    The UN Security Council’s response to Covid-19: From the centre to the periphery?

    This article examines the UN Security Council’s response to the escalating COVID-19 pandemic in 2020, which has been criticised as hesitant and half-hearted. It argues that the Council’s inability to respond more assertively to the COVID threat was more predictable than surprising. Indeed, the Council’s approach to the COVID threat tended to follow, rather than diverge from, its past practice, exhibiting three increasingly entrenched features of Council decision-making in a crisis. First, the Council is hesitant and ill-equipped to respond to non-traditional or unorthodox threats to international peace and security, even where relevant precedents exist to support such a response.     Using Tree Rings to Predict the Response of Tree Growth to Climate Change in the Continental United States during the Twenty-First Century

    In the early 1900s, tree-ring scientists began analyzing the relative widths of annual growth rings preserved in the cross sections of trees to infer past climate variations. Now, many ring-width index (RWI) chronologies, each representing a specific site and species, are archived online within the International Tree-Ring Data Bank (ITRDB). Comparing annual tree-ring-width data from 1097 sites in the continental United States to climate data, the authors quantitatively evaluated how trees at each site have historically responded to interannual climate variations. For each site, they developed a climate-driven statistical growth equation that uses regional climate variables to model RWI values. The authors applied these growth models to predict how tree growth will respond to twenty-first-century climate change, considering four climate projections. Although caution should be taken when extrapolating past relationships with climate into the future, the authors observed several clear and interesting patterns in the growth projections that seem likely if warming continues. Most notably, the models project that productivity of dominant tree species in the southwestern United States will decrease substantially during this century, especially in warmer and drier areas. In the northwest, nonlinear growth relationships with temperature may lead to warming-induced declines in growth for many trees that historically responded positively to warmer temperatures. This work takes advantage of the unmatched temporal length and spatial breath of annual growth data available within the ITRDB and exemplifies the potential of this ever-growing archive of tree-ring data to serve in meta-analyses of large-scale forest ecology

    Urbanization causes increased cloud base height and decreased fog in coastal Southern California

    Subtropical marine stratus clouds regulate coastal and global climate, but future trends in these clouds are uncertain. In coastal Southern California (CSCA), interannual variations in summer stratus cloud occurrence are spatially coherent across 24 airfields and dictated by positive relationships with stability above the marine boundary layer (MBL) and MBL height. Trends, however, have been spatially variable since records began in the mid-1900s due to differences in nighttime warming. Among CSCA airfields, differences in nighttime warming, but not daytime warming, are strongly and positively related to fraction of nearby urban cover, consistent with an urban heat island effect. Nighttime warming raises the near-surface dew point depression, which lifts the altitude of condensation and cloud base height, thereby reducing fog frequency. Continued urban warming, rising cloud base heights, and associated effects on energy and water balance would profoundly impact ecological and human systems in highly populated and ecologically diverse CSCA

    Energy and nutrient dietary reference values for children in Europe: methodological approaches and current nutritional recommendations

    The Expert Group on the Methodological Approaches and Current Nutritional Recommendations in Children and Adolescents was convened to consider the current situation across Europe with regard to dietary recommendations and reference values for children aged 2-18 years. Information was obtained for twenty-nine of the thirty-nine countries in Europe and a comprehensive compilation was made of the dietary recommendations current up to September 2002. This report presents a review of the concepts of dietary reference values and a comparison of the methodological approaches used in each country. Attention is drawn to the special considerations that are needed for establishing dietary reference values for children and adolescents. Tables are provided of the current dietary reference values for energy and for the macronutrients, vitamins, minerals, trace elements and water. Brief critiques are included to indicate the scientific foundations of the reference values for children and to offer, where possible, an explanation for the wide differences that exist between countries. This compilation demonstrated that there are considerable disparities in the perceived nutritional requirements of European children and adolescents. Although some of this diversity can be attributed to real physiological and environmental differences, most is due to differences in philosophy about the best methodological approach to use and in the way the theoretical approaches are applied. The report highlights the main methodological and technological issues that will need to be resolved before harmonisation can be fully considered. Solving these issues may help to improve the quality and consistency of dietary reference values across Europe. However, there are also considerable scientific and political barriers that will need to be overcome and the question of whether harmonisation of dietary reference values for children and adolescents is a desirable or achievable goal for Europe requires further consideratio
