russia compared to other countries. A qualitative assessment of the tourism potential merit in conformity to development of certain areas is presented. The current state of tourism in the Republic of Tatarstan is studied in connection with the inbound tourism promoting opportunities. The leading position of the Republic of Tatarstan among the Russian regions is noted in terms of tourist potential development, as well as availability of significant opportunities of the region for further development of truism
Innovative ways of using the tourist potential as the basis of territories development
The aim of the article is to evaluate the possibilities of development different kinds of tourism in Russia and to ensure social and economic development of certain areas on this basis. We propose an innovative approach to the development of a number of tourist destinations in the Republic of Tatarstan and Perm region by combining the most interesting, perspective and becoming popular types of tourism. As an innovative offer and the main direction of analysis cruise tourism is taken in conjunction with environmental, religious, cultural and historical tourism. The tourism and recreational potential of the research areas, their possible involvement in the formation of the flow of inbound and domestic tourism have been studied. The conditions for the joint projects creation in the field of tourism and their development prospects have been found out
