The Classified Information Protection Act: Killing the Messenger or Killing the Message

    Get PDF
The purpose of this Note is to discuss the adequacy of existing statutory and administrative protections for classified information, examine how the agencies responsible for protecting this information implemented controls, and how the courts interpreted these existing protections. This Note argues that the failure of the government to prevent leaks is not necessarily a failure of the existing scheme, but rather a failure of the government to apply current controls. Furthermore, it demonstrates that the Classified Information Protection Act is an unnecessary, overbroad, and in some cases, ineffective alternative to the existing protections, with a great potential for abuse. If the bill is passed, it would undoubtedly serve to chill important debate on matters of public interest. Finally, this article will mention some possible alternatives to the bill, which could be implemented to protect the government\u27s legitimate need for secrecy while balancing the First Amendment rights of government employees and the press

    Capabilities for transdisciplinary research

    Get PDF
Problems framed as societal challenges have provided fresh impetus for transdisciplinary research. In response, funders have started programmes aimed at increasing transdisciplinary research capacity. However, current programme evaluations do not adequately measure the skills and characteristics of individuals and collectives doing this research. Addressing this gap, we propose a systematic framework for evaluating transdisciplinary research based on the Capability Approach, a set of concepts designed to assess practices, institutions, and people based on public values. The framework is operationalized through a mixed-method procedure which evaluates capabilities as they are valued and experienced by researchers themselves. The procedure is tested on a portfolio of ‘pump-priming’ research projects in the UK. We find these projects are sites of capability development in three ways: through convening cognitive capabilities required for academic practice; cultivating informal tacit capabilities; and maintaining often unacknowledged backstage capabilities over durations that extend beyond the lifetime of individual projects. Directing greater attention to these different modes of capability development in transdisciplinary research programmes may be useful formatively in identifying areas for ongoing project support, and also in steering research system capacity towards societal needs

Periodicities in data observed during the minimum and the rising phase of solar cycle 23; years 1996 - 1999

Three types of observations: the daily values of the solar radio flux at 7 frequencies, the daily international sunspot number and the daily Stanford mean solar magnetic field were processed in order to find all the periodicities hidden in the data. Using a new approach to the radio data, two time series were obtained for each frequency examined, one more sensitive to spot magnetic fields, the other to large magnetic structures not connected with sunspots. Power spectrum analysis of the data was carried out separately for the minimum (540 days from 1 March 1996 to 22 August 1997) and for the rising phase (708 days from 23 August 1997 to 31 July 1999) of the solar cycle 23. The Scargle periodograms obtained, normalized for the effect of autocorrelation, show the majority of known periods and reveal a clear difference between the periodicities found in the minimum and the rising phase. We determined the rotation rate of the `active longitudes' in the rising phase as equal to 444.4 ±\pm 4 nHz (26\fd0 \pm 0\fd3). The results indicate that appropriate and careful analysis of daily radio data at several frequencies allows the investigation of solar periodicities generated in different layers of the solar atmosphere by various phenomena related to the periodic emergence of diverse magnetic structures.Comment: 15 pages, 8 figure

Stosowany potencjał, warunki hydrodynamiczne, pH, skład roztworu i dodatki składników organicznych miały silny wpływ na skład chemiczny, strukturę fazową i teksturę osadzonych warstw. Obliczono równowagi fazowe w układzie Cu-In-Sn i przedstawiono izoplety diagramu fazowego. W zakresie 25 do 400° C przeprowadzono badania termicznej stabilności osadów na podkładzie miedzianym przy zastosowaniu strukturalnej analizy rentgenowskiej. The In-Sn alloys are interesting as the materials used in the lead-free interconnection technology and as the replacement materials for toxic cadmium layers. This work investigated the indium-tin layers electrodeposited from the complex citrate solutions. The citrate electrolytic baths are especially attractive as the non-toxic baths for the electrodeposition of alloys. The depositions were conducted in various hydrodynamic conditions by means of the rotating disc electrode technique (RDE). It was observed that the applied potential, hydrodynamic conditions, pH, composition of solution and additional organic compounds have a strong effect on the chemical composition, the phase structure and the texture of the electrodeposited layers. The phase equilibria in the Cu-In-Sn ternary system were calculated and the isopleths of the phase diagram were presented. The X-ray structural investigations of the thermal stability of the deposits on the copper substrate were carried out in the temperature range from 25 to 400° C

Preliminary measurements of lumbar spine kinematics and stiffness

The purpose of the presented study was the experimental measurement of lumbar spine stiffness and its range of motion. The dependence of torsion moment of lumbar spine segment on deflection of flexion, extension and torsion was observed during experiments. Stiffness of spine segment was determined from measured data. Human lumbar spine was used for verification of the experimental technique. The sample consisted of one lumbar vertebrae composed by five vertebral bodies and four intervertebral discs. All muscles were removed, however all ligaments were preserved. Experiments were ca rried out on the test system MTS 858.2 MiniBionix, where loading by axial force and torsion moment is possible at the same time. Special Modular Bionix Spine Test Fixator, attached to the test system was used for the measurements. Loading was controlled kinematically (gradual turning) by keeping the axial force equal zero. Measurement was timedependent. The results of these experiments are going to be used as input data for creating a model of artificial lumbar spine and new type of artificial disc replacement

Hadro-Chemistry and Evolution of (Anti-) Baryon Densities at RHIC

The consequences of hadro-chemical freezeout for the subsequent hadron gas evolution in central heavy-ion collisions at RHIC and LHC energies are discussed with special emphasis on effects due to antibaryons. Contrary to naive expectations, their individual conservation, as implied by experimental data, has significant impact on the chemical off-equilibrium composition of hadronic matter at collider energies. This may reflect on a variety of observables including source sizes and dilepton spectra.Comment: 4 pages ReVTeX incl. 3 ps-figs, submitted to PR
