The authors follow the rather liberal views on nationality policies held by the department for education. Special attention should be paid to the thesis of the mediating function of Russian culture between "national" and world culture. The authors formulate explicitly three different lines of development within education policy concerning the political treatment of the "national" question.     Making Sense of Video Analytics: Lessons Learned from Clickstream Interactions, Attitudes, and Learning Outcome in a Video-Assisted Course

    Online video lectures have been considered an instructional media for various pedagogic approaches, such as the flipped classroom and open online courses. In comparison to other instructional media, online video affords the opportunity for recording student clickstream patterns within a video lecture. Video analytics within lecture videos may provide insights into student learning performance and inform the improvement of video-assisted teaching tactics. Nevertheless, video analytics are not accessible to learning stakeholders, such as researchers and educators, mainly because online video platforms do not broadly share the interactions of the users with their systems. For this purpose, we have designed an open-access video analytics system for use in a video-assisted course. In this paper, we present a longitudinal study, which provides valuable insights through the lens of the collected video analytics. In particular, we found that there is a relationship between video navigation (repeated views) and the level of cognition/thinking required for a specific video segment. Our results indicated that learning performance progress was slightly improved and stabilized after the third week of the video-assisted course. We also found that attitudes regarding easiness, usability, usefulness, and acceptance of this type of course remained at the same levels throughout the course. Finally, we triangulate analytics from diverse sources, discuss them, and provide the lessons learned for further development and refinement of video-assisted courses and practices

    Carbonic anhydrase enzymes catalyse the reversible hydration of carbon dioxide to bicarbonate. A thermophilic Thermovibrio ammonificans α-carbonic anhydrase (TaCA) has been expressed in Escherichia coli and structurally and biochemically characterized. The crystal structure of TaCA has been determined in its native form and in two complexes with bound inhibitors. The tetrameric enzyme is stabilized by a unique core in the centre of the molecule formed by two intersubunit disulfides and a single lysine residue from each monomer that is involved in intersubunit ionic interactions. The structure of this core protects the intersubunit disulfides from reduction, whereas the conserved intrasubunit disulfides are not formed in the reducing environment of the E. coli host cytosol. When oxidized to mimic the environment of the periplasmic space, TaCA has increased thermostability, retaining 90% activity after incubation at 70°C for 1 h, making it a good candidate for industrial carbon-dioxide capture. The reduction of all TaCA cysteines resulted in dissociation of the tetrameric molecule into monomers with lower activity and reduced thermostability. Unlike other characterized α-carbonic anhydrases, TaCA does not display esterase activity towards p-nitrophenyl acetate, which appears to result from the increased rigidity of its protein scaffold

    Max-Weight Scheduling in Queueing Networks With Heavy-Tailed Traffic

    We consider the problem of scheduling in a single-hop switched network with a mix of heavy-tailed and light-tailed traffic and analyze the impact of heavy-tailed traffic on the performance of Max-Weight scheduling. As a performance metric, we use the delay stability of traffic flows: A traffic flow is delay-stable if its expected steady-state delay is finite, and delay-unstable otherwise. First, we show that a heavy-tailed traffic flow is delay-unstable under any scheduling policy. Then, we focus on the celebrated Max-Weight scheduling policy and show that a light-tailed flow that conflicts with a heavy-tailed flow is also delay-unstable. This is true irrespective of the rate or the tail distribution of the light-tailed flow or other scheduling constraints in the network. Surprisingly, we show that a light-tailed flow can become delay-unstable, even when it does not conflict with heavy-tailed traffic. Delay stability in this case may depend on the rate of the light-tailed flow. Finally, we turn our attention to the class of Max-Weight-α scheduling policies. We show that if the α-parameters are chosen suitably, then the sum of the α-moments of the steady-state queue lengths is finite.
