    Use of Maternal Health Care in Tajikstan: A Bargaining Framework

    Post-socialist economic declines have included declines in women's use of maternal health care. This paper examines the use of maternal health care in Tajikistan, where such declines have occurred. The findings support previous evidence that women's use of services depends on women's education, household income, and proximity of services. Previous models have not specified who makes the care decision. Using education as a proxy for preferences, the findings show that women share decisionmaking with their spouse and the eldest female in the household. However, the data provides limited evidence that traditional proxies for bargaining power affect outcomes. The authors conclude that measures of bargaining power require tailoring to local conditions. Surveys evaluating the value of women's assets and their services in the home, as well as questions about decision-making, will allow researchers to more effectively measure bargaining power across contexts. The paper concludes with policy recommendations.

    How Women Have Fared with the Rise of the People\u27s Republic of China in Global Supply Chain Trade

    Global supply chain (GSC) trade has been a driving force underlying economic transformation, urbanization, and social change in the People’s Republic of China (PRC). Female migrants account for a large share of the labor force in the country’s GSC production base. Using province-level panel data, this study employs regression analysis to examine how the country’s rapid integration into the supply chain has affected women’s welfare outcomes captured by occupational status. The analysis shows mixed results. On the one hand, global integration through trade expansion improved the concentration of men and women equally in professional and skilled occupations and in management positions. On the other hand, female employment in manufacturing for GSC trade increased faster than male employment. This trend decreased in turn the male–female sex ratio among those aged 0–4 years. This finding is consistent with other studies on the PRC that confirm the beneficial effect of a relative rise in women’s income in reducing the sex imbalance. Gender-specific policies should support female migrants in moving up the job ladder in GSC trade through higher education and skills training for professional and leadership positions. This should be complemented with incentives for the private sector—the biggest source of employment in the PRC—to promote gender equality by harnessing the advancement in technology and opportunities offered by the rapid growth of GSC trade

    Maintaining New Markets: Determinants of Antitrust Enforcement in Central and Eastern Europe

    While others have examined the implementation and/or the stringency of enforcement of antitrust laws in post-socialist economies, this paper is the first study that attempts to explain the determinants of antitrust enforcement activity across post-socialist countries using economic and political variables. Using a panel of ten European post-socialist countries over periods ranging from 4 to 11 years, we find a number of significant determinants of enforcement in these countries. For example, larger economies engage in more antitrust enforcement, and countries have tended to increase their enforcement efforts over time. Our results also suggest that countries characterized by more unionization and less corruption tend to engage in greater antitrust enforcement of all types. Countries more successful in privatizing have filed fewer cases, while more affluent or developed countries investigate fewer cases of all types, consistent with an income-shifting motivation for antitrust.Antitrust Enforcement, Central and Eastern Europe, Competition Policy JEL classification: L4, P3

    Mediante regresiones simples de Mínimos Cuadrados Ordinarios, se examina el efecto de diferentes formas de estructuras de gobierno sobre distintos patrones de comportamiento en tres tipos de organizaciones privadas sin fines de lucro en el área de la salud en Uruguay: mutualistas, cooperativas de profesionales y cooperativas gremiales. Se recurrió a datos del período 1982-1990 y a entrevistas con doctores trabajando en los tres tipos de organización, realizadas durante 2010. Se concluye que las diferencias de estructuras gubernativas afectan significativamente dichos patrones de comportamiento. Estos hallazgos deberían ser de utilidad en la formulación de políticas de salud en lo que se refiere a la organización industrial del sector.[Resumen del autor

    Altered DNA methylation in children born to mothers with rheumatoid arthritis during pregnancy

    Objectives The main objective of this study was to determine whether the DNA methylation profile of children born to mothers with rheumatoid arthritis (RA) is different from that of children born to mothers from the general population. In addition, we aimed to determine whether any differences in methylation are associated with maternal RA disease activity or medication use during pregnancy. Methods For this study, genome-wide DNA methylation was measured at cytosine-phosphateguanine (CpG) sites, using the Infinium Illumina HumanMethylation 450K BeadChip, in 80 blood samples from children (mean age=6.8 years) born to mothers with RA. As controls, blood samples from 354 children (mean age=6.0 years) from the population-based Generation R Study were used. Linear mixed models were performed to investigate differential methylation between the groups, corrected for relevant confounders. Results A total of 147 CpGs were differentially methylated between blood samples of children born to mothers with RA and the control blood samples. The five most significantly associated CpGs were cg06642177, cg08867893, cg06778273, cg07786668 and cg20116574. The differences in methylation were not associated with maternal RA disease activity or medication use during pregnancy. Conclusions DNA methylation at 147 CpGs differed between children born to mothers with RA and children born to mothers from the general population. It remains unknown whether the identified associations are causal, and if so whether they are caused by the disease or treatment. More research, including replication of these results, is necessary in order to strengthen the relevance of our findings for the later-life health of children born to mothers with R

    Effects of Deletion of Macrophage ABCA7 on Lipid Metabolism and the Development of Atherosclerosis in the Presence and Absence of ABCA1

    ABCA7, a close relative of ABCA1 which facilitates cholesterol efflux to lipid-poor apoproteins, has been implicated in macrophage lipid efflux and clearance of apoptotic cells in in vitro studies. In the current study, we investigated the in vivo effects of macrophage ABCA7 deficiency on lipid metabolism and atherosclerosis. Chimeras with dysfunctional ABCA7 in macrophages and other blood cells were generated by transplantation of bone marrow from ABCA7 knockout (KO) mice into irradiated low-density lipoprotein receptor (LDLr) KO mice. Unexpectedly, macrophage ABCA7 deficiency did not significantly affect atherosclerosis susceptibility of LDLr KO mice after 10 weeks Western-type diet feeding. However, ABCA7 deficiency was associated with 2-fold (p<0.05) higher macrophage ABCA1 mRNA expression levels. Combined disruption of ABCA1 and ABCA7 in bone-marrow-derived cells increased atherosclerotic lesion development (1.5-fold (p>0.05) as compared to wild type transplanted mice. However, single deletion of ABCA1 had a similar effect (1.8-fold, p<0.05). Macrophage foam cell accumulation in the peritoneal cavity was reduced in ABCA1/ABCA7 dKO transplanted animals as compared to single ABCA1 KO transplanted mice, which was associated with increased ABCG1 expression. Interestingly, spleens of ABCA1/ABCA7 double KO transplanted mice were significantly larger as compared to the other 3 groups and showed massive macrophage lipid accumulation, a reduction in CD3+ T-cells, and increased expression of key regulators of erythropoiesis. In conclusion, deletion of ABCA7 in bone marrow-derived cells does not affect atherogenesis in the arterial wall neither in the absence or presence of ABCA1. Interestingly, combined deletion of bone marrow ABCA1 and ABCA7 causes severe splenomegaly associated with cellular lipid accumulation, a reduction in splenic CD3+ T cells, and induced markers of erythropoeisis.
