Valuating the appropriation of digital technologies across Russian regions

    Get PDF
The COVID-19 pandemic has proved a powerful catalyst for the integration of digital technologies in everyday life. Many digital routines have replaced the traditional ones relating to purchasing goods and services, information exchange, movement, document issuance, or scheduling medical appointments. Despite technology proliferating through society, the digital divide is widening. The place of residence is a factor affecting the involvement in digitalisation, along with age, education, income, and the availability of ICT infrastructure. This study evaluates the readiness of the population of various Russian regions to embrace digital technologies. Based on a comparative analysis of traffic to the most popular websites on the Russian Internet, grouped into five categories (e-commerce, e-government, information exchange, spatial mobility, scholarly communication), an index method for assessing readiness for digitalisation is developed. The study uses Yandex search data from February 2019 to January 2021. The findings suggest that Russian regions may be divided into digitally advanced areas, runner-ups, average performers, and the digital periphery. Recommendations are given on how to increase readiness for digital transformation in territories of different types without running the risks of forced digitalisation

The study was performed in line with the actual scientific areas of language conflictology and linguistic axiology. The article is devoted to the linguistic description of conflict situations in family communication by the material of the film “Inadequate people” (directed by Roman Karimov). The relevance of the study is due to the need to study communication in small social groups (in particular, in the family), as there is a high level of emotionality and intensity of communication, and it often becomes a conflictogenic factor. The text fragments representing speech conflicts between a teenager and adult relatives are analyzed. The markers of destructive communication and speech aggression in the communicative behaviour of adults (negatively charged language means and non-cooperative speech-behavioral tactics of condemnation, threat, coercion, etc.) and adolescents (high tone, insults, rude demand, disharmonizing strategy of discredit, tactics of “rudeness” and other). Special attention is paid to implicit speech aggression, which is embodied in irony, sarcasm, indirect issues. It is noted that using such techniques, the communicant expresses a negative or critical attitude towards the addressee. It is indicated that the intergenerational conflict is expressed in the deformation of interpersonal communication, in the failure of mechanisms of understanding between parents and children, in disagreements concerning moral and value orientations

Based on the analysis of the powers of the Russian Federation and its subjects in the scientific and technical sphere, the article shows that despite the constitutional consolidation of the sphere of science as joint powers of the regions and the federal center, in fact, in most cases, the development of science is exclusively the task of the Russian Federation. Therefore, the expenditures of the federal budget determine the direction of financing and development of science. The paper analyzes both the dynamics of the main parameters of financing within the program budget and the first major results obtained under the new conditions in 2013-2016. It is shown that the efficiency of expenditures on science has significantly increased. However, a separate analysis is required both for the quality of the obtained scientific results and the results of institutional reforms in the sector of research and development.peer-reviewe

The research is carried out in the context of pragmalinguistics and is devoted to the question of means of forming stereotypes in the texts of journalistic discourse. The semantics and pragmatics of the lexeme po-kitayski ‘in Chinese’ as a diagnostic language means manifesting collective stereotypical ideas about China are considered. The material for the study is the statements extracted from the modern Russian media in the electronic database Integrum. Texts about policy, state economy, Chinese cuisine and New year’s holiday in China are presented. It is shown that the analyzed adverb is used in verbal and substantive word combinations with concrete and abstract nouns. The material indicates that verbal phrases characterize specific processes occurring in China. The thesis that substantial-adverbial word combinations are used to characterize or reinterpret known concepts is put forward. The article presents the results of the analysis of the contextual semantics of the adverb po-kitayski , which is complicated by the background features that actualize a number of typical characteristics of the Eastern state (a specific form of globalization, a special socialist model, the task of eradicating corruption at all levels, economic breakthrough, preservation of cultural traditions). In the Russian media there is an estimated duality in the representation of China. Stereotypes about China are mostly positive: a prosperous economy, political independence, ancient traditions. In particular, the low quality of goods produced in China and the cruelty of political measures receive a negative assessment

The chemical composition of plants of amaranth belonging to various species is determined genetically to a great extent. The concentration of mineral nutrients in amaranth tissues may influence the quality of food and fodder raw stuff. We studied the potassium and nitrate concentration in the tissues of the plants of four amaranth species grown in Western Siberia in similar rainfed conditions. We suggest using the ratio "potassium concentration/nitrate concentration" in the biomass of the plants under study as an additional indicator of their nutritional properties. The content of potassium in A. Hypochondriacus and A. tricolor dry weight was about 900 mEq/kg, in the tissues of A. Retroflexus-600 mEq/kg, in the tissues of A. Cruentus-455 mEq/kg. The maximal value of the mean nitrate content in dry matter for A. Cruentus was 105.9 mEq/kg. The content of nitrates in A. tricolor tissues was 80 mEq/kg, and in A. Retroflexus tissues-40 mEq/kg. The minimal content of nitrates was registered in the sample of the dry matter of the plants of A. Hypochondriacus-about 24 mEq/kg. The ratio "potassium concentration/nitrate concentration" in the plants of A. Hypochondriacus ran up to a multiple of 45, in A. Retroflexsus-16.4, in A. tricolor-10.8, and in A. Cruentus-4.5. A. Hypochondriacus has the highest feeding value compared to other amaranth species, with soil conditions being similar, without watering and fertilizers. The indicator "potassium/nitrate" can be used for express assessment of amaranth nutritional properties
